This morning, November 27th, the Quang Tri Department of Natural Resources and Environment organized an in-depth training conference on the 2024 Land Law and its detailed regulations.

The 2024 Land Law comprises 16 chapters and 260 articles, effective January 1, 2025. The 2024 Land Law amends and supplements 180 out of 212 articles of the 2013 Land Law and adds 78 new articles. It was meticulously and seriously prepared based on the results of a comprehensive review and evaluation of the practical implementation of the 2013 Land Law; fully institutionalizing the five viewpoints, three objectives, six groups of solutions, and eight major policies in perfecting land law as outlined in Resolution No. 18-NQ/TW of the Central Committee of the Communist Party of Vietnam.
The 2024 Land Law has institutionalized many new and groundbreaking provisions, contributing to the goal of perfecting institutions and policies, and enhancing the effectiveness and efficiency of land management and use, such as: land use planning and plans; land acquisition, compensation, support, and resettlement; land allocation, land leasing, and permission for land use conversion; land finance, and land prices.
Land registration, issuance of land use right certificates, ownership rights of assets attached to land; land policies for ethnic minorities; land survey and assessment, land protection, improvement and restoration; building a land information system and database; decentralization and delegation of authority, promoting administrative procedure reform in the land sector, enhancing the responsibility of local governments at all levels in land management and use; monitoring, tracking and evaluating land management and use.
The 2024 Land Law has fundamentally resolved the obstacles and shortcomings identified during the review of the implementation of the 2013 Land Law; meeting the requirements of socio-economic development during the period of accelerated industrialization and modernization of the country.
At the conference, delegates heard presentations from speakers from the Land Department, the Department of Land Planning and Development, and the Department of Land Registration and Information Data of the Ministry of Natural Resources and Environment, who conveyed the core contents of the 2024 Land Law and its implementing guidelines, including Decree 71/2024/ND-CP on land prices; Decree 88/2024/ND-CP on compensation, support, and resettlement when the State recovers land; Decree 101/2024/ND-CP on basic land survey, registration, issuance of land use right certificates, ownership rights of assets attached to land, and the land information system; and Decree 102/2024/ND-CP detailing the implementation of some articles of the 2024 Land Law.
The topics covered include: land allocation, land leasing, and land use conversion; registration and issuance of land use right certificates and ownership certificates for assets attached to land; and compensation, support, and resettlement when the State reclaims land.
