The maturity level of digital transformation of newspapers at Excellent, Good, Fair levels all increased
Among the many “bright spots” of the efforts of the past year, press and media has always been the “core” field that the Ministry of Information and Communications has recognized and focused on many solutions to promote. In his opening speech, Minister of Information and Communications Nguyen Manh Hung emphasized: “If Vietnam wants to fly, it must have wings, one side is technology, the other side is the spiritual strength aroused by press, media and publishing...”. The press and media field with the mission of “spiritual strength” has had many outstanding activities.
Accordingly, a typical example is that on November 9, 2024, Decree No. 147/ND-CP on management, provision and use of Internet services and online information was issued by the Government. This is the basis for strict management of information on the network environment, an important legal tool to combat cross-border platforms to require strict compliance with Vietnamese law, handle fake news, online fraud, the situation of newspapers on general electronic news sites and social networks,...
In addition, on October 10, 2024, the National Digital Television Platform VTVGo was announced, which is one of the outstanding results of the digital transformation process of Vietnam Television in recent years, such as investing in infrastructure to produce synchronized programs on digital technology, digitizing content resource warehouses, preparing for the trend of shifting audiences from traditional TV to applications on the Internet platform...
In addition, the outstanding results of the press and media sector also partly show that over the past year, the efforts of news agencies and newspapers to "overcome difficulties" have been great. According to the report of the Ministry of Information and Communications, the revenue of printed and electronic newspapers is estimated at VND 8,080 billion, down about 6.1% compared to 2023, of which advertising decreased by 5.6%. In particular, compared to 2023, the level of digital transformation maturity of newspapers in 2024 at the levels of Excellent, Good, and Fair all increased: Excellent: increased by 6.27%, reaching 9.93; Good: increased by 14.99%, reaching 23.05; Fair: increased by 6.31%, reaching 19.50, the weak level decreased by 24.35%. The rate of bad, toxic, and false news discovered and verified on social networks that was prevented, strictly and promptly handled during the year is estimated at about 92.7%, an increase of 0.4 percentage points over the same period in 2023...
In addition, policy communication work has also been promoted, with 97.8% of ministries, branches and localities developing policy communication programs. The rate of news articles on policy communication in the press also increased from 11% to 20%, demonstrating the interest and efforts in conveying information about the policies of the Party and State to the people. Notably, last year, revenue from the radio and television sector reached VND 12,524 billion, an increase of 1.7% compared to 2023 (VND 12,049 billion)...
About 70% of online advertising flows to platforms
Besides the efforts, according to the report of the Ministry of Information and Communications, the press and media sector also faces many shortcomings and challenges. In particular, with the content of printed newspapers, there is still information that does not closely follow the direction and orientation of the authorities, information that is not sensitive and affects foreign affairs, there are cases where the press has exploited information clearly but has not shown its true nature, leading to public skepticism and false information...
Regarding radio and television, the number of truly attractive, exploratory, orienting, and in-depth programs is still not much; the constructiveness and social criticism of some programs, news, and political articles are not high, not sharp, and not convincing; the effectiveness of multi-platform journalism and multimedia communication in the online media ecosystem has not been effectively promoted...
In addition, in terms of professional activities, the assignment of reporters to work and collect documents in inappropriate areas, not in line with the principles and purposes, has not been thoroughly resolved. There is still a situation where some press agencies indulge in exploiting the negative aspects, shortcomings and limitations of organizations and enterprises with signs of profiteering. In 2023, 15 reporters and collaborators who violated the law were arrested and prosecuted. Since the beginning of 2024, about 14 journalists have been prosecuted by the prosecution agency.
Regarding the press economy, revenue from press distribution, especially print press, is decreasing. Advertising revenue has dropped dramatically as press agencies have to compete with huge information sources on the internet, but about 70% of online advertising flows to platforms.
The State's public service funding for press agencies that are public service units is still low, uneven and irregular. In 2023, regular expenditures currently account for nearly 0.6% of total regular expenditures of the State budget, and press development investment expenditures account for about 0.2% of total budget investment expenditures. Meanwhile, the implementation of mechanisms and policies related to task assignment, ordering and bidding in the press sector still faces many difficulties in practice...
In the field of electronic information, there are also many problems when the coordination between departments, ministries, branches, and localities in the management of cyberspace, management of cross-border platforms... is still not tight and synchronous.
