Focus on preparing to organize Party Congresses at all levels towards the 16th Provincial Party Congress

On the afternoon of July 5, the Provincial Party Executive Committee, term XV, held its 52nd meeting to listen to and give opinions on the organization of Party congresses at all levels towards the 16th Provincial Party Congress, term 2025-2030, and to establish subcommittees to prepare for the Congress along with some important contents. Comrade Nguyen Xuan Ky, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired the meeting.

At the conference, the Provincial Party Executive Committee listened to a report on the draft plan to organize grassroots and upper-level Party Congresses, towards the 16th Provincial Party Congress, term 2025 - 2030.

On the basis of thoroughly grasping and implementing Directive No. 35-CT/TW of the Politburo on Party Congresses at all levels, towards the 14th National Congress of the Party, the Standing Committee of the Provincial Party Committee has directed the Provincial Party Committee's Organizing Committee to preside over and coordinate with relevant agencies to study and develop a draft plan to organize Party Congresses at all levels towards the 16th Provincial Party Congress, term 2025-2030. The draft plan closely follows and fully updates the 7 requirements and 4 contents of the Congress according to Directive No. 35 of the Politburo, in accordance with the practical situation of the Quang Ninh Provincial Party Committee.

According to the draft plan, the congresses of Party cells under the grassroots Party Committees will be held for no more than 1 day, starting from January 2025, and completed before February 28, 2025; continue to implement the model of Party cell secretaries who are also village, hamlet, and neighborhood heads according to the "People's trust - Party's election" model, electing village, hamlet, and neighborhood heads on the same day, then holding Party cell congresses simultaneously at the same time, completed before January 15, 2025. Congresses of Party committees of units will be held for no more than 1 day, completed in March 2025. Congresses of grassroots Party organizations (grassroots Party Committees, grassroots Party cells) will be held for no more than 3 days, starting from April 2025, completed before June 30, 2025, and selected grassroots Party organizations will hold model congresses in March 2025. District Party Congresses and provincial Party Congresses shall hold their congresses for no more than 3 days and shall be completed before August 31, 2025. Units selected for model congresses shall hold their congresses in May 2025. Provincial Party Congresses shall hold their congresses for no more than 4 days and shall be completed before October 31, 2025.

Party congresses at all levels carry out 4 contents including: Summarizing the implementation of the congress resolution for the 2020-2025 term and determining the directions, goals, tasks, and solutions for the 2025-2030 term; Discussing and contributing opinions to the draft documents of the 14th National Party Congress and documents of the Congress of the Party Committee at the next higher level; Electing the Party Executive Committee for the 2025-2030 term; Electing the delegation to attend the Congress of the Party Committee at the higher level. Quang Ninh is determined not to have a congress with 3 contents.

To prepare for the organization of the Congress, Quang Ninh established 4 sub-committees to serve the Provincial Party Congress, including: Documents sub-committee, Personnel sub-committee; Propaganda - Celebration sub-committee and Organization sub-committee to serve the Congress. Of which, the Documents sub-committee consists of 25 members headed by the Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; 3 Deputy Secretaries of the Provincial Party Committee as Deputy Heads of the sub-committee and 21 members. The Personnel sub-committee is headed by the Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council and has 5 members. The Propaganda - Celebration sub-committee is headed by the Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, with 12 members. The Organization sub-committee to serve the Congress is headed by the Standing Deputy Secretary of the Provincial Party Committee.

At the conference, delegates focused on discussing and giving opinions on the Plan for organizing Party Congresses at all levels towards the 16th Provincial Party Congress related to the new points of Directive No. 35-CT/TW compared to the previous directive; the drafting of documents needs to be studied, closely following the results of 40 years of implementing the Party's innovation policy in localities and units; continuing to implement the model of Party cell secretary concurrently being the head of village, hamlet, and neighborhood according to the model of "People trust, Party elects" which has been proven in practice since 2017 to be consistent with the movement trend.

Through discussion, the Provincial Party Executive Committee highly agreed that: Party Congresses at all levels leading up to the 16th Provincial Party Congress are important political activities for the entire Party, government and people in the province. Therefore, Party committees and organizations at all levels must lead and direct the congress closely, ensuring compliance with the Party's regulations and principles, especially the principle of democratic centralism, fully promoting the authority and responsibility of Party committees, Party organizations and heads of Party committees at all levels; ensuring safety, practicality, efficiency, no formality, resolutely fighting waste and negativity. At the same time, continue to improve the leadership capacity, governance, and fighting strength of Party organizations and Party members; consolidate and strengthen the great national unity bloc and the trust of cadres, Party members and people in the Party.

adf — Delegates voted to elect two additional members of the Provincial Party Committee's Inspection Commission for the 15th term, 2020-2025.

At the same time, improve the quality of documents of Party Congresses at all levels; focus on leading and organizing thorough, profound and effective discussions of the viewpoints, goals, policies and major orientations stated in the draft documents of the 14th National Party Congress and the Party Congresses at higher levels. Personnel work must ensure the direct and comprehensive leadership of the Party and Party Committees at all levels and promote the role and responsibility of the collective leadership and the head according to regulations; ensure the succession, innovation and continuous development of the staff; promote and attach importance to quality, have reasonable quantity and structure, strengthen in important and key positions, areas and fields. The new Party Committee must be exemplary in political mettle, intelligence, qualities, ethics, lifestyle, capacity; prestige; truly be the center of solidarity, purity, strength, unity of will and action; have steadfast political mettle, vision, innovative thinking, and be closely attached to the people. Personnel preparation and election work must be carried out strictly, in accordance with the principles and regulations of the Party and the laws of the State; ensuring synchronization, comprehensiveness, connectivity, strictness, democracy, science, objectivity, impartiality, transparency, and accountability; ensuring high solidarity and unity; being careful step by step, "doing it right".

At the conference, the Provincial Party Executive Committee unanimously elected two additional members of the Provincial Party Committee's Inspection Commission for the 15th term, 2020-2025, with an absolute majority of votes for comrade Nguyen Thi Hue, Chief Inspector of Quang Ninh province and comrade Do Huy Hoang, Head of Professional Department I, Provincial Party Committee's Inspection Commission.

Also this afternoon, the Provincial Party Executive Committee discussed and gave opinions on a number of other important issues.
