On the morning of March 18, the State Budget Collection Steering Committee of Thanh Hoa province held a conference to assess the implementation of state budget collection in the first quarter; deploy tasks and solutions for state budget collection in the second quarter of 2024. According to the report of the Department of Finance, the estimated state budget revenue in the area in 2024 assigned by the Central Government and the Provincial People's Council is 35,567 billion VND. The estimated implementation in March reached 3,654 billion VND; the accumulated revenue in the first quarter reached 13,356 billion VND, equal to 37.6% of the estimate and an increase of 31.5% over the same period.

Of which, the domestic revenue estimate assigned by the Central Government and the Provincial People's Council is 22,017 billion VND; estimated implementation in March is 2,245 billion VND; accumulated revenue in the first quarter is 8,656 billion VND, equal to 39.3% of the estimate and increased by 46% over the same period. Estimated revenue from import-export activities assigned by the Central Government and the Provincial People's Council is 13,550 billion VND, estimated implementation in March is 1,409 billion VND; accumulated revenue in the first quarter is 4,700 billion VND, equal to 34.7% of the estimate and increased by 11.1% over the same period.
It is known that revenue from import-export activities is mainly from imported crude oil of Nghi Son Refinery and Petrochemical Company Limited (accounting for about 85% of total revenue from import-export activities).

According to the assessment of representatives of functional departments and branches at the conference, the state budget revenue in the first months of 2024 has improved a lot, the domestic revenue and import-export revenue have both increased compared to the same period. However, the difficulties and challenges for this task in 2024 are not small in the context of the world economic situation which is predicted to remain unpredictable. In the province, the structure of revenue from import and export goods is not diverse; the number of newly registered enterprises is mostly small-scale, so their contribution to the budget is not significant...

Delegates said that in order to complete the remaining state budget revenue task according to the estimate of 22,211 billion VND, of which domestic revenue is 13,361 billion VND, revenue from import-export activities is 8,850 billion VND, all levels and sectors need to continue to make efforts, focus on implementing drastically and effectively the tasks and solutions according to the Resolutions of the National Assembly, the Government, and the direction of the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee.
Concluding the conference, Permanent Vice Chairman of the Provincial People's Committee, Head of the Provincial State Budget Collection Steering Committee Nguyen Van Thi emphasized the role and importance of State budget activities for the socio-economic development of the province; the attention of the Provincial Party Committee, People's Council, Provincial People's Committee, all levels and sectors in this activity in the past time. At the same time, he acknowledged and highly appreciated the efforts of the member sectors of the Provincial State Budget Collection Steering Committee who have proactively and flexibly implemented synchronous solutions to achieve remarkable results in State budget collection in the first months of the year.
The Standing Vice Chairman of the Provincial People's Committee, Head of the Provincial State Budget Collection Steering Committee, emphasized the advantages, difficulties and challenges facing the budget collection task in the coming time. At the same time, he requested the member departments of the State Budget Collection Steering Committee to continue to make efforts, overcome difficulties and perform well the assigned tasks in accordance with the direction of the province.

The Standing Vice Chairman of the Provincial People's Committee also assigned specific tasks to each member of the Steering Committee; at the same time, he noted that in the process of implementing assigned tasks, sectors and levels need to focus on reviewing and removing difficulties for businesses, difficulties and obstacles for investment projects to create motivation for increasing budget revenue.
Standing Vice Chairman of the Provincial People's Committee Nguyen Van Thi noted that tax authorities need to proactively analyze the results and causes affecting state budget revenue for each field and tax, especially land use fee collection, to promptly propose solutions to direct state budget revenue.
The Customs Department focuses on effectively implementing professional measures to facilitate trade and prevent revenue loss, such as strengthening information collection, identifying risks to have measures to inspect, monitor and control import and export goods; conducting surprise inspections of goods and businesses with high tax risks... ensuring correct and sufficient collection, contributing to increasing state budget revenue in the area.
The Standing Vice Chairman of the Provincial People's Committee also requested the People's Committees of districts, towns and cities to focus on directing, supervising and improving the effectiveness of state budget revenue and expenditure management, contributing to the whole province's successful completion of the assigned state budget revenue targets and plans in 2024.
