Many recommendations on policies and regimes
At the conference, representatives of mass organizations assigned by the Party and State spoke and reported on outstanding performance results, and at the same time recommended that the Provincial People's Committee and departments and branches consider and resolve policies, working offices and many other related issues.
Mr. Phan Cong Ry - Vice Chairman of the Provincial Red Cross Society proposed that the province consider the mechanism of recruiting staff by examination or selection for contract staff within the staff quota of the Red Cross Society.
At the same time, consider the 25% public service allowance for those who regularly work at the association according to Decision No. 1303, dated March 29, 2024 of the Provincial Party Committee on promulgating the Regulations on organization and operation of mass associations assigned by the Party and State at the provincial level.
Accordingly, civil servants who are assigned to work at associations according to the decision of competent authorities shall receive salaries, allowances and other regimes and policies according to regulations for cadres and civil servants. Currently, all civil servants who are assigned to work at mass associations shall no longer receive allowances as when they were working at Party and State agencies.
Also related to policies, Mr. Bui Phan Toan - Chairman of the Association of Former Youth Volunteers proposed that the Provincial People's Council and People's Committee study and have policies to support former Youth Volunteers participating in economic development after 1975. The Provincial People's Committee should soon direct and unify the resolution for full-time officials at all levels of the association who are not retired to receive monthly remuneration or allowances.
The associations also proposed many contents such as: Need to unify the direction of separating and merging associations from the province to the grassroots level; consolidate and perfect the association organization in some localities; soon establish the Association of the Elderly according to the conclusion of the Secretariat; pay attention to arranging the association's headquarters; propose the Department of Information and Communications to support the association organizations to apply management and operation software (Q-office)...
Need understanding and responsibility
Mr. Luu Tan Lai - Deputy Director of the Department of Home Affairs said that regarding policy shortcomings with mass associations, the Ministry of Home Affairs is drafting a new regulation to collect opinions, but has not yet submitted it to the Government for promulgation.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Tran Anh Tuan, on behalf of the provincial leaders, thanked the contributions of mass organizations through the results of activities in the first 6 months of the year.
Vice Chairman of the Provincial People's Committee Tran Anh Tuan requested that relevant departments and branches must be responsible for reviewing, responding to and advising the Provincial People's Committee to resolve the recommendations of the association.
Regarding the role of mass organizations, Mr. Tuan said: "I always think that if society wants to be stable, it must be stable from the smallest things. Therefore, it is necessary to pay attention to and promptly resolve the recommendations and proposals of mass organizations to ensure ideology, solidarity, unity, and mutual development."

That was the direction of Vice Chairman of the Provincial People's Committee Tran Anh Tuan at the working session. Accordingly, the Department of Finance and the Department of Home Affairs coordinated with the Provincial People's Committee Office to advise on the establishment of a team to conduct a field survey of the location and actual status of the headquarters of the mass association to advise the Provincial People's Committee on a plan to resolve recommendations on repairing, constructing and arranging the association's headquarters.
