This is the livelihood of thousands of local people for many years, at the same time facilitating the development of mangrove forests, making an important contribution to the ecosystem and environment, preventing wind, waves and storms for coastal areas. In particular, the locality's clear determination of the location, boundaries and area of Tien Hai Wetland Nature Reserve is an important basis to help the province realize its aspiration to develop and expand the space towards the sea according to the Plan approved by the Prime Minister, while creating a basis to concentrate resources for the conservation and development of biodiversity in the Reserve, contributing to environmental protection.
With that meaning, VNA reporter interviewed Mr. Lai Van Hoan, Vice Chairman of Thai Binh Provincial People's Committee about the meaning, establishment process and the province's viewpoint on Tien Hai Wetland Nature Reserve.
How is the process of determining the location, boundaries and area of Tien Hai Wetland Nature Reserve being implemented by Thai Binh province, sir?
Over the years, Thai Binh province has always complied with the purposes, principles and regulations of the Ramsar Convention, the Red River Delta Biosphere Reserve was recognized by UNESCO in 2004. The province attaches importance to forest protection and development, biodiversity conservation associated with economic development, and livelihood creation for coastal people. On September 6, 2019, the People's Committee of Thai Binh province issued Decision No. 2514/QD-UBND to establish Thai Thuy Wetland Nature Reserve with an area of 6,560 hectares to preserve the ecosystem of coastal wetlands; conserve species - habitats, protect aquatic resources, especially protect the migratory areas of waterfowl.
With the desire to focus on developing forests on tidal flat areas to preserve land, respond to climate change, create livelihoods for people, and aim to form a wetland nature reserve, on September 26, 2014, the People's Committee of Thai Binh province issued Decision No. 2159/QD-UBND approving the Project and establishing a special-use forest with an area of 12,500 hectares called Tien Hai Wetland Nature Reserve. However, the scope, boundaries, and scale of this reserve are only qualitative in nature and have not been determined by specific measurement and research measures.
In which, the initial estimated area of the forest is 12,500 ha, inheriting area data from 5 different data sources (including Decision No. 660/KH dated October 4, 1995 of the Ministry of Forestry, at sea level at elevation 0.00 m is 12,500 ha; Resolution No. 39/NQ-CP dated March 28, 2013 of the Government, the area is 3,245 ha; Decision No. 467/QD-UBQG UNESCO dated July 26, 2013 recognized by UNESCO as 7,067 ha in the core zone 2 of the Red River Delta Biosphere Reserve; Decision No. 45/QD-TTg dated January 8, 2014 is 3,245 ha; Decision No. 1413/QD-UBND dated June 16, 2014 of the People's Committee of Thai Binh province on the Forest Protection and Development Planning of Thai Binh province). 2012 - 2020 is 3,583.4 ha).
In addition, the location and boundary of the forest are not consistent, in which the location according to geographical coordinates and the location according to verbal description do not match, and there is no accompanying map. Therefore, determining the location, boundary, and area of Tien Hai Wetland Nature Reserve is of great significance, ensuring compliance with approved plans such as the National Master Plan for the period 2021 - 2030, vision to 2050; Thai Binh Provincial Plan for the period 2021 - 2030, vision to 2050; Thai Binh Economic Zone Master Plan, etc.
To carry out that task, the People's Committee of Thai Binh province has carried out the procedures and processes in accordance with the provisions of law. Specifically, the People's Committee assigned the Department of Natural Resources and Environment to carry out the task of "Investigating and assessing the current status of biodiversity and determining the geographical location and area of Tien Hai Wetland Nature Reserve".
On that basis, the Department of Natural Resources and Environment has coordinated with departments, branches, sectors, Tien Hai District People's Committee, consulting units and related units to develop the above task profile according to the provisions of the Law on Biodiversity 2008; Decree No. 66/2019/ND-CP, dated July 29, 2019 of the Government on conservation and sustainable use of wetlands; organized to collect opinions from the Ministry of Natural Resources and Environment, relevant departments, branches and sectors and collect opinions from the community of residents legally living in or adjacent to the area planned to establish the Conservation Area.
The Department of Staff of the Provincial People's Committee organized a meeting of the Council to appraise the results of the task "Investigation, assessment of the current status of biodiversity and determination of geographical location and area of Tien Hai Wetland Nature Reserve" (the Appraisal Council had the participation of members from the Ministry of Natural Resources and Environment, Ministry of Agriculture and Rural Development) and to consult experts.

Could you tell us how the Tien Hai Wetland Nature Reserve was established through investigation, assessment and implementation of field survey and measurement measures, ensuring compliance with legal procedures and regulations as well as approved plans?
