DNVN - Prime Minister Pham Minh Chinh assessed that developing nuclear power and building nuclear power plants is a big issue, a national issue, a difficult and sensitive issue, so it requires focus, investment of effort and intelligence, mobilizing the entire political system to participate and it is necessary to establish a Working Group and a specialized support group to assist the Steering Committee.
The information was emphasized by Prime Minister Pham Minh Chinh at the second meeting of the Steering Committee for Nuclear Power Plant Construction on the morning of February 4 in Hanoi.
According to the head of the Government, green and sustainable development is an important orientation of the Party and State. Vietnam is one of the countries heavily affected by climate change, with increasingly serious subsidence, drought and saltwater intrusion. Therefore, mitigating the impact of climate change is not only an urgent task but also a regular task.
In that context, Vietnam aims for economic growth of at least 8% by 2025 and aims for double-digit growth in the following years. This means that electricity demand will increase by 12-16% per year. With a development orientation based on science, technology and innovation, especially in areas such as artificial intelligence, cloud computing, the Internet of Things and big data, the demand for energy is becoming increasingly urgent.

The Prime Minister affirmed that developing green and sustainable energy is a requirement that cannot be delayed. Nuclear power is a solution in line with the global trend to meet the increasing demand for electricity.
Therefore, the Prime Minister requested that members of the Steering Committee review the work after the previous meeting, and discuss and contribute ideas to develop a specific implementation plan for the development of nuclear power plants.
This plan needs to clearly define the goals, roadmap, and responsibilities of each ministry, sector, and locality, from infrastructure development, resettlement, technology transfer, human resource training, to determining capital sources and policy mechanisms. Obstacles need to be resolved according to the principle of "where there is an obstacle, there is an obstacle", who is responsible must be clear, the completion time must be specific, avoiding general reporting.
The Prime Minister emphasized that nuclear power development is a national issue of great importance, sensitive and complex, so it requires high concentration, intelligence mobilization and the participation of the entire political system.
Therefore, it is necessary to establish a Working Group and a specialized support group to support the Steering Committee. The implementation plan must clearly define the people, the work, the time, the responsibilities and the results. It is necessary to develop a specific roadmap for each stage: a 5-year plan, an annual plan, ensuring that each milestone has specific results. At the same time, the Steering Committee needs to meet monthly to review progress, ensuring that the project is implemented effectively and on time.
Previously, on January 10, Prime Minister Pham Minh Chinh signed Decision No. 72/QD-TTg to establish the Steering Committee for the construction of nuclear power plants.
The establishment of the Steering Committee for the construction of nuclear power plants (Steering Committee) is to help the Prime Minister research, direct and coordinate the resolution of important, inter-sectoral tasks related to the construction of nuclear power plants, and continue to implement the investment policy of the Ninh Thuan Nuclear Power Project.
According to the decision, the Ministry of Industry and Trade is the standing agency of the Steering Committee, using the Ministry's apparatus to perform the task of assisting the Head of the Steering Committee in developing plans, work programs, synthesizing content and drafting conclusions for the Steering Committee's meetings.
Decision 72 was issued after the Politburo and the National Assembly issued a policy to restart the nuclear power program and the Ninh Thuan 1 and 2 nuclear power projects after 8 years of suspension of this project to ensure national energy security and meet Vietnam's electricity consumption needs.
