Focus on administrative unit arrangement, so that commune-level government is ready to operate from July 1

(Chinhphu.vn) - The Ministry of Home Affairs is focusing on the task of arranging provincial and communal administrative units and organizing local governments according to a two-tier model. According to the roadmap, this content will be submitted to the National Assembly Standing Committee and the National Assembly before June 30, so that communal-level governments will begin operating from July 1, while provincial-level governments will operate after August 30.

Minister of Home Affairs Pham Thi Thanh Tra emphasized the above at the March work briefing and the deployment of tasks for the second quarter and April of the Ministry of Home Affairs.

At the meeting, Minister Pham Thi Thanh Tra acknowledged and highly appreciated the efforts of the units under the Ministry in implementing the tasks. Above all, the units quickly started to carry out the work smoothly, without any gaps, with a high spirit of unity, connection and synchronization in the first phase of the new Ministry of Home Affairs after the merger. As a result, in March, the Ministry of Home Affairs completed 106/109 assigned tasks.

In the coming time, Minister Pham Thi Thanh Tra requested that units need to focus highly on implementing the task of arranging provincial and commune-level administrative units, organizing two-level local governments, and submitting to the National Assembly Standing Committee and the National Assembly before June 30.

The Minister noted that from May 1, the workload will be huge when 63 provinces and cities send their administrative unit arrangement projects to the Ministry of Home Affairs. The Ministry must speed up the appraisal process and work quickly to promptly submit them to competent authorities.

At the same time, the Ministry of Home Affairs needs to coordinate, support and guide ministries and branches to adjust legal documents to ensure the operation of two-level local governments, after the district level no longer exists.

According to the roadmap, the Government Party Committee will report to the Central Executive Committee at the 11th Conference to approve the Government Party Committee's project. After that, the Politburo will organize a National Conference to deploy the arrangement of provincial and communal administrative units, and the organization of two-level local governments, scheduled to take place on April 16. The Conference will also identify a number of tasks in the rearrangement of the Fatherland Front and socio-political organizations, courts, and procuracies.

The Minister emphasized that all work must be carried out synchronously, with July 1 as the milestone for commune-level authorities to begin operating and August 30 as the time when the entire political system and apparatus, after being rearranged and reorganized, will come into general operation.

Minister Pham Thi Thanh Tra requested that heads of the Ministry's units coordinate closely to complete advisory work for the Ministry, especially in arranging and operating two-level local governments when abolishing district-level administrative units.

Review and adjust policies on allowances and regional minimum wages

To prepare well for the 9th session of the 15th National Assembly, Minister of Home Affairs Pham Thi Thanh Tra requested the establishment of a working group to discuss and assign tasks, and pay attention to promptly responding to voters' petitions.

Regarding institutional building, the Minister also requested to focus on completing a large volume of policies related to employment, wages and other areas, and urge localities to seriously implement and not interrupt policies for people with meritorious services.

The Minister noted that the progress of completing the National Strategy on Vietnamese workers working abroad is of great significance, associated with amending the decree related to foreign workers in Vietnam and Vietnamese workers abroad in the new situation, requiring attention to many requirements on labor market issues, labor productivity, ensuring the country's development goals.

In addition, the Minister proposed to increase the application of information technology and artificial intelligence (AI) to support the review of legal documents that need to be amended and supplemented related to decentralization and delegation of power to localities, to ensure that the documents will be submitted in parallel and soon issued, after the approval of the amended Constitution and the amended Law on Organization of Local Government.

The Ministry of Home Affairs will also urge ministries and ministerial-level agencies to implement Decision No. 608/QD-TTg of the Prime Minister on decentralization and delegation of power; report on the situation and results of the implementation of Conclusion No. 121-KL/TW of the Central Executive Committee and Resolution No. 176/2025/QH15 of the National Assembly after implementing the resolution on the arrangement of ministries, ministerial-level agencies, government agencies, specialized agencies of provincial and district People's Committees, etc.

Minister Pham Thi Thanh Tra also requested to review and adjust policies on allowances and regional minimum wages, especially in the context of restructuring provincial administrative units and reorganizing commune levels, to ensure the rights of cadres, civil servants and public employees during the transition process...
