Since the beginning of the year, the Provincial Party Committee, People's Council and People's Committee have focused on leading and directing the implementation of administrative reform, requiring units, sectors and localities to closely follow the goals, requirements and contents according to the regulations of the Government, the Ministry of Home Affairs and related documents.
Develop and issue directive documents and implement administrative reform to meet the requirements and tasks set forth in the new period. The work of developing and inspecting legal documents (LDOs) is deployed and implemented to ensure quality; the work of monitoring law enforcement is maintained and implemented regularly.
The restructuring of the organizational apparatus was carried out promptly and in accordance with Government regulations and instructions from the Central Ministries and branches. The reception and settlement of administrative procedures in the province were simplified, made public and transparent, and maintained in accordance with the provisions of law.
The Provincial People's Committee has actively implemented the provision of online public services (PPS) in full and in part on the Provincial PPS Portal and integrated and connected to the National PPS Portal, creating convenience for organizations and individuals in performing administrative transactions.
In the first quarter of 2025, agencies and units in the province have organized and implemented 18/64 tasks, reaching 28.13% of the province's Administrative Reform Plan in 2025, basically meeting requirements and tasks with key contents such as: Institutional reform, administrative procedure reform, public finance reform, building and developing e-Government, Digital Government...
Particularly in the field of administrative procedure reform, the Chairman of the Provincial People's Committee signed and issued 30 Decisions to promulgate 657 administrative procedures, including 91 new administrative procedures; 504 administrative procedures were amended, supplemented, and replaced; 62 administrative procedures were abolished. 100% of the administrative procedures announced and made public have internal procedures, electronic procedures, and are logged into the national database on administrative procedures.
Up to now, the provincial administrative procedure settlement information system is connected with 23 other information systems, including 12 central systems, 8 application software systems of Vinh Phuc, and 3 other systems.
Thanks to that, the rate of resolved records with electronic results issued for the whole province in the first quarter of 2025 reached 80.32%, the rate of digitized records upon receipt reached 59.55%. The LGSP province's integrated and shared data application has been established, connected to the National Document Interconnection Axis, the National Centralized Payment Gateway and is ready to connect to the databases of ministries, branches and the Central Government.
Efforts in administrative reform and modernization of the State administration have contributed significantly to the province's socio-economic growth in the first three months of the year. In the first quarter, the province's gross domestic product is estimated to increase by 8.75% over the same period.
The whole province has 344 newly registered enterprises with a total registered capital of more than 1,880 billion VND, an increase of 12.05% in the number of enterprises compared to the same period last year, creating jobs for nearly 2,500 workers. Total budget revenue in the area reached more than 8,339 billion VND, an increase of 2.97% compared to the same period last year....
Since the beginning of the year, the Party Committee and the authorities in Phuc Yen city have focused on reviewing and strengthening State management in all areas. At the same time, they have promoted administrative reform, especially reviewing, cutting down and simplifying administrative procedures in conditional investment and business sectors and occupations, creating conditions for people and businesses to boost production and business, contributing to realizing the double-digit growth target under the direction of the Central Government and the province.
By the end of the first quarter of 2025, the city's administrative procedure reception and results department had received 1,392 records, of which 74.26% were resolved before and on time; the People's Committee at the commune level received 2,590 records, of which 93.86% were resolved before and on time. The rate of records submitted online across the city reached 85.8%; the rate of digital signatures on document management software reached 100%.
Thanks to that, many indicators of socio-economic growth in the area in the first 3 months of the year achieved positive results such as: Industrial and construction production value reached 19,390 billion VND, up 5.9% over the same period; service and trade production value reached 2,400 billion VND, up 9.6% over the same period; domestic revenue reached 3,366 billion VND, equal to 50% of the estimate assigned by the province, up 21.8% over the same period...
One of the most important tasks to achieve the target of double-digit economic growth by 2025 in the province is to promote administrative reform according to the direction of the Government, the Ministry of Home Affairs and related documents to meet the requirements of building a democratic, professional, modern, effective and efficient administration.
On that basis, the province continues to direct specialized departments and branches to effectively implement the work of drafting documents, inspecting, reviewing, and systematizing legal documents to perfect the institution and ensure consistency, efficiency, and effectiveness in the local legal system.
Step up the review of administrative procedures, amend, supplement, abolish, and simplify them; effectively organize the operations of the Reception and Result Delivery Departments at all levels. Step up the application of information technology in handling administrative procedures.
Continue to implement the tasks of building e-Government and digital Government, focusing on the task of maintaining and developing synchronous and effective applications of the province's shared software, ensuring synchronization, modernity, safety and information security; increase the rate of processing work records in the electronic environment; connect and exploit the National Population Database to serve the settlement of administrative procedures, provide online public services to meet the requirements of building e-Government, digital transformation...
