Attending the conference, on behalf of Lao Cai province were: Mr. Dang Xuan Phong, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation; Mr. Trinh Xuan Truong, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; and leaders of departments, agencies, and armed forces in the province.
In 2024, the Standing Committee of the Provincial Public Security Party Committee closely followed the directives of the Central Public Security Party Committee, the leadership of the Ministry of Public Security , and the Provincial Party Committee and People's Committee of Lao Cai province in leadership and guidance, while upholding a high sense of responsibility from the head to each officer and soldier with the motto "3 moderate, 4 clear, 5 more" (learning, doing, and drawing lessons; clear responsibilities, tasks, and completion times; more exemplary, more self-aware, more responsible, more decisive, and more effective). In particular, they strengthened inspection, supervision, and monitoring on specific topics daily, weekly, and monthly; frankly pointed out weaknesses and limitations of each individual and collective, and resolved difficulties at the grassroots level. This created a movement of matching words with actions, bringing about comprehensive changes in awareness and actions from leadership and command to officers and soldiers, striving to excellently complete assigned tasks.
As a result, social order crimes were curbed and reduced by 32.1% compared to 2023 (exceeding the target set by the Ministry of Public Security by 542%); the investigation and discovery rate of social order cases reached 90%; 433 cases and 741 individuals involved in drug-related crimes were arrested (a 37% increase compared to 2023). The rate of prosecution for drug trafficking crimes was 241/439 cases, equivalent to 54.4% (a 31.4% increase compared to 2023). By October 31, 2024, 100% of complex drug trafficking points and hotspots, as well as drug retail points and individuals, have been essentially eradicated.
The tasks of Project 06 have been implemented decisively by the Provincial Police force according to schedule, clearly demonstrating the exemplary and leading spirit of the People's Police force, which has been recognized and highly appreciated by the Party Committee, government, departments, and the people. The results of implementing the Government's Project 06 have achieved many outstanding achievements, such as: Lao Cai ranked 8th out of 63 provinces and cities in the ranking of the index for directing, managing, and evaluating the quality of service to citizens and businesses in carrying out administrative procedures and public services in the electronic environment, an increase of 5 positions compared to 2023; it is among the top 17 localities with the highest rate of online application submission; and it is one of the first 23 localities to complete the target of providing online public services on the National Public Service Portal. The administrative reform index of the Lao Cai Provincial Police Department increased by 26 ranks compared to 2023, receiving an excellent rating from the Ministry of Public Security and ranking 11th nationwide.
796 awareness campaigns were organized with nearly 16,000 participants; over 10,000 pledges were signed pledging not to violate laws on weapons, explosives, supporting tools, and fireworks; and 5,172 weapons, explosives, and supporting tools were recovered (a 141.78% increase compared to 2023). Traffic accidents decreased in all three criteria compared to 2023. Fire and explosion incidents decreased by 7, equivalent to a 22.6% reduction compared to 2023; notably, there were no fires or explosions causing casualties.
Party building, force building, and logistics have been emphasized, with political and ideological education and personnel work identified as breakthroughs and top priorities to build a capable police force at all three levels, commensurate with the tasks. In particular, the Lao Cai Provincial Police have effectively advised the Party committee and government on mobilizing the entire political system to resolutely implement Resolution No. 12 of the Politburo on "strengthening the building of a truly clean, strong, regular, elite, and modern People's Police force, meeting the requirements and tasks in the new situation." To date, all 135/135 commune and town police stations have been inspected, completed, and put into use, meeting the requirements for infrastructure and fully equipped with vehicles, equipment, and support tools according to established standards, effectively serving the working, combat, and daily living conditions of officers and soldiers, achieving the goal one year ahead of schedule compared to Resolution 12 of the Ministry of Public Security.
The Provincial Police proactively advised and closely coordinated with relevant units to overcome the consequences of Typhoon No. 3 in the province. With timely financial support from the Vietnam Fatherland Front Committee of Lao Cai province, the Provincial Police urgently coordinated with local authorities to review and support the construction of 132 houses for people affected by Typhoon No. 3 (on a "turnkey" basis), handing them over to the people for use before the Lunar New Year of the Year of the Snake 2025.
With the achievements made, in 2024, 225 collectives and 522 individuals from the Lao Cai Provincial Police Department received commendations from various levels and sectors.
Speaking at the conference, Deputy Minister Pham The Tung and Provincial Party Secretary Dang Xuan Phong commended and highly appreciated the achievements of the Provincial Police, which have made a significant contribution to the successful implementation of socio-economic development tasks in Lao Cai province in 2024.
Regarding the key tasks for 2025, the Deputy Minister and the Secretary of the Lao Cai Provincial Party Committee requested that the Provincial Party Committee and the leadership of the Provincial Public Security Department continue to closely follow the policies of the Party and State and the directives of the Ministry of Public Security to promptly advise the Provincial Party Committee and the Provincial People's Committee on policies and solutions to protect political security, social order and safety, and ensure the successful organization of Party congresses at all levels. They also requested continued focus on leadership and guidance, closely monitoring the situation from afar and early on, absolutely preventing any sudden or unexpected incidents; and clearly defining the responsibilities of each level of the police force, from leaders to officers and soldiers, in handling security and order situations. Focus on building a truly clean, strong, professional, elite, and modern police force in Lao Cai province, meeting the requirements and tasks in the new situation, successfully implementing key breakthrough tasks, and fulfilling new requirements for national security, maintaining social order and safety, and building the People's Police force.
