Attending the meeting were comrades: Dang Hong Sy - Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Deputy Head of the Provincial Steering Committee; Do Huu Huy - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Provincial Steering Committee; Bo Thi Xuan Linh - Member of the Provincial Party Committee Standing Committee, Chairman of the Provincial Vietnam Fatherland Front Committee, Deputy Head of the Provincial Steering Committee; and members of the Provincial Steering Committee and Steering Committees of districts, towns and cities.

According to the report of the Department of Agriculture and Environment, the whole province has 1,173 houses eligible for support for new construction and repair. Of which, the number of houses eligible from August 1, 2024 to December 31, 2024 is 202; the number of houses eligible according to Decision 431 of the Provincial People's Committee is 971. The implementation of eliminating temporary and dilapidated houses has been basically implemented by localities in the province. In the first 3 months of 2025, the whole province eliminated 296/971 temporary and dilapidated houses belonging to families with meritorious services to the revolution, poor households, near-poor households, and other disadvantaged households that have ensured legal conditions for residential land (reaching 30.5%). Accumulated from August 2024 to present, the whole province has carried out the elimination of temporary and dilapidated houses for 498/1,173 households belonging to families with revolutionary contributions, households under national target programs, poor households, near-poor households, and other disadvantaged households that have ensured legal conditions for residential land (reaching 42.5%).
At the meeting, delegates reported on the progress of the construction of temporary and dilapidated houses in the province as well as the difficulties and obstacles in the implementation process. At the same time, they proposed solutions to speed up the progress of completing the elimination of temporary and dilapidated houses in the province such as continuing to remove difficulties for households with legal problems; speeding up the progress of project settlement; strengthening supervision and inspection work... Along with that, delegates highly agreed on organizing the launching ceremony of the peak period of "50 days and nights of eliminating temporary and dilapidated houses in the province".

Concluding the meeting, Provincial Party Secretary Nguyen Hoai Anh commended localities with a high number of houses built and repaired for meritorious people such as Ham Thuan Bac (66 houses), Tanh Linh (29 houses), Bac Binh (22 houses) and 2 localities that have completed 100% of the construction and repair of houses for meritorious people, namely Tuy Phong (11/11 houses) and Ham Thuan Nam (7/7 houses). Ham Thuan Bac is the first locality to build 57/57 houses (21 completed and 36 started) for poor, near-poor and other disadvantaged households (100%).
However, some localities have achieved low results such as Phan Thiet (reaching 1.4% of the project, not yet started construction of houses for poor, near-poor, and other disadvantaged households); some localities have not yet started construction and completed construction, repair of houses for poor, near-poor, and other disadvantaged households, which is still quite high, such as Tuy Phong with 202 houses, Tanh Linh with 185 houses; the work of reviewing qualified households in localities so far still has some limitations, some localities have proposed to adjust the data quite large compared to the issued project...
In the coming time, the Provincial Party Secretary requested departments, branches and localities to focus on implementing the Project to eliminate temporary and dilapidated houses in the province, which has been issued by the Provincial People's Committee and consider this a key task of the entire political system. In particular, focusing resources on repairing and building new houses for households with revolutionary contributions before April 30, 2025. In addition, focusing on allocating resources to start construction and repair for poor, near-poor and other disadvantaged households, striving to complete before June 30, 2025.
The Provincial Party Secretary suggested that the District Steering Committee urgently implement the Provincial Steering Committee's plan on launching a campaign of "50 days and nights to eliminate temporary and dilapidated houses in the province"; districts, towns and cities can mobilize resources and, based on specific local conditions, balance additional funds from the district's "Repaying gratitude" and "For the poor" funds to allocate outside the central and provincial support funds, but the process must ensure fairness, publicity and transparency.
In addition, for particularly difficult cases, it is possible to mobilize more businesses to provide direct support; additional provisions must be made for cases that do not meet legal conditions for land... At the same time, the districts synthesize the difficulties of specific cases that do not meet legal conditions for land to send to the Standing Committee of the Provincial Steering Committee no later than March 31, 2025. There are appropriate solutions to gradually remove difficulties and obstacles for cases that do not meet legal conditions for land under the authority of the district; in any case that, after review, is found to be beyond the authority of the district or commune, it is proposed to the provincial level for timely resolution...



The Provincial Party Secretary requested the Department of Agriculture and Environment (the Standing Office of the Provincial Steering Committee) to take the lead in implementing the Provincial Steering Committee's plan to launch a 50-day campaign to eliminate temporary and dilapidated houses in the province; take the lead in coordinating with localities to synthesize and adjust the list of households that have met legal requirements for housing and households that do not meet legal requirements for land; classify cases that are still facing legal problems regarding land to propose solutions and report to the Steering Committee before April 15, 2025. On the basis of reviewing and removing difficulties and legal problems regarding land, take the lead in coordinating with the Department of Finance to propose allocating and supplementing funds for cases that have met legal requirements to continue building and repairing houses for people with meritorious services, poor households, near-poor households, and other disadvantaged households, etc.
For the Provincial Vietnam Fatherland Front Committee, the Provincial Party Secretary requested to urgently advise on the early issuance of a Decision to establish inspection teams to implement the Project to eliminate temporary and dilapidated houses in the province before March 29, 2025. For the Party Committees of the Public Security, Military, Border Guard and socio-political organizations, focus on leading and directing their forces to coordinate in building and repairing houses for meritorious people, poor households, near-poor households, and other disadvantaged households in many appropriate forms. The Provincial Party Committee's Propaganda and Mass Mobilization Department and press and media agencies need to step up information and propaganda work on the significance and results of the implementation of the Project to eliminate temporary and dilapidated houses in the province. Thereby, calling on more groups, individuals, businesses... to support the work of eliminating temporary and dilapidated houses in the province to soon complete the set goals.