The results of the implementation of the task have determined that the scale and area of Tien Hai Wetland Nature Reserve remains the same at 12,500 hectares according to Decision No. 2159/QD-UBND, dated September 26, 2014 of the People's Committee of Thai Binh province; the location, scale and area are consistent with the National Master Plan for the period 2021 - 2030, with a vision to 2050 according to Resolution No. 138/NQ-CP, dated October 25, 2022 of the Government and Resolution No. 81/2023/QH15 dated January 9, 2023 of the National Assembly, the Master Plan of Thai Binh province for the period 2021 - 2030, with a vision to 2050 in Decision No. 1735/QD-TTg, dated December 29, 2023 of the Prime Minister.
Tien Hai Wetland Nature Reserve is located outside dykes No. 5 and No. 6 of Tien Hai district, bordering Tra Ly estuary and the planning area of Con Vanh - Con Thu service urban area to the North; bordering Ba Lat estuary and the planning area of Con Vanh - Con Thu service urban area to the South; bordering high-tech aquaculture planning area, planning area of Con Vanh - Con Thu service urban area, sea encroachment area and planning area of Dong Chau coastal city to the West; bordering the East Sea to the East.
The boundary of the Reserve is determined by 33 coordinate points with a total area of 12,500 ha; of which, the strictly protected area is 2,726 ha, the ecological restoration area is 9,774 ha. The buffer zone of the Reserve with an area of 3,446.5 ha is determined by 40 coordinate points, with a distance of 1,000 m from the boundary of the Tien Hai Wetland Nature Reserve.
Management activities of Tien Hai Wetland Nature Reserve are carried out according to the Management Regulations of Thai Binh Wetland Nature Reserve in Decision No. 12/QD-UBND dated January 5, 2021 of the Provincial People's Committee; Decision No. 1357/QD-UBND dated August 20, 2024 of the Provincial People's Committee on determining the location, boundary and area of Tien Hai Wetland Nature Reserve and relevant legal provisions.

Determining the location, boundaries and area of Tien Hai Wetland Nature Reserve is of great significance to the development of the locality. So what is the viewpoint and development orientation of Thai Binh province with this Reserve, sir?
The consistent and unified viewpoint of Thai Binh province in implementing development goals is to harmoniously combine economic development with nature conservation and environmental protection; not to trade the environment for mere economic growth. The province is committed to strictly implementing the regulations of international conventions on environmental protection as well as the policies and guidelines of the Party and the laws of the State.
Thai Binh identifies the goal of conserving the ecosystem of the Tien Hai coastal wetland, conserving species and habitats, protecting aquatic resources, especially protecting the migratory areas of waterfowl; harmoniously combining nature conservation with economic, cultural and social development according to the principles of conservation and sustainable development; ensuring connectivity with associated habitats.
The development of marine economy and creation of new economic space towards the sea must be implemented in accordance with Decision No. 1735/QD-TTg dated December 29, 2023 of the Prime Minister approving the Master Plan of Thai Binh province for the period 2021-2030, with a vision to 2050; Decision No. 1486/QD-TTg dated October 28, 2019 of the Prime Minister approving the Master Plan for the construction of Thai Binh Economic Zone, Thai Binh province to 2040, with a vision to 2050.
To effectively preserve and develop Tien Hai Wetland Nature Reserve, the Provincial People's Committee assigned the Department of Agriculture and Rural Development to directly manage and direct the Management Board of the Reserve. Relevant departments, branches and sectors, according to their functions and tasks, are responsible for coordinating and creating favorable conditions to support the Management Board of the Reserve to effectively implement programs and goals; coordinate and support the Management Board of the Reserve to manage tourists, especially international tourists, in the process of operating eco-tourism and scientific research tours in the area.
At the same time, the province also requested central ministries and branches to support expertise, resources, project programs, and mobilize resources from domestic and foreign organizations, businesses, and people to join hands in conservation.
Along with Thai Thuy Wetland Nature Reserve established in 2019, the determination of the location, boundary and area of Tien Hai Wetland Nature Reserve demonstrates the determination of the Party Committee, the government of Thai Binh province and the local people in implementing Resolution 36-NQ/TW, dated October 22, 2018 of the Central Executive Committee of the Party on the Strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045, along with approved National and Provincial Plans.
From the potentials and advantages of Tien Hai Wetland Nature Reserve, Thai Binh is determined to overcome difficulties and limitations, take advantage of new breakthrough development opportunities to build the province into a developed locality in the region, focusing on biodiversity conservation; harmoniously combining nature conservation with economic, cultural and social development according to the principles of conservation and sustainable development; ensuring connectivity with associated habitats, contributing to ensuring the livelihoods of local people.
