In particular, focusing on directing the promotion of Party building and rectification and the political system is one of the requirements of the Provincial Party Standing Committee for Party building work.

Highlights of 2023

Looking back at 2023, the Party building work has closely followed the direction of the Central Committee and the Provincial Party Committee, thus achieving positive results. The entire Party Committee has deployed, organized the study, dissemination and concretization of the Central Conference Resolutions to cadres, party members, union members, union members and workers in the whole province. Political, ideological and ethical education work has been carried out seriously, with high determination and achieved many positive results. The propaganda of important political and cultural events of the province has been directed by Party committees from the provincial to grassroots levels. The study and following of Ho Chi Minh's ideology, morality and style has continued to be promoted and widely implemented by Party committees, authorities, localities, agencies and units, creating a spread in society. Especially from the specific situation of the locality, the Standing Committee of the Provincial Party Committee has launched and organized a political activity with the theme "Keeping the Party member's oath" in the whole Party Committee with positive results; Thereby, each cadre and party member has a fuller and deeper awareness of the honor, pride, dignity and responsibility of the individual towards the oath before the Party flag, the promise before the organization and the people, contributing to raising the awareness of self-training, self-examination, self-correction, preventing degradation in political ideology, ethics and lifestyle, manifestations of "self-evolution" and "self-transformation" in the cadre and party member team, protecting the prestige and honor of the Party, contributing to building the Party and the political system increasingly clean and strong. Cadre work and cadre management are strictly implemented to ensure the prescribed processes and procedures and ensure the principle of the Party's unified leadership in cadre work; promptly implementing the transfer and assignment of other jobs for a number of cadres who lack a sense of responsibility, work half-heartedly and ineffectively. Up to now, Binh Thuan has basically completed the key positions, standing committees, and party committee members at all levels; reviewed and supplemented the planning of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee and the key leadership positions of the province for the current and next term with a total of 210 cadres; completed the introduction of 2 comrades for the official planning of the 14th Party Central Committee, term 2026 - 2031 to propose the Central Steering Committee to develop the planning of the 14th Party Central Committee, Politburo, and Secretariat, term 2026 - 2031 for consideration and decision according to authority. In addition, the work of developing new party members continued to be promptly directed by the Standing Committee of the Provincial Party Committee and the Party committees at all levels under the province led and directed the Party committees and Party organizations at all levels under their authority to actively implement and achieve positive results. In 2023, the rate reached 103.3% and was the third consecutive year since the beginning of the term to exceed the set target.

The work of inspection, supervision and enforcement of Party discipline was carried out in accordance with regulations; the quality of inspections and supervisions was improved. Internal affairs, anti-corruption and anti-negativity work was seriously led, directed and implemented by Party committees, authorities, the Vietnam Fatherland Front and socio-political organizations...

In addition to the achieved results, Party building work still has shortcomings and limitations. That is, the concretization of a number of directives, resolutions and conclusions of Party committees for implementation in some localities and units has not been timely. The work of combating and refuting bad, toxic, distorted and hostile information has had positive changes, but there are still some things that are slow, not very effective, and there are not many in-depth articles protecting the Party's ideological foundation. The work of grasping, reflecting, coordinating advice and directing the resolution of people's legitimate thoughts and aspirations, analyzing and forecasting the situation, especially urgent, complicated and prominent issues, is sometimes and in some places inaccurate and untimely. The work of managing Party members at some grassroots Party committees is not thorough and strict; the content of Party cell activities in some places is still monotonous and heavily specialized...

Key tasks 2024

In 2024, the Provincial Party Standing Committee has set out key tasks for the entire Party Committee to focus on implementing. In particular, it is necessary to focus on directing the promotion of Party building and rectification and the political system on the basis of effectively implementing the Resolutions of the Central Committee and Action Program No. 58-CTr/TU, dated March 30, 2023 of the Provincial Party Committee to implement Resolution No. 28-NQ/TW, dated November 17, 2022 of the Party Central Committee (13th tenure) on continuing to innovate the Party's leadership and governance methods for the political system in the new period. Continue to consolidate and arrange the organizational apparatus to ensure suitability and efficiency associated with streamlining the payroll and restructuring the staff, civil servants and public employees, especially in the process of implementing the plan to adjust the administrative boundaries of Phan Thiet city and rearrange the commune-level administrative units in the period of 2023 - 2025. Complete the staff of officials and public employees of agencies from the province to the grassroots level; supplement vacant and missing positions. Encourage agencies, units and localities to implement Conclusion No. 14-KL/TW, dated September 29, 2021 of the Politburo and Decree No. 73/2023/ND-CP of the Government on encouraging and protecting dynamic, creative cadres who dare to think, dare to do, dare to take responsibility for the common interest; at the same time, effectively rectify the situation of cadres, civil servants and public employees avoiding responsibility and shirking work. Continue to review and supplement the planning of Party committees, key officials, and leaders and managers for the 2020-2025 and 2021-2026 terms under the management of the Party Committee Standing Committee. Direct the strict implementation of Regulation No. 114-QD/TW, dated July 11, 2023 of the Politburo on controlling power and preventing and combating corruption and negativity in personnel work.

The Provincial Party Standing Committee also requested to strengthen the work of recruiting new Party members to complete the 2024 target, ensuring quality. Lead the implementation of the assessment of the quality of Party organizations, Party members and collectives, individual leaders and managers at all levels in a realistic manner, ensuring quality and progress. Develop and seriously implement the 2024 Inspection and Supervision Work Program in conjunction with improving the quality of inspection and supervision work; focusing on areas and localities prone to negativity. At the same time, direct to strengthen the situation, proactively detect signs of violations, promptly conduct inspections when there are signs of violations. Review, handle, and resolve petitions, complaints, and denunciations in accordance with regulations, without leaving them behind. Direct the development of a mechanism to coordinate inspection, supervision, and audit activities of agencies and organizations in the political system. Lead and direct the entire political system to promote the fight against corruption and negativity. Continue to direct the timely, strict and lawful handling of corruption and negative incidents and cases. Promote the leadership role of Party committees, especially the heads of agencies, units and localities in the work of preventing and combating corruption, waste and negative incidents. Focus on leading and directing the effective implementation of political security assurance, especially in the fields of economy, culture, ideology, information and communication, and network security; ensure social order and safety and local military and defense work...
