Site clearance work still has many bottlenecks
According to information from the People's Committee of Thai Binh province, after 3 years of implementing Directive No. 08-CT/TU, up to now, the People's Committees of districts and cities have completed land recovery, compensation and resettlement support for 354 projects, with a total area of 1,083.2 hectares; of which 37 projects were voluntarily donated by the people with an area of 39.7 hectares.
Currently, localities in the province are implementing site clearance for 135 projects with a total area of nearly 2,500 hectares; of which, the area of completed site clearance is over 1,500 hectares, and the area of continuing site clearance is nearly 950 hectares.
Many communes in Quynh Phu district (Thai Binh) have successfully implemented the movement to mobilize people to donate land for road construction, serving local economic and social development projects.
As one of the key projects of Thai Binh, the Ninh Binh - Hai Phong Expressway Project (CT.08) passes through 7 communes and towns of Thai Thuy district with a length of 16.2km, directly affecting more than 1,400 families and individuals with a reclaimed area of 112.49ha. By December 3, 2024, more than 91% of households had signed a consent form to hand over the site, 30 days ahead of schedule.
Of which, the CT.08 expressway project through Son Ha commune has a length of 6.27km, 22 households must have their residential land recovered, 518 households must have their agricultural land recovered, the total land acquisition area is more than 43ha. The land acquisition work has been vigorously implemented by the locality.
A representative of the People's Committee of Son Ha commune said: To implement the CT.08 expressway project, the commune has mobilized the entire political system to propagate for people to understand and comply with the policies of the Party and State. Affected households are aware of the meaning and importance of the project. As of December 3, the commune has received nearly 90% of voluntary applications for early land recovery.
Speaking at the conference to evaluate the results of site clearance work after 3 years of implementing Directive No. 08-CT/TU recently, Mr. Nguyen Khac Than - Secretary of the Provincial Party Committee, Chairman of the People's Committee of Thai Binh province - affirmed that after 3 years of implementing Directive No. 08, site clearance work has been deployed vigorously, achieving many important results, completing the investment and construction of a number of important projects of the province, creating trust and consensus of the majority of the people, contributing to improving the investment environment, creating a premise to promote socio-economic development.
However, besides the achieved results, the site clearance work in some localities, agencies and units still has many shortcomings and limitations, not meeting the set requirements. The site clearance work is still a bottleneck for the socio-economic development of the province.
The Secretary of Thai Binh Provincial Party Committee also frankly pointed out many subjective reasons related to the leadership and direction of some localities and bases, especially the leaders who have not properly recognized the importance of site clearance work in the socio-economic development goals of the province...
Some agencies, units and functional forces have not actively and resolutely participated in site clearance work; the capacity and qualifications of some cadres, civil servants and public employees in some district and grassroots units are still limited and do not meet the requirements of the task. Coordination between departments, branches and localities in site clearance work is not yet synchronized.
Propaganda and mobilization work of some localities and bases on the purpose, meaning, effectiveness and value of projects for local socio-economic development has not created consensus among the people.
Some localities have not paid attention to allocating enough resources for site clearance work, and have not responded to changes in the province's guiding viewpoints, compensation, support and resettlement policies and mechanisms.

Resolutely speed up the progress of site clearance for key projects
To create a policy “leverage” to enhance the effectiveness of site clearance work, the Standing Committee of Thai Binh Provincial Party Committee issued Resolution No. 10-NQ/TU on focusing on leadership and direction of site clearance work, thereby contributing to further accelerating the progress of site clearance projects, meeting the requirements of breakthrough socio-economic development; ensuring compliance with new regulations of the Land Law and the Law on Public Investment.
Resolution No. 10 requires that site clearance work must be identified as a key political task, the responsibility of local Party committees and authorities; at the same time, it is the responsibility of the entire political system where the project is located and the responsibility of relevant agencies, units and functional forces.
As a result, the progress of site clearance is a measure to evaluate the leadership and implementation capacity of local Party committees and authorities, especially the capacity of the leaders.

Thai Binh Provincial Party Secretary Nguyen Khac Than emphasized the viewpoint of the Provincial Party Standing Committee on land donation in site clearance work: In the spirit of propaganda and mobilization to create consensus among the people, create a mechanism to encourage and spread the movement of donating land and assets on land, thereby bringing positive effects in localities.
In addition to setting general goals, it is necessary to determine specific goals, timelines, and progress critical paths for key projects and works being implemented to manage, monitor, track, evaluate, and promptly handle arising situations.
Urgently establish the Land Fund Development Center under the Provincial People's Committee and improve the capacity of professional forces doing site clearance work in districts and cities.
Localities need to focus resources on site clearance work; prioritize budget allocation for land acquisition, site clearance, and clean land fund creation... Party committees and authorities at all levels need to develop a methodical plan to implement the Resolution, with a specific timetable, especially localities with key projects.
