Thai Binh has made many efforts and achieved positive results in the movement of the whole people to protect national security.

Dear delegates and all people!

Today, I, along with leaders of several central agencies and leaders of Thai Binh province, are very happy to join you, my brothers and sisters, and comrades in attending the 2023 National Day for National Security Protection in Thai Thuy district, Thai Binh province - a heroic and resilient coastal land in the revolutionary struggle, the hometown of comrade Nguyen Duc Canh - an excellent student of President Ho Chi Minh, one of the founders of the Communist Party of Vietnam, and the first President of the Vietnam General Confederation of Labor.

Since the beginning of the term, Thai Thuy district, including Diem Dien town, has continued to develop positively in many fields, becoming the locomotive in the socio-economic development of the coastal economic zone of Thai Binh province. This result is the result of the efforts of the Party Committee, Party Committee and people over many terms, ensuring that Thai Thuy not only develops socio-economically but also strengthens national defense and security, builds the Party and political system, and builds close relationships with the people. In particular, the movement of the whole people to protect national security has been focused on, bringing practical results, notably:

Firstly , we have paid attention to innovating and promoting the work of mobilizing and propagating the Party and State's guidelines, policies and laws; focusing on disseminating and raising awareness of law enforcement, vigilance, prevention and combating crimes and social evils, creating consensus, mobilizing a large number of people from all walks of life to participate responsibly with the Party, government, political system and functional forces in ensuring political security and social order and safety; promoting the core role of cadres, party members, police forces, political systems at the grassroots level, each household and citizen.

Second , the campaigns associated with the national movement to protect national security such as: "National Fire Prevention and Fighting Day", "Traffic Safety Month", "National Unity to Build a Cultural Life", "National Unity to Build New Rural Areas and Civilized Urban Areas", "Skillful Mass Mobilization" and other patriotic campaigns and emulation movements have had close coordination between agencies and organizations in the political system, with the active response and participation of the people, thereby contributing to improving the effectiveness of the movement.

Third , many self-management models of security and order have been built in villages, residential groups, communes, towns, agencies, enterprises, and schools. If the whole province has more than 3,000 models, Thai Thuy has more than 100 models. Many models are bright spots in the movement, typically: "Security and order mass mobilization group", "Self-management group for security, order, and traffic safety", "Drug prevention and control club", "Teachers ensuring security and order", "Ensuring school security and order", "Self-management team for boats and ships united, supporting each other in activities at sea and participating in the struggle to protect sovereignty and security of the sea border"; the model of Danh Giao village, Thai Do commune, drug-free; the self-management model of security, order - security of the sea border in Tan Son area, Diem Dien town...

The activities of these models have actively contributed to the movement of the entire people to protect the security of the Fatherland; promptly reflecting and proposing to the Party Committee, the government, the police force, and functional agencies many issues related to security, order, and social safety; mobilizing and reconciling conflicts among the people from the moment they arise, not allowing hot spots and complications to occur, ensuring security and safety for the area, and giving the people peace of mind in life. Every year, the National Day for the Protection of National Security is held not only as an opportunity to evaluate the results achieved, learn from the shortcomings and limitations, but also as an opportunity to encourage and promote the responsibility of the Party Committee, the political system, functional forces, cadres, party members, and the people. Today in Thai Thuy district, we clearly feel the sense of responsibility, solidarity, and determination to continue promoting the movement, creating new developments, which is the profound meaning of the festival. Thai Thuy's practice has affirmed that only when people are fully aware, promote their right to mastery, voluntarily, actively and proactively participate, can we have the combined strength to perform well political tasks, including the task of ensuring political security and social order and safety.

In recent years, despite many difficulties and challenges, Thai Binh province has achieved quite comprehensive results: High economic growth, averaging over 8%/year in the first half of the term, increasing by 7.77% in the first 6 months of 2023 (ranked 10th in the country and 5th out of 11 provinces in the Red River Delta); budget revenue reached over 11,000 billion VND; economic structure has shifted increasingly positively; investment promotion and trade promotion have been focused on, many large projects have been implemented, typically 2 industrial parks (Lien Ha Thai Industrial Park, Thai Thuy District and Hai Long Industrial Park, Tien Hai District). Transport infrastructure continues to develop, synchronize, and connect better. The appearance of urban and rural areas has been improved. Thai Binh is among the top localities in the country leading in the results of new rural construction. 100% of communes and districts have met the standards, and Thai Thuy district alone has 12/35 communes meeting the criteria for advanced new rural areas. National defense and security are basically guaranteed. Culture, education and training, health care, and social security have many positive changes. The material and spiritual life of the people has been improved and is getting better day by day.

