On May 10, the Hanoi People's Committee issued a document on implementing a non-cash payment method for fees and charges when performing administrative procedures at one-stop departments in the area.
Accordingly, from the results of the pilot implementation of cashless payment of fees and charges when performing administrative procedures using "dynamic" QR codes at one-stop departments in Hoan Kiem district, the working group and specialized agencies determined that this pilot activity helps reduce operations for officials and civil servants, making it convenient for people.
At the same time, it helps to reconcile and deposit money into the treasury automatically, minimizing risks when storing fees and charges and making transactions between citizens and state agencies more transparent.
To replicate the highly effective initiative model in practice, the Hanoi People's Committee requires directors, heads of departments, branches, and chairmen of People's Committees at all levels to immediately deploy solutions for cashless payment of fees and charges for administrative procedures performed directly at the one-stop shop from June 1.
Units strive to ensure 100% cashless transactions, and encourage units to apply software solutions to generate "dynamic" QR codes.
Hanoi City requires agencies to arrange support forces at one-stop shops to assist people who do not have bank accounts or devices to make non-cash payments.
Relevant agencies are responsible for disseminating and guiding people and businesses on methods of implementing non-cash payment of fees and charges when carrying out administrative procedures at one-stop-shops at all levels in Hanoi, ensuring efficiency, speed and convenience for people and businesses when transacting and carrying out administrative procedures directly at one-stop-shops .
