The Mekong Delta (MD) with 13 provinces and cities is the growth pole of the Southern region, the largest center of seafood and fruit production in the country.
However, this place is considered a "lowland" in many aspects, such as: economic growth, livelihood, education, human resource training, the current development status is not commensurate with the available potential and advantages. Therefore, many National Assembly Deputies (NADs) proposed that it is time to "inject blood" to accelerate the development of the Southern growth pole.
National Assembly Deputy Trinh Lam Sinh (An Giang Delegation) said that currently, the Mekong Delta still has many limitations such as: lack of technology, lack of high-quality human resources, facilities, infrastructure, especially transport infrastructure, but more importantly, development policies and linkages for development of localities. Another problem of the Mekong Delta is that it is heavily affected by climate change. Perhaps in the near future, this place will still be a place favored by nature, but in the future, it is difficult to say, because the rule of the two rainy and sunny seasons has more or less changed.
Therefore, according to Mr. Sinh, the Government needs to have stronger policies to develop the Mekong Delta.
Also expressing his thoughts, National Assembly Deputy Nguyen Duy Thanh (Ca Mau Delegation) reflected that in recent times, the Government has paid great attention to investing in developing transport infrastructure, allocating capital according to the requirements of many provinces, creating very favorable conditions for the Mekong Delta region. However, most of the focus has been on large projects from the upper provinces, while the irrigation system in Ca Mau has received almost no investment in large projects, so the irrigation infrastructure serving the province's production cannot meet the production requirements in the current climate change situation.
Therefore, Mr. Thanh recommended that the Central Government, especially the Ministry of Agriculture and Rural Development, soon invest in phase 2 of the Cai Lon and Cai Be irrigation system. If this system is soon constructed and put into use, it will slow down the salinity intrusion of the Mekong Delta region to serve production, create conditions to pump water into the canal system during the dry season to serve the water shortage at the end of the crop season and reduce the risk of subsidence and landslides, maximizing the development of this area.
National Assembly Deputy Nguyen Thi Quyen Thanh (Vinh Long Delegation) analyzed: Never before has the infrastructure of the Mekong Delta been invested so strongly as it is now. Once a low-lying area of highways, up to now, 120km of the Ho Chi Minh City - Can Tho highway has been put into operation, the goal is that by 2025 the whole region will have about 548km of highways put into operation and by 2030, 763km. These are important decisions of the National Assembly, the attention and drastic direction of the Government and the Prime Minister, opening up investment opportunities, creating breakthroughs in traffic infrastructure, promoting the development of the Mekong Delta, and rising up with the whole country.
However, Ms. Thanh said that climate change is currently a big challenge for investment in transport infrastructure and maintenance of transport infrastructure in the Mekong Delta. In recent years, climate change and rising sea levels have caused severe flooding on some roads in the region, such as National Highways 63, 54, 57, especially National Highway 1 through Vinh Long, Bac Lieu, and Ca Mau provinces. The main cause of flooding on national highways is subsidence of the roadbed.
“Sustainable development is considered an important factor in Vietnam’s economic development strategy. Therefore, it is recommended that the National Assembly study and issue a special Resolution on the development of the Mekong Delta to replace Resolution 120 dated November 17, 2017 of the Government on the development of the Mekong Delta in response to climate change. This is a breakthrough development policy to create a sustainable, climate-resilient, safe and prosperous Mekong Delta region,” said Ms. Thanh.
National Assembly Deputy To Ai Vang (Soc Trang Delegation) said that recently, FDI attraction in the region has seen significant improvements, however, the Mekong Delta really needs the Government and the National Assembly to create mechanisms and policies, and provide stronger support, helping the region to unblock foreign direct investment flows to create a breakthrough in investment and development in the coming time.