The work of building and rectifying the Party and the political system has been given attention, with a focus on preventing, repelling and strictly handling cadres and party members who have degraded in political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation". In addition to the positive results, Thai Binh needs to pay attention to finding solutions to promote a number of key areas that have not met requirements, a number of socio-economic indicators are still lower than the national average such as the average income per capita is only about 60 million VND (the national average is over 80 million VND); the structure of agriculture, forestry and fishery in GRDP is still high, accounting for 24.9% (the national average is about 20%); at the same time, it is necessary to focus on applying science and technology, improving the value of agricultural products, competitiveness, participating more deeply in the supply chain, global value... Strive to achieve the highest goals and targets of the Resolution of the 20th Provincial Party Congress.

Currently, the domestic and international context has many rapid, complicated and unpredictable developments; the socio-economic development process has also given rise to issues that directly impact political security, social order and safety, people's lives and local development. At the same time, hostile forces, reactionary and opposing elements have not given up their plots to sabotage the Party, the State, the cause of building and defending the Fatherland. In this and that place, the awareness of law observance of a number of cadres, party members and people is still limited; violations of the law, crimes and social evils are still complicated..., if not fully assessed and have appropriate solutions, will affect the goal of ensuring political security and social order and safety; some potential issues that are not handled promptly and effectively can become hot spots and complicated, this is an issue that Thai Binh province needs to pay attention to, learn from and do better. Promoting the achieved results, Thai Binh province and Thai Thuy district need to continue to lead, direct, and promote the responsibility of the political system, functional forces, cadres, party members, and leaders before the people, consolidating the people's trust in the Party and the political system to build a movement of the entire people to protect national security in a practical manner, which is an important basis for building a position of people's hearts, a position of people's security associated with a position of all-people national defense, creating a foundation for sustainable socio-economic development, building the Party and the political system, ensuring a peaceful life for the people.

Continue to develop and improve the quality of self-management, self-prevention, self-protection, and self-reconciliation models from families to communities, agencies, units, businesses, and schools, especially in key areas with complex security and order issues. All policies must be aimed at the grassroots level, must be in line with the people's wishes and capabilities, stem from the legitimate interests of the people, and be integrated into the tasks of all levels and sectors. Strengthen coordination between the police force and the army, agencies, and organizations; improve the quality of the Steering Committee's activities; build a clean and strong People's Police force that meets the requirements of the task. Currently, Thai Binh has arranged regular police in communes, wards, and towns. It is necessary to continue to improve and create conditions for the performance of tasks. This is a force close to the people, closely attached to the people, playing a core role in ensuring social order and safety at the grassroots level. At the same time, it is necessary to build a clean and strong Party and political system; consolidate, improve and enhance the leadership capacity and fighting strength of grassroots Party organizations, Party committees and grassroots authorities; promote the role of core forces at the grassroots level, including Party cell secretaries, heads of the Front and mass organizations, village chiefs, prestigious people, religious dignitaries... as the nucleus for the mass movement to protect national security.

On behalf of the Party and State leaders, I acknowledge and commend the Party Committee, government and people of Thai Binh province for their efforts and positive results in the movement of the entire people to protect national security. I hope that you will promote the achieved results and overcome limitations so that the movement can develop more and more firmly.

Since ancient times, Thai Binh land has been a coastal alluvial land, attracting generations of residents from many regions to come here to reclaim, work together to build dikes to control floods, reclaim the sea, and establish villages to create a prosperous countryside. Therefore, Thai Binh has been honored in history books as "the land of rice, the land of crafts", "a treasure of people, a treasure of wealth", providing human resources and material resources for the cause of building and defending the country in history. In the renovation process, Thai Binh has promoted its fine traditions, the strength of great national unity, and achieved many achievements in socio-economic development, national defense, security, Party building and the political system. I believe that Thai Binh will develop more and more beautifully, and people's lives will be better in peace and happiness. On the occasion of the 78th anniversary of the August Revolution and National Day September 2, the 78th anniversary of the People's Public Security Forces' tradition day, and the 18th anniversary of the National Day for National Security Protection, I would like to send my best wishes to the people, Party committees, authorities, political systems, cadres, party members, and the Public Security Forces of Thai Binh province!
