- On April 23, Comrade Hoang Van Nghiem, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, Head of the Steering Committee for compensation and site clearance for key projects in the province (Steering Committee) chaired the Steering Committee meeting to assess the situation and results of site clearance in April 2025.
Attending the conference were comrades: Doan Thi Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Canh Toan, Deputy Secretary of the Provincial Party Committee and members of the Steering Committee, leaders of districts, cities, departments, branches and related units.
According to the report, from mid-March 2025 to present, the leadership and direction of the implementation of compensation and site clearance for 10 key projects has been resolutely implemented by the Provincial and District Steering Committees; departments and branches have coordinated with the District People's Committees to effectively resolve arising problems.
As a result, by the end of April 22, 2025, 4 projects had been handed over land with an area of 134.5 hectares; 4 projects were being counted and 2 projects had no change compared to mid-March 2025. Overall assessment showed that 6 projects met the requirements for land clearance progress, 4 projects were behind schedule.
The tasks of the working groups continued to be effectively implemented. Specifically, the Propaganda and Mobilization Team and the Petition Receiving and Handling Team have disseminated information to 2,913 households and individuals affected by key projects; received 4 citizens; received 26 petitions and complaints, resolved 3 petitions, and are considering resolving 23 petitions.
Discussing at the conference, leaders of districts and cities proposed that the Provincial Steering Committee direct the functional agencies of the Provincial People's Committee to speed up the review and resolution of problems related to the implementation of other support mechanisms under the authority of the Provincial People's Committee, such as: allowing districts to apply other support measures for households that have to relocate but the constructions and architectural objects are outside the scope of site clearance; consider resolving cases of housing construction on agricultural land after July 1, 2024.
At the same time, the districts requested the Provincial Steering Committee to continue directing the province's functional branches to support the People's Committees of the districts in reviewing and completing the dossiers for compulsory land recovery in cases of non-compliance; removing obstacles for projects that have approved compensation plans but investors have not yet transferred payment funds; speeding up the construction progress of resettlement areas, moving technical infrastructure works... At the same time, Cao Loc district requested the Steering Committee to add the smart border gate construction project to the list of key projects directly directed by the Provincial Steering Committee for site clearance.
Regarding the content of assigning tasks to sectors to monitor and urge projects, meeting members proposed adjustments to ensure unity and mobilize combined strength in leadership and direction to effectively implement compensation and site clearance for key projects.
In his concluding remarks at the conference, the Provincial Party Secretary commended the departments, branches, districts, cities, and working groups of the Steering Committee for their good performance in site clearance for key projects in the past time.
Regarding the tasks in the coming time, the Provincial Party Secretary requested the Provincial People's Committee to study and organize meetings, urge investors to urgently return to implement the project as well as arrange capital sources to pay for the approved site clearance plan; direct the People's Committees of districts, cities, and investors to speed up the site clearance progress and organize construction according to plan.
For the People's Committees of districts and cities, the Provincial Party Secretary requested that the heads of districts and cities continue to focus highly, lead and direct the drastic implementation of site clearance for projects to avoid work being delayed or interrupted, and to completely resolve site clearance for key projects such as: expressway projects, VSIP Lang Son industrial park projects.
Regarding the implementation of tasks of working groups, the Provincial Party Secretary requested that the groups continue to promote their roles and responsibilities, coordinate with districts and cities to effectively carry out propaganda and mobilization work, and resolve arising petitions.
Regarding the assignment of tasks to monitor and urge projects, the Provincial Party Secretary specifically directed each leader in the Provincial Party Standing Committee, People's Council, Provincial People's Committee, departments and branches to monitor the site clearance work of key projects in the province in 2025.
