Proactively specify the criteria and indicators for new rural areas and advanced new rural areas that have been decentralized in Decision No. 211/QD-TTg dated March 1, 2024 of the Prime Minister amending a number of criteria and indicators of the National Criteria Set for New Rural Communes, the National Criteria Set for Advanced New Rural Communes, the National Criteria Set for New Rural Districts and the National Criteria Set for Advanced New Rural Districts for the period 2021-2025; supplement the criteria for special new rural districts without commune-level administrative units for the period 2021-2025; The People's Committee of Thai Binh province has decided to promulgate a number of criteria and indicators for new rural districts and advanced new rural districts for the period 2021-2025 that the central government has decentralized to the Provincial People's Committee.
The model of producing handicraft products from dried water fern in Thanh Tan commune, Kien Xuong district has created regular jobs and stable income for hundreds of women members.
Accordingly, Thai Binh issued 02 indicators for new rural districts: "5.4. Vocational education - continuing education centers achieve level 1 educational quality accreditation, or are assessed to meet educational quality standards through other educational institutions assigned the function and task of continuing education in the area: Achieved"; "6.4. There is an effective agricultural technical center or agricultural technology transfer unit: Achieved". Issued 01 indicator for advanced new rural districts: "5.5. Vocational education - continuing education centers achieve level 2 educational quality accreditation, or are assessed to meet educational quality standards through other educational institutions assigned the function and task of continuing education in the area: Achieved"
These are all criteria in accordance with the decentralization regulations in Decision No. 211/QD-TTg dated March 1, 2024 of the Prime Minister, more suitable to the actual conditions of some localities that have dissolved or merged vocational education and continuing education centers into other educational institutions; at the same time, it is also consistent with Resolution No. 19-NQ/TW dated October 25, 2017 of the 12th Central Executive Committee on continuing to innovate the organization and management system, improving the quality and efficiency of public service units.
This is also the legal basis for agencies and localities in Thai Binh province to unify the application, implementation and evaluation of the results of building new rural districts and advanced new rural districts; ensuring that there is no sudden increase in the need for support from the state budget and in accordance with the ability to balance the state budget as decided by the National Assembly in Resolution No. 25/2021/QH15 dated July 28, 2021.
