Regarding digital data, data and the ability to readily connect and share data create an important lifeline of the digital economy and digital society. Data is a non-consumable material, the more it is shared, exploited and used, the more its value is promoted. Creating, classifying and labeling data, quickly completing the legal corridor on data and data governance are decisive factors in promoting state agencies, businesses and people to move from private ownership of data to joint creation, sharing and exploitation of data. The breakthrough is to develop master data in national databases with high accuracy as original data and open data specific to Vietnam for analysis, processing, and labeling to serve the development of artificial intelligence.
