Affirming this when giving opinions on the Report on the results of the implementation of the Supervision Program in 2024 and the first months of 2025, the planned Supervision Program in 2026 of the National Assembly, the National Assembly Standing Committee, National Assembly Chairman Tran Thanh Man noted that this is an issue "on which we must concentrate our efforts".

Accordingly, it is necessary to supervise the establishment of the National Election Council, the organization of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, ensuring transparency, democracy and publicity. Pay attention to evaluating the implementation of the Election Reform Project, ensuring the rights of voters and fairness in elections. When supervising the preparation and implementation of the election, the National Assembly Chairman suggested "not setting up a delegation to go around in a flamboyant manner", but "there should be many ways to carry out supervision".

Also related to supervision activities, the National Assembly Chairman requested that we must find a way to overcome the situation of slow reporting by the agencies subject to supervision, and at the same time pointed out that currently, the supervision of legal documents is still "mainly based on reports from the Government, ministries and branches". Therefore, in the future, we need to have more information channels to grasp, especially when the People's Aspirations and Supervision Committee has been established, we must supervise accurately, correctly and must have results and effectiveness, clearly showing the Government, ministries, branches and localities "strengths and weaknesses to overcome and correct". And, "to supervise well, the agencies in the National Assembly must be pioneers, exemplary, and properly implement the Party's guidelines and policies, the State's policies and laws", the National Assembly Chairman emphasized.

The National Assembly Chairman also suggested continuing to raise the level of the explanation sessions of the Nationalities Council and the National Assembly Committees; accordingly, the explanation must be "substantial" and when explaining an issue, it must have the effect of "stirring up" society.

There must be a special topic for monitoring the arrangement of local administrative apparatus.

Emphasizing that we have good conditions to improve the level of supervision, Vice Chairman of the National Assembly Nguyen Khac Dinh stated that we have the People's Aspirations and Supervision Committee - a specialized committee on supervision, advising the National Assembly Standing Committee and the National Assembly on major issues of supervision. Notably, we are also comprehensively amending the Law on Supervision Activities of the National Assembly and People's Councils at the upcoming 10th Session.

Along with that, according to the Central Government's policy, the number of provincial-level administrative units in our country after the reorganization will be reduced from 63 provinces and cities to 34 provinces and cities after the merger. This means that we will no longer have 63 National Assembly delegations but only 34 delegations with each delegation expected to be larger in size, the number of full-time National Assembly deputies will also increase, thereby creating conditions to do better in the supervision work, said Vice Chairman of the National Assembly Nguyen Khac Dinh.

In particular, Vice Chairman of the National Assembly Nguyen Khac Dinh suggested that in 2026, National Assembly delegations should have a thematic supervision on the arrangement of the administrative apparatus at the local level. The supervision content focuses on clarifying how the apparatus is organized, how legal documents are issued, whether they are close to the people, whether there are any problems, how to arrange redundant headquarters, ensure the rights of officials, etc. The Vice Chairman of the National Assembly also agreed that in 2026, the National Assembly and the National Assembly Standing Committee will not conduct thematic supervision, but the Ethnic Council and the National Assembly Committees "must have thematic supervision and it must be practical".

Concluding the discussion, Vice Chairman of the National Assembly Tran Quang Phuong stated that, as directed by Chairman of the National Assembly Tran Thanh Man, in 2025, it is necessary to supervise the preparation and organization of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. At the same time, focus on supervising the implementation of the socio-economic development plan for the 2021-2025 period; the mobilization of resources outside the state budget; supervising the implementation of national target programs and the fight against corruption, waste and negativity. The Vice Chairman of the National Assembly also emphasized the need to improve the quality of questioning and explanation sessions at the Ethnic Council and the Committees of the National Assembly.

The Standing Committee of the National Assembly agrees with the proposal of the Committee on People's Aspirations and Supervision: in 2026, the National Assembly and the Standing Committee of the National Assembly will not supervise thematic issues but will assign the Council of Ethnic Minorities and the Committees of the National Assembly to supervise thematic issues, focusing on key and central issues.

Stating that, according to the Law on Promulgation of Legal Documents, the Law only regulates issues of principle, strongly promoting decentralization and delegation of power, and any content that is not under the authority of the National Assembly is not regulated in the law, Vice Chairman of the National Assembly Tran Quang Phuong noted that with this innovation, the number of circulars and decrees guiding the implementation of the law will be very large. This requires the Ethnic Council and the Committees of the National Assembly to closely monitor the promulgation of legal documents. The Vice Chairman of the National Assembly also stated that the supervisory activities of the National Assembly play an increasingly important role, this is a condition for us to design comprehensive innovative regulations in the draft Law on Supervisory Activities of the National Assembly and People's Councils (amended).
