According to the report of the Thai Nguyen Provincial Ethnic Committee, the unit assigned to be the Standing Committee of the Steering Committee for the implementation of the National Target Program on socio-economic development of ethnic minority and mountainous areas in the area, the disbursement of capital for vocational training in the first 6 months of this year was very low.
Many agencies and units in Thai Nguyen province cannot implement primary vocational training and regular vocational training for people of working age.
The main reason is that the Department of Labor, War Invalids and Social Affairs has not advised the Provincial People's Committee to issue economic and technical standards for vocational training, so units and localities cannot place orders with facilities for primary vocational training and regular vocational training.
Explaining this, Director of the Department of Labor, War Invalids and Social Affairs of Thai Nguyen Nguyen Thi Quynh Huong said: The province has identified more than 150 occupations for primary and regular training, of which 14 essential occupations have been identified, suitable for reality, and people have needs to build economic-technical norms, advise the Provincial People's Committee to approve and promulgate.
However, according to Ms. Nguyen Thi Quynh Huong, to build economic-technical norms for each profession is very complicated, the process is long. That is, it requires 40-50 vocational training experts with 5 years or more of experience to survey at least 5 vocational training institutions to build economic-technical norms for a profession.
Therefore, to build economic-technical norms for more than 150 occupations, it requires a lot of experts, takes a lot of time and costs about 22 billion VND, so the Department of Labor, War Invalids and Social Affairs of Thai Nguyen province has not been able to advise the Provincial People's Committee to approve and issue these norms.
Therefore, this agency recommends that the Ministry of Labor, War Invalids and Social Affairs issue economic and technical norms for primary vocational training and regular vocational training applicable nationwide.
However, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Thai Nguyen province Pham Hoang Son requested that the Decree and circular guiding the development of economic-technical norms for vocational training have been issued for many years, so the Department of Labor, War Invalids and Social Affairs of the province needs to select a number of occupations suitable to the reality and the needs of the people to develop and submit to the Provincial People's Committee to promulgate economic-technical norms for vocational training, as a basis for localities and units to place orders and assign vocational training tasks.
In recent years, agencies, units, localities assigned with vocational training tasks and many vocational education units in the area have expected Thai Nguyen province to issue economic-technical norms for each specific profession to facilitate the implementation of orders and vocational training contracts for people and demobilized soldiers in a transparent and effective manner. Thereby, contributing practically to promoting vocational training, solving employment and sustainable poverty reduction in the province.
