On the morning of February 28, comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired a meeting of the Provincial People's Committee to listen to and give opinions on: the socio-economic situation in February and the first two months of the year, key tasks in March 2024; draft project to preserve, restore and develop traditional craft villages and occupations associated with tourism in the period up to 2030 in Thai Binh province. Attending the meeting were comrades of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Committee, departments, branches, districts and cities.

To date, localities have completed spring rice cultivation on a total area of 74,250 hectares, planted 11,607 hectares of spring crops; at the same time, directed the implementation of livestock and poultry herd restoration, and developed livestock production to ensure disease safety after Tet.
In February 2024, the Provincial People's Committee recognized An Thai commune (Quynh Phu) as meeting the model new rural standards and An Thanh and An Ap communes (Quynh Phu) as meeting the advanced new rural standards. The industrial production sector maintained growth with an estimated production value of more than 15,000 billion VND, up 6.7% over the same period in 2023. Total retail sales of goods and service revenue in 2 months is estimated at more than 13,000 billion VND, up 15.4% over the same period in 2023. Budget management work was directed to be implemented resolutely. By the end of February 2024, the total state budget revenue is estimated at more than 3,100 billion VND, reaching 15.9% of the estimate, of which domestic revenue is estimated at nearly 1,400 billion VND, reaching 15.9% of the estimate; Total local budget expenditure is estimated at more than 2,600 billion VND, reaching 14.7% of the estimate.
Since the beginning of the year, the province has focused on directing and accelerating the implementation of the Tra Ly riverside urban development project and key transport projects; focusing on preparing for the conference to announce the Provincial Planning and Investment Promotion... Investment attraction and business development have achieved good results with the total newly registered capital and increased by 2.9 times compared to the same period in 2023. The cultural and social fields have received comprehensive direction and attention, both meeting the task of economic development and serving people's lives well. Administrative reform continues to receive attention and direction. The political security situation and social order and safety are basically stable.

Regarding the draft project to preserve, restore and develop traditional craft villages and occupations associated with tourism until 2030 in Thai Binh province, it was built with the goal of preserving and promoting traditional occupations; combining traditional craft production secrets with modern machinery and technology to create traditional products, bearing regional cultural identity with high economic value, meeting domestic consumption and export needs. Up to now, the whole province has 141 craft villages recognized by the Provincial People's Committee; of which 98 craft villages still maintain production activities with a total of nearly 23,000 rural craft establishments still operating in the craft villages, 16 craft villages have advantages in tourism. The development of occupations and craft villages has contributed to shifting the economic structure and labor structure in a positive direction. The total number of laborers in the craft villages is nearly 68,600 people; the average revenue of the craft villages reaches nearly 41 billion VND/year.
Concluding the meeting, comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee highly appreciated the efforts of departments, branches, units and localities in focusing on leading and directing the implementation of tasks before, during and after the Lunar New Year of Giap Thin. He also frankly pointed out the shortcomings and limitations that need to be overcome such as: The responsibility of some departments and branches in the process of coordinating the implementation of tasks is not high; there is not a high concentration on budget collection, especially land use fee collection; there is not a strong determination to remove existing problems and obstacles in the implementation of some projects and works; administrative procedure reform still has limitations...
The Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee requested departments, branches, districts and cities to thoroughly grasp and seriously implement the direction of the Government, the Prime Minister and the Provincial Party Committee and the Provincial People's Council on the implementation of tasks in 2024; departments, branches, districts and cities prioritize and focus maximum time on performing professional tasks right after the Lunar New Year holiday, absolutely do not use administrative time for festival activities, spring travel at the beginning of the year; absolutely do not be late for requests from people and businesses on administrative procedures, investment procedures right from the beginning of the year; maintain strict implementation of administrative discipline and discipline; pay attention to listening to and resolving recommendations and proposals from businesses, proactively grasp and promptly remove difficulties, obstacles and recommendations from businesses to promote production; proactively innovate in working methods and ways, improve proactiveness and flexibility in organizing the implementation of assigned tasks; actively cooperate in the process of performing tasks.
He assigned specific tasks to each department and branch, emphasizing a number of contents such as: effectively organizing the implementation of the spring crop production project; advising the province to organize a conference to implement the Land Law (amended) in the area; focusing on synthesizing and removing difficulties and obstacles for businesses; focusing on removing difficulties for model new rural housing projects, promoting the construction of social housing, housing for workers and housing for low-income people; focusing on removing difficulties and promoting the implementation of key projects in the area; continuing to maintain achievements in disbursing public investment capital; strictly implementing Directive No. 29-CT/TU of the Provincial Party Standing Committee on implementing the state budget collection work in 2024, proactively implementing solutions to collect tax debts; promoting autonomy in public service units...
He also requested districts and cities to focus on site clearance to speed up the implementation of projects in the area.
Regarding the draft project to preserve, restore and develop traditional craft villages and occupations associated with tourism until 2030 in Thai Binh province, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee basically agreed and requested the Department of Agriculture and Rural Development to absorb the opinions of delegates attending the meeting; study and supplement some contents to ensure suitability.
