This morning, November 27, the Department of Natural Resources and Environment of Quang Tri organized an in-depth training conference on the 2024 Land Law and detailed regulations.

The 2024 Land Law has 16 chapters and 260 articles, effective from January 1, 2025. The 2024 Land Law amends and supplements 180/212 articles of the 2013 Land Law and adds 78 new articles. It has been carefully and seriously prepared based on the results of summarizing and evaluating the practical implementation of the 2013 Land Law; fully institutionalizing 5 viewpoints, 3 goals, 6 groups of solutions and 8 major policies in perfecting land law as oriented in Resolution No. 18-NQ/TW of the Party Central Committee.
The 2024 Land Law has institutionalized many new contents of important breakthrough nature, contributing to the goal of perfecting institutions and policies, improving the effectiveness and efficiency of land management and use such as: Land use planning and planning; recovery, compensation, support, resettlement; land allocation, land lease, permission to change land use purposes; land finance, land prices.
Land registration, issuance of land use right certificates, ownership of assets attached to land; land policies for ethnic minorities; land investigation, assessment, protection, improvement and restoration; building information systems and databases on land; decentralization, delegation of authority, promoting administrative procedure reform in the land sector, enhancing the responsibility of local authorities at all levels in land management and use; monitoring, tracking and evaluating land management and use.
The 2024 Land Law has basically resolved the problems and shortcomings pointed out in the process of summarizing the implementation of the 2013 Land Law; meeting the requirements of socio-economic development in the period of promoting industrialization and modernization of the country.
At the conference, delegates listened to reporters from the Department of Land, the Department of Planning and Land Resources Development, the Department of Registration and Land Information Data of the Ministry of Natural Resources and Environment convey the core contents of the 2024 Land Law and guiding documents for implementation, including Decree 71/2024/ND-CP regulating land prices; Decree No. 88/2024/ND-CP regulating compensation, support, and resettlement when the State recovers land; Decree No. 101/2024/ND-CP regulating basic land survey, registration, issuance of land use right certificates, ownership of assets attached to land and land information system; Decree No. 102/2024/ND-CP detailing the implementation of a number of articles of the 2024 Land Law.
With topics such as: Land allocation, land lease, land use purpose conversion; registration, issuance of land use right certificates, ownership of assets attached to land; compensation, support, resettlement when the State reclaims land.
