Evaluating the question and answer session at the parliament, voters of Hai Phong city and Yen Bai and Dong Nai provinces said that the chairman's management of the session was clear, democratic and scientific. The atmosphere of question and answer was lively, the questions of the delegates were frank and to the point. The reports of the Government and ministries and branches were carefully prepared and presented quite thoroughly; the members of the Government focused their intelligence, exchanged and questioned frankly and concisely, not afraid of conflicts, and clarified the "hot" issues that concerned delegates and voters.
Ensuring consistency, synchronization, and specific conditions of each locality
Among many issues raised at the question-and-answer session, Lieutenant Colonel Nguyen Anh Tuan, Deputy Political Commissar, Military Command of Cat Hai District (Hai Phong City) was concerned about the issue of administrative unit arrangement because it is directly related to the lives of cadres and people. The arrangement of administrative units will contribute to streamlining the payroll, restructuring the apparatus, streamlining the apparatus, improving the quality of cadres and civil servants, and at the same time helping to reduce state budget expenditures.

Among the localities that must reorganize administrative units, Hai Phong City People's Committee has issued Plan 222/KH-UBND to reorganize district and commune-level administrative units in the area, period 2023 - 2025, aiming to create changes in awareness and actions of cadres, civil servants, public employees, and workers in agencies, organizations, levels, and sectors; create consensus and support from the people and public opinion in the reorganization of district and commune-level administrative units.
According to Lieutenant Colonel Nguyen Anh Tuan, in order to promptly institutionalize the Party's policy on the arrangement of administrative units at district and commune levels in the Resolutions and Conclusions of the Central Committee, the Politburo, the National Assembly, the Government continues to direct relevant ministries, branches and localities to promptly come up with proactive and flexible solutions..., ensuring uniformity, comprehensiveness, prudence, and adherence to the criteria and specific conditions of each locality.
Concerned about the field of education and training, voter Nguyen Thi Hoa, Gia Vien ward, Ngo Quyen district (Hai Phong city) commented: The Ministry of Education and Training in developing textbooks according to the 2018 General Education Program has not paid attention to teacher resources, so when implementing, many schools have a shortage of teachers to teach integrated subjects. To overcome this situation, some units send teachers of Physics, Chemistry, and Biology to attend short-term training courses to be granted Certificates to teach subjects not taught in Pedagogical schools, leading to poor teaching quality... Voters request the National Assembly and the Government to pay attention to directing the overcoming of this inadequacy, to ensure the quality of education, as well as meet the requirements of educational innovation.
For schools lacking teachers to teach Natural Sciences, voter Nguyen Thi Hoa requested the Ministry of Education and Training to provide guidance and allow parallel teaching of Physics, Chemistry, and Biology in Natural Sciences according to the school's conditions instead of teaching according to the knowledge in textbooks; instructing Pedagogical schools nationwide to immediately train teachers to teach integrated Natural Sciences to have a source of teachers for schools.
Promote family culture and corporate culture
Commenting that some traditional values are gradually fading, Mr. Nguyen Ngoc Tuan, Director of Viet A Law Firm (Bien Hoa City, Dong Nai) recommended that the Party and State in their development strategy should further promote family culture and corporate culture. To develop family culture, parents and the elderly need to set an example, practice good habits such as reading books, exercising, and getting up early every morning for their children to follow. Improving culture and living a healthy life helps people have good physical health and a happy mind, thereby reducing illness and contributing to limiting social evils.
In 2016, the Government decided to make November 10th the Corporate Culture Day, but currently, the business community, especially small and medium enterprises, still knows little about this day. Media agencies and relevant agencies need to increase propaganda about Corporate Culture Day; business owners should practice culture, in which compliance with policies and laws is considered a beautiful trait.
According to Mr. Nguyen Ngoc Tuan, our country has many beautiful landscapes and great potential for tourism development. The relevant authorities need to have plans to connect and form tourist areas with unique products; develop the expressway system, because traveling by road has many advantages, bringing different feelings compared to other types of transportation. In addition, the State also needs to have policies to encourage businesses and organizations to pioneer in river tourism because currently river tourism in Vietnam has not received much investment attention, while developing river tourism will take advantage of natural advantages.
In the health sector, many voters in Yen Bai expressed concern about false advertising of functional foods and drugs on cyberspace.
Lawyer Hoang Duc Dung, Yen Bai Provincial Bar Association, agreed with the response of Minister of Information and Communications Nguyen Manh Hung that the main responsibility for state management in cyberspace belongs to the Ministry of Information and Communications, but it also requires the synchronous participation of many ministries, localities, and functional agencies in managing false advertising content.
Regarding sanctions for handling this issue, Lawyer Hoang Duc Dung said: Currently, legal documents have provisions on penalties in the field of advertising. Specifically, Decree No. 38/2021/ND-CP dated March 29, 2021, stipulating penalties for administrative violations in the field of culture and advertising, stipulates a fine of 60 million - 80 million VND for acts of advertising that are incorrect or cause confusion about the business capacity, the ability to provide products, goods, and services of organizations and individuals trading in products, goods, and services; about the quantity, quality, price, uses, designs, packaging, brands, origins, types, service methods, warranty periods of registered or announced products, goods, and services...; forced to remedy the consequences of removing, deleting advertisements, correcting information... However, whether the application of these regulations in practice is effective or not depends on the supervision and management of the authorities.
Promote vocational training, improve labor productivity

Appreciating the answer of Minister of Labor - Invalids and Social Affairs Dao Ngoc Dung about one of the reasons leading to low labor productivity in our country today is due to the quality of vocational training, Mr. Ha Van Ve, Principal of Yen Bai Polytechnic Vocational College, said that Minister Dao Ngoc Dung frankly admitted that this is one of the targets that have not been achieved in the past 2-3 terms. In particular, the Minister also affirmed that 1 of the 4 important issues to improve labor productivity is related to the quality of vocational training, which is to create high-quality human resources, especially in terms of expertise, professional skills and organizational awareness of workers. The five basic solutions to overcome this situation proposed by the Minister are satisfactory, reasonable and necessary for the coming time.
Concerned about the State's ordering mechanism for businesses, Mr. Nguyen Khanh Cuong, Principal of Lilama 2 International Technology College (Long Thanh District, Dong Nai Province) pointed out the reality: This mechanism is currently incomplete, there is no unit price for ordering training facilities so it cannot be implemented. The ceiling tuition fee for vocational education at college level according to regulations is too low, only over 18 million VND, while in reality, the cost of training a profession according to domestic standards is about 80 million VND, according to international standards is about 200 million VND.
In recent years, the streamlining of education levels has received attention and brought initial results. Streamlining in education is the right policy, the relevant agencies need to promote the dissemination of this issue, helping parents and students to have a correct understanding of the role and strengths of early vocational training.
To promote education and training, voter Nguyen Khanh Cuong suggested that the State should synchronously implement policies such as: investing in infrastructure for all levels of education; reforming teachers' salaries; having a mechanism to mobilize society to participate in vocational training, retraining, advanced training...
