The Prime Minister requested to strongly develop economic sectors, taking the private economy as the most important driving force to promote economic growth.


On March 13, Prime Minister Pham Minh Chinh, Head of the Socio-Economic Subcommittee of the 14th National Party Congress, chaired the 4th meeting of the Subcommittee. The meeting focused on discussing the main contents of supplementing, updating and completing the draft Socio-Economic Report after the 10th Central Conference.

Update the General Secretary's instructions

According to the report at the meeting, recently, the Subcommittee has focused on completing the steps of drafting the Socio-Economic Report, submitting it to all levels for comments and submitting it to the Central Committee for comments at the 10th Central Conference.

However, in response to new developments in the world situation and domestic development requirements, General Secretary To Lam has recently issued directives and orientations; the Central Committee, the Politburo, the National Assembly, and the Government have issued many resolutions and decisions on important issues. In response to that request, the Subcommittee continues to update the contents and further complete the draft Socio-Economic Report to submit to the Politburo. After the Politburo gives its comments, the Subcommittee will complete it to submit to the Central Executive Committee for the Central Conference in early April 2025.

At the meeting, the Subcommittee focused on discussing the main contents of supplementing, updating and completing the draft Socio-Economic Report. Agreeing on the content and orientation to continue the process of completing the draft report and submitting it to the competent authority.

Opinions at the meeting agreed that the draft report needs to ensure feasibility to successfully implement the goals on the occasion of the 100th anniversary of the Party's founding, towards the goals on the occasion of the 100th anniversary of the country's founding. Based on the updated contents, the Subcommittee members proposed to add to the draft Socio-Economic Report assessments of the world situation, with new issues that are increasingly difficult to predict. In particular, it is important to update the General Secretary's instructions and orientations at the meetings with the 14th Congress subcommittees. In addition, issues on science and technology development, innovation, digital transformation and the role of the private economic sector should also be added to the draft report.

Stick to reality

Concluding the meeting, Prime Minister Pham Minh Chinh assigned the Standing Editorial Board to take full notes and absorb comments to continue perfecting the draft Socio-Economic Report, submit it to the Politburo, and submit it to the upcoming Central Conference.

The Prime Minister requested that attention be paid to two major characteristics: the world situation is changing rapidly, with many new and unpredictable issues emerging, with far-reaching impacts; and there are many changes in the country with new developments. The report must closely follow and respect reality, be linked to the Political Report and other documents, and concretize the great ideas of the Political Report.

According to the Prime Minister, the draft report needs to accurately reflect the current situation, not beautify or blacken it based on statistical data. At the same time, it needs to clearly point out the shortcomings, limitations, bottlenecks, and bottlenecks.

Regarding the tasks and solutions in the draft report, the Prime Minister emphasized a number of contents, especially continuing to promote three strategic breakthroughs in institutions, infrastructure and human resources. In particular, focusing on institutional reform, which is the "bottleneck of bottlenecks" and the "breakthrough of breakthroughs".

Regarding institutions, the Government leaders believe that it is necessary to promote decentralization and delegation of power along with resource allocation, strengthen inspection and supervision, and improve the implementation capacity of all levels, manage according to efficiency and objectives; expand the autonomy and self-responsibility of localities in resource mobilization. In addition, it is necessary to continue to cut administrative procedures and costs for people and businesses.

Regarding infrastructure, according to the Prime Minister, the Central Government builds strategic infrastructure, national and inter-regional infrastructure. For the remaining infrastructure, promote the spirit of local determination, local action, and local responsibility. Regarding human resources, focus on developing high-quality human resources; have mechanisms to attract and retain talented people through income and housing policies; visa policies to attract scientists, good experts, billionaires, celebrities, etc.

The Head of Government stated that breakthrough development in science and technology, innovation and digital transformation in the spirit of Resolution 57-NQ/TW of 2024 of the Politburo is the foundation for rapid and sustainable development; ensuring 3% - 5% of total budget expenditure for science and technology.

The Prime Minister also requested that the draft report clarify issues such as improving the investment and business environment, building a resource mobilization mechanism, and promoting public-private partnership. According to the Prime Minister, it is necessary to strongly develop economic sectors, including the private economy, taking the private economy as the most important driving force to promote economic growth. There should be a mechanism to boldly place orders and assign some major tasks to corporations and private enterprises; at the same time, clearly analyze the role and leading position of the state economy.

Developing national enterprises, leading enterprises

According to Prime Minister Pham Minh Chinh, in the Socio-Economic Report after the 10th Central Conference, it is necessary to mention the building of mechanisms and policies to promote startups and innovation; raise the level of enterprises, develop national enterprises, leading enterprises, and have influence in the region and the world.

In addition, it is necessary to ensure progress, fairness, and social security; focus on investing in human resources, education - training, and healthcare; and create mechanisms to promote lifelong learning.