The fight against cross-border platforms is under a lot of pressure from international organizations through diplomatic channels. The resources, both in terms of human resources and means and tools, of the task force have not yet met the requirements. The technical system, monitoring and scanning tools to detect information that violates Vietnamese law in cyberspace in general and on cross-border social networking platforms have not yet met the requirements of the job.
Sharing at the Conference, Director of the Department of Broadcasting and Electronic Information Le Quang Tu Do said that in the process of direct management, the Department realized two issues. That is, cyberspace has become a new living space for humanity, maintaining sovereignty in cyberspace is protecting the regime; managing cyberspace in particular and managing social media in general cannot and is not only the task of a few key units as before, but of the entire political system. Besides, to manage information on the internet and social media, it is imperative to manage cross-border platforms well. From the above two premises, the Department of Broadcasting and Electronic Information has researched and drawn out new ways of doing things, which is to combine building and fighting, to build together and fight together. This way of doing things can be summarized into 4 ideas: Building regulations, building ways of fighting, building forces, building a battle formation, aiming to achieve the goal of fighting against bad and toxic information and fighting against loss of control of social media in cyberspace.
Completing the Press Law, moving to the digital information stage
Speaking at the conference, Deputy Prime Minister Ho Duc Phoc expressed his joy at the great results achieved by the Ministry of Information and Communications and acknowledged the opinions of ministries and branches advising the Government to promote the development of the information and communications sector. However, the representative of the Government also pointed out the challenges, difficulties and limitations in the past time, requiring the information and communications sector to have solutions in the coming time.
Regarding the press, Deputy Prime Minister Ho Duc Phoc noted that it is necessary to strictly manage the press so that it is revolutionary press; it is necessary to prevent bad and toxic information on digital platforms and cross-border platforms. Bad and toxic information "eats away at the people", distorts and affects people's trust in the government, so it is necessary to immediately block it with technology, law and international cooperation.
The Deputy Prime Minister also requested to focus on combating bad and toxic information from cross-border platforms using technology; coordinate legal handling of violations; combat profiteering and fraud. Strengthen investigation and handling of violations in press and media activities, including perfecting the Press Law so that the press can develop and move to the digital information stage.
Regarding the merger of the Ministry of Information and Communications and the Ministry of Science and Technology, Deputy Prime Minister Ho Duc Phoc affirmed that "the merger of the new Ministry will have new strength, a greater mission and more effective implementation". The two ministries have the most in common is technology, he believes that the two ministries will be "stronger, deeper and more effective".
In 2025 and the coming time, the Deputy Prime Minister expects the Ministry of Information and Communications to promote the results, actively innovate and overcome challenges, promote digital transformation, digital infrastructure, strongly apply AI, promote digital industry to contribute to the implementation of goals in the new era, the era of rising up, the era of strength, prosperity, rich people, strong country...
Faced with many obstacles and difficulties, in the plan and direction for the coming time, the Ministry of Information and Communications has also proposed many solutions. Accordingly, the Ministry will develop a Law amending and supplementing a number of articles of the Press Law according to the plan to fundamentally resolve the shortcomings and problems that have existed in the past and promote the press to develop strongly, in the right direction and to do well in state management. Continue to closely follow and promote the adjustment of a number of regulations on the financial autonomy mechanism of public service units, the ordering mechanism, and pricing of public service services using the State budget to remove difficulties for press agencies...
In particular, continue to promote digital transformation, apply effective measurement technologies in press direction and management activities; digital transformation in radio and television activities from "production" to "distribution"; innovate and strengthen solutions to combat and handle false information and violations of Vietnamese law on cross-border platforms; properly manage cross-border platforms, especially social networking platforms and digital advertising platforms, and protect the rights of the press on cross-border platforms.
In addition, continue to effectively enhance information on digital platforms and social networks to bring press information to the online environment, increasing access to audiences and listeners. Strengthen close and effective coordination with ministries and branches to be able to deploy uniformly, synchronously, and combine legal, economic, technical, and communication solutions to require cross-border platforms to comply with Vietnamese law.
At the same time, continue to invest in building a monitoring system using modern analytical technologies such as AI and BigData to monitor, scan and strictly manage cyberspace...
