In his closing remarks at the conference, General Secretary To Lam stated that the Central Committee unanimously agreed with the report summarizing Resolution 18-NQ/TW and the plan for streamlining the organizational structure of the political system. The Politburo determined that streamlining the organizational structure of the political system to ensure efficiency, effectiveness, and efficiency is a revolution.
Therefore, the Central Committee requires ministries, departments, agencies, and localities to demonstrate very high political determination and implement measures synchronously, building upon the achievements of the past seven years of implementing the Resolution, especially the causes and lessons learned drawn by the Central Steering Committee for the Review of Resolution 18, in order to accelerate this revolution to meet the requirements and tasks of the country and the demands of the people in the new era.
Urgently implement the streamlining and reorganization of the local police apparatus.
Based on the conclusions of the conference, the General Secretary requested that agencies urgently institutionalize the restructuring of Party, National Assembly, Vietnam Fatherland Front, and Government agencies, along with amending, supplementing, and perfecting legal documents on the organization and operation of agencies and organizations within the political system, to be completed in the first quarter of 2025.
Urgently implement the plan to further streamline the organizational structure of local police forces according to the three-tiered police model (ministry, province, and commune), eliminating district-level police forces. Continue researching and refining the restructuring of inspection agencies to ensure they are lean, efficient, effective, and efficient, and report to the Politburo for consideration and decision.
The process of implementing the new organizational structure and apparatus must ensure that all activities of agencies and organizations take place continuously and without interruption, without affecting the normal activities of citizens and businesses; and that policies and regulations are properly implemented for officials, civil servants, and public employees affected by the organizational restructuring.
At the same time, it is necessary to do a good job in political and ideological work, create consensus in implementation, promote the pioneering and exemplary spirit of cadres and Party members, and be ready to sacrifice personal interests for the common development of the country.
Research into mechanisms for creating jobs for public sector workers transitioning to the private sector aims to ensure labor rights for all citizens of working age. Plans are in place to create jobs for young people after they complete their military or police service and return to their localities. The goal is to ensure that all citizens of working age participate in the workforce, contributing to the creation of material wealth for society.

The General Secretary emphasized that the Central Committee unanimously agreed with the supplementary socio-economic development plans for 2025, aiming for a growth rate of 8% or higher and continuous double-digit growth during the 2026-2030 period. These are goals that must be strived for to help Vietnam escape the middle-income trap, becoming a developing country with modern industry and a high-middle income by 2030, and a developed country with a high income by 2045.
The General Secretary pointed out that the Central Committee requires Party committees, Party organizations, government agencies, the Fatherland Front, political and social organizations, cadres, and Party members to focus on implementing comprehensive solutions, unlocking and unleashing all resources, seizing all opportunities, and maximizing potential and strengths for rapid and sustainable development.

The General Secretary requested that agencies immediately implement measures to prevent society's "expectations" from turning into "disappointment"; proactively deploy comprehensive and synchronized solutions in economics, culture, society, diplomacy, etc., to promote fair, harmonious, and sustainable trade with the US, China, ASEAN, the EU, and other major partners of Vietnam.
Each level, sector, and locality needs to study and discuss action plans for their respective sectors, levels, and localities in a specific and realistic manner to contribute to the overall growth goals of the country. The political system's machinery must operate smoothly from the central to the grassroots level, guided by the principle that "work comes first."
The personnel nomination plan has been reviewed by the Central Committee.
The General Secretary stated that the Central Committee unanimously agreed with the report reviewing the leadership and management of the Politburo and the Secretariat in 2024. The Central Committee highly appreciated the frankness, responsibility, and willingness to learn shown by the Politburo and the Secretariat in organizing the review, criticism, and self-criticism.
The Political Bureau and the Secretariat affirmed that they are a strong, united, and highly cohesive collective in will and action, all working towards the common goals of the Party, the country, and the nation; possessing great aspirations, a long-term vision, innovative thinking, and a close connection to reality, with many groundbreaking directives that have increased positive effects and spread confidence throughout society regarding the new era of national development.
Through the leadership and guidance of the Politburo and the Secretariat, the Party's leadership and governing role has been increasingly consolidated, the people's trust in the Party has become stronger, and the international prestige of the Communist Party of Vietnam has spread further.
The General Secretary stated that the Central Committee had elected three additional members to the Central Inspection Committee; elected and consolidated the position of Chairman of the Central Inspection Committee; and elected one additional member to the Politburo and one additional member to the Secretariat with almost unanimous votes of confidence; at the same time, it agreed to remove one member from the Central Executive Committee due to violations of Party discipline.
The Central Committee unanimously agreed with the Politburo's plan on introducing and assigning cadres to agencies after the reorganization and consolidation of the new organizational structure. The consolidation of the Central Inspection Committee and the addition of Politburo and Secretariat members will contribute to strengthening the Party's leadership, improving the effectiveness of inspection and supervision work, and preparing for the upcoming 14th Party Congress personnel selection.
The personnel nomination plan, approved by the Central Committee, serves as an important basis for the Politburo to officially nominate candidates for election and approval by state agencies in accordance with regulations. This contributes to ensuring the new organizational structure operates effectively and efficiently, meeting the requirements of national development in the coming period. The contents approved by the Central Committee need to be implemented promptly.
The General Secretary requested that agencies, units, and localities, based on their functions and duties, promptly study and thoroughly understand the contents approved by the Central Committee in order to develop programs and plans and organize their implementation with a proactive, creative, determined, and decisive spirit, ensuring that words are matched by actions.
