Focus on implementing tasks and solutions to achieve GRDP growth target in 2025

(Vinhlong.gov.vn) – To ensure the implementation of the province's growth target in 2025, the Chairman of the Provincial People's Committee has issued a document requesting the Heads of provincial departments, branches, and sectors, and Chairmen of People's Committees of districts, towns, and cities to focus on implementing the following tasks and solutions:

Focus on mobilizing maximum resources and prioritizing the implementation of growth promotion targets according to the growth scenario by sector level 01 and 03 economic sectors and product taxes minus product subsidies on a quarterly basis, ensuring the completion of the economic growth target in 2025, creating momentum for higher economic growth in the period 2026-2030. Quickly, effectively and comprehensively implement tasks and solutions in the Action Program of the Provincial People's Committee to implement Resolution No. 01/NQCP dated January 8, 2025 of the Government on key tasks and solutions to implement the socio-economic development plan and state budget in 2025 (issued in Decision No. 79/QD-UBND dated January 20, 2025 of the Provincial People's Committee); Develop goals and targets for each sector and field assigned to manage and research, propose specific and feasible tasks and solutions for implementation to achieve the economic growth target of 8.0 - 8.5% in 2025.

Accelerate the implementation and disbursement of public investment capital from the beginning of 2025, striving to disburse 100% of the assigned plan. Strengthen decentralization and delegation of authority, along with enhancing the responsibility of leaders in directing implementation. Focus capital on important infrastructure development programs and projects with spillover effects, creating momentum for socio-economic development to lead and mobilize domestic and foreign investment resources, creating new development and growth drivers, while ensuring harmonious development among localities.

Continue to strongly shift the mindset of agricultural production to the mindset of agricultural economic development. Promote the development of the crop and livestock industry towards high-tech agriculture associated with building and developing brands; expand livestock farming applying VietGAP agricultural practices, linking in ecological, green, organic livestock farming. Develop ecological aquaculture areas, apply high technology, biosafety; replicate and develop models in the chain with high economic efficiency.

Continue to strongly improve the investment and business environment. Focus on administrative reform, quickly resolve investment procedures, remove difficulties and obstacles for businesses, investment projects, and people, especially outstanding issues and obstacles related to land for investment projects (regarding planning, land use purposes, land use rights transfer, etc.). Timely support investors to implement projects that have been licensed/certified for investment to soon deploy, operate, increase production capacity, contributing to the economic growth of the province.

Effectively implement tax and credit policies to support increased purchasing power, stimulate domestic consumption and tourism; have synchronous solutions to promote and effectively exploit consumption trends during holidays and Tet. Strengthen supply-demand connections, promote domestic market trade; promote the distribution of goods via digital platforms in conjunction with strengthening supervision and handling of violations on e-commerce platforms. Strive for total retail sales of goods and consumer service revenue in 2025 to increase by about 15% compared to 2024.

Promote activities to expand supply chains, improve standards and quality of goods to meet the regulations of demanding markets; continue to consolidate and exploit traditional markets, expand and exploit new export markets. Closely monitor market developments, take timely response measures, and minimize negative impacts from fluctuations in world trade. Strive for total export turnover in 2025 to reach 1,100 million USD.

Promote the development of modern industries and products and services such as: logistics services, healthcare, education and training, information and communication, ensuring good service to the needs of people and businesses and contributing to the economic growth of the province.

Promote and advertise tourism; improve the quality of tourism products and services; develop existing tourism products; build community tourism models, create new tourism products to increase attractiveness and attract tourists; organize events and festivals in the province, regional events associated with promoting the province's specific products, goods and services. Strive for the total number of visitors to the province to reach 2,150,000, of which international visitors reach 62,000; revenue reaches 1,150 billion VND or more.

Continue to thoroughly implement and organize the implementation of Resolution No. 03/NQ-CP dated January 9, 2025 of the Government on promulgating the Government's Action Program to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation, bringing Resolution No. 57-NQ/TW into life. Organize the thorough implementation of Program No. 69-CTr/TU dated February 18, 2025 of the Vinh Long Provincial Party Committee to implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation of Vinh Long province. Timely implement the Central's guidelines on new and breakthrough policies on science and technology funds and commercialization of business research results... to remove bottlenecks, difficulties and obstacles in science and technology activities and innovation.

Resolutely and effectively implement the policy of streamlining and reorganizing the apparatus of agencies and organizations in the direction of "Refined - Compact - Strong - Effective - Efficient - Effective"; stabilize the organization and apparatus, not to affect or interrupt the production and business activities of people and enterprises.

Focus on implementing digital transformation tasks according to the Conclusion Notice No. 56/TB-VPCP dated February 23, 2025 of the Government Office on the conclusion of the meeting summarizing the activities of the National Committee on Digital Transformation and Project 06 in 2024, directions and key tasks in 2025; in which, promoting decentralization and authorization in handling administrative procedures; ensuring the implementation and completion of digitization of civil status data and synchronization with the National Population Database, digitizing land data on schedule as prescribed.

Implement well the work of ensuring social security, creating jobs; continue to effectively implement the National Target Programs. Continue to improve the quality of medical examination and treatment, and health care for the people; prevent shortages of drugs, medical supplies and equipment at public health facilities. Closely and effectively combine socio-economic development with strengthening and enhancing national defense and security potential.

Promote the strength of solidarity, the spirit of innovation, constant creative efforts, daring to think and act, the will to be self-reliant and self-reliant, and the desire to rise up, join hands and overcome difficulties, and take more drastic actions to successfully complete the set goals. Proactively implement specific tasks and solutions of departments, branches, and localities, promptly handle arising issues.

Strengthening information and propaganda work, especially policy communication, contributes to creating consensus in society, creating new momentum and motivation for solidarity and determination to successfully implement the set goals and tasks.
