The breakthrough is to seize opportunities, develop and popularize national digital platforms quickly to serve the specific needs of Vietnamese people, based on classifying and understanding the usage needs of each industry, profession and field. Each national digital platform has a governing body which is a ministry, a government agency, a People's Committee of a province/city directly under the central government or an enterprise to preside over coordination, order, and coordinate with the Ministry of Information and Communications and a number of core enterprises to promote development. Creating, classifying and labeling data, quickly completing the legal corridor on data and data governance are decisive factors in promoting state agencies, businesses and people to move from private ownership of data to joint creation, sharing and exploitation of data.
