Speaking at the opening of the conference, comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee emphasized: In the first 6 months of 2024, Party committees, Party organizations, the entire political system of the province and all classes of people have strived, drastically implemented many creative and timely solutions and achieved positive and relatively comprehensive results in all fields. However, the process of implementing the goals and tasks still revealed some shortcomings and limitations, so he asked the delegates to uphold their sense of responsibility, discuss and evaluate in a substantive and comprehensive manner the results achieved in the first 6 months of 2024; clearly point out the shortcomings, limitations and inadequacies, thereby identifying the causes and drawing lessons; At the same time, clearly define the goals and tasks for the last 6 months of the year to propose solutions for leadership, direction and organization to successfully implement the goals and tasks set for 2024 - a year of great significance to the completion of the goals of the entire term.

The delegates agreed with the results stated in the report of the Party Committee of the Provincial People's Committee, emphasizing that in the first 6 months of 2024, despite many difficulties, the province's economy maintained its growth rate of 7.96%, ranking 16th out of 63 provinces and cities. The province successfully organized a conference to announce the Provincial Planning, promote investment and a number of important activities to create a vibrant atmosphere right from the beginning of the year, raising awareness of the vision, goals and development orientation of the province in the coming period. Investment attraction achieved good results, attracting investment capital of VND 7,769.9 billion, 2.2 times higher than the same period in 2023. Total state budget revenue reached 71.4% of the estimate, higher than the same period in 2023. The disbursement rate of public investment capital was higher than the national average. The cultural and social fields have been comprehensively and effectively directed, meeting the requirements of economic development tasks and serving the spiritual life of the people. Discipline and administrative discipline in state agencies have been strengthened. National defense and security have been maintained. These results were achieved thanks to the flexible, creative and resolute leadership, direction and management from the beginning of the year by the Provincial Party Committee, People's Council and People's Committee, and the active participation of all levels and sectors.

In addition, delegates spent a lot of time analyzing the shortcomings, limitations and causes leading to the production value of the industrial, construction and service sectors being lower than planned; the production and business activities of some enterprises recovering slowly, many enterprises temporarily suspending business and dissolving; the added value in the agricultural, forestry and fishery sectors is still low; the site clearance and progress of some projects are still slow; the issue of administrative reform, investment attraction, especially foreign investment attraction... On that basis, delegates also proposed tasks and solutions to overcome in the coming time.
Concluding the conference, comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee acknowledged the opinions of the delegates; at the same time, reaffirmed a number of outstanding results achieved by the province in the first 6 months of 2024. However, he said that those results have not yet met the targets, expectations and potentials; especially the difficulties in industrial production; agricultural production is relatively stable but has not created new breakthroughs and new values as set out in the goals and tasks; the trade and service sectors have not yet flourished; attracting foreign investment has not met expectations... These are issues that need to be focused on overcoming in the coming time in order to complete the goals and tasks of the whole year.
Regarding the key tasks for the last 6 months of 2024, he requested all levels and sectors to focus on removing difficulties and creating all conditions for production recovery and development; must substantially remove difficulties for businesses and production establishments regarding: administrative procedures, problems related to land procedures, construction, environment, and infrastructure conditions for production. Focus on quickly and promptly resolving administrative procedures to create conditions for new investment projects, especially projects that have plans to be put into operation and production in the second half of 2024 to help new production establishments come into operation, create new values contributing to economic growth, and at the same time create jobs for workers. Request the Provincial People's Committee to provide specific instructions to departments, sectors, and localities to remove difficulties for these projects. Immediately overcome limitations and shortcomings in site clearance; especially the stagnation and delay in site clearance in localities in the past time. Focus on clearing the site for key projects and works; projects that have been and are being implemented in localities; projects with investment programs and plans; and land allocation plans. In July 2024, Thai Thuy district must completely resolve the existing problems in site clearance for Lien Ha Thai Industrial Park. In the coming time, the Provincial Party Standing Committee will inspect the leadership, direction, and organization of site clearance in the spirit of Directive No. 08-CT/TU of the Provincial Party Standing Committee on strengthening the leadership, direction, and implementation of site clearance to serve the implementation of projects in the province.
In addition, he suggested continuing to review and improve regulations, mechanisms and policies of the province; at the same time, focus on implementing mechanisms and policies to ensure effectiveness in practice, creating new momentum in socio-economic development. For policies that are no longer suitable or ineffective, promptly submit them to competent authorities for appropriate adjustment and supplementation. Strengthen leadership, direction, inspection, urging and supervision of implementation as well as determine the responsibility of collectives and individual leaders related to the implementation of tasks. Promote discipline in leadership, direction and administration. Perform well the leadership and direction in building the political system; ensure political security, social order and safety; in resolving existing problems and violations. Pay attention to leading and directing the effective implementation of Directive No. 31-CT/TU of the Provincial Party Committee Standing Committee on strengthening leadership and direction to overcome violations in land management. Promote the responsibility of leaders, strengthen inspection and supervision to promptly detect shortcomings, limitations, and problems, especially violations and mistakes, for timely correction and handling. The Party Committee of the Provincial People's Committee, Party committees and authorities at all levels focus on leading and directing the effective resolution of the set goals and tasks, promptly propose to the Provincial Party Committee Standing Committee and the Provincial Party Committee Executive Committee policies, solutions, mechanisms and policies to promote the implementation of tasks, and strive to achieve the highest goals and tasks of 2024.

Also at the conference, the Provincial Party Committee reviewed and unanimously approved the investment policy for the commercial housing development project in the new urban area in the Southeast of Dong My commune, Thai Binh city. The project has a scale of 436,092.9m2 , with a population of about 7,400 people. The total investment is expected to be over 3,834 billion VND. The project includes housing projects, public works, creating a living space close to nature, attracting residents, associated with a modern, synchronous technical infrastructure system, connecting with the existing infrastructure system; meeting the needs of urban housing, service infrastructure, contributing to improving the quality of life for people.
