On the afternoon of September 18, in Da Nang City, the Department of Energy Saving and Sustainable Development, Ministry of Industry and Trade organized a training conference on Regulations on measuring, reporting, and assessing greenhouse gas emission reduction in the Industry and Trade sector.

The conference was attended by representatives of the Department of Industry and Trade of provinces and cities in the Central Highlands - Central region, enterprises, industrial corporations in the field of Industry and Trade in the Central Highlands - Central region, representatives of industry associations, and representatives of research consulting units.
Speaking at the opening ceremony, Mr. Hoang Van Tam - Head of the Climate Change and Green Growth Group, Department of Energy Saving and Sustainable Development, Ministry of Industry and Trade - said that the training conference is the third conference in a series of events to disseminate and guide the implementation of Circular 38/2023/TT-BCT dated December 27, 2023 on technical regulations for measuring, reporting, assessing greenhouse gas emission reduction and greenhouse gas inventory in the Industry and Trade sector (Circular 38). Previously, the Ministry of Industry and Trade organized training conferences in the North and the South.
According to Mr. Hoang Van Tam, implementing Circular 38 is a very important content, receiving great attention from the business community, especially businesses on the list of establishments required to conduct greenhouse gas inventories according to Decision 13/2024/QD-TTg dated August 13, 2024 of the Prime Minister on the list of fields and establishments emitting greenhouse gases that must conduct greenhouse gas inventories.
According to Decision 13, Vietnam has about 2,116 enterprises that are required to conduct greenhouse gas inventories. Of which, the Industry and Trade sector alone has more than 1,800 establishments that must conduct inventories and will soon have to fulfill reporting obligations. The first milestone is March 31, 2025, enterprises must have reports.
To unify the reporting contents as well as the procedures and regulations on greenhouse gas inventory reporting, the Ministry of Industry and Trade issued Circular No. 38. Since the issuance of the circular, many businesses have proactively learned about the regulations and implementation procedures. “However, this is the first implementation, so many establishments have encountered many difficulties in applying this circular and the Government's regulations. Therefore, the Ministry of Industry and Trade organizes activities to propagate, guide businesses, and accompany businesses throughout the implementation of Circular 38, including the implementation phase. The Ministry of Industry and Trade is ready to answer and support businesses to remove obstacles," Mr. Hoang Van Tam informed and added that in the context of climate change, many developed countries in the world such as the EU have issued a policy mechanism to control greenhouse gas emissions for goods imported into the EU. In particular, from January 2026, businesses must comply with regulations on the carbon border adjustment mechanism (CBAM) when exporting goods to the EU. After that, from January 2026 to December 31, 2034, the EU will gradually raise regulations on the rate of greenhouse gas emission reduction according to the CBAM mechanism. “From now until 2034, 2034 is the period when businesses must have short-term and long-term strategies to adapt to regulations and reduce damage caused by new policies in the world," said Mr. Hoang Van Tam.

According to the representative of the Department of Energy Efficiency and Sustainable Development, the EU is just one of the first regions to apply regulations on greenhouse gas inventory and greenhouse gas emission reduction in goods. In the future, some markets will activate the greenhouse gas emission control process such as the UK, Australia, the US, etc. and some other countries are preparing mechanisms so that when the EU CBAM mechanism is successful, other countries will have similar regulations. This is a huge pressure on businesses in the production and business process and greenhouse gas emission control.
At the Conference, sustainable development experts will focus on the contents of Circular 38 such as general contents, important points that businesses must pay attention to in implementing emission reduction and greenhouse gas inventory; guidance on technical methods for calculating and inventorying greenhouse gases at the grassroots level; developing a plan to reduce greenhouse gas emissions at the grassroots level; information on the draft plan to reduce greenhouse gas emissions in the energy sector and industrial processes under the management of the Ministry of Industry and Trade until 2025, period 2026 - 2030.
