Training on grassroots greenhouse gas inventories and emission reduction regulations

BDK.VN - On April 22, 2025, the Department of Agriculture and Environment organized a training course on grassroots greenhouse gas inventory and regulations on emission reduction. The training course aims to support management agencies and companies in implementing regulations on greenhouse gas inventory, preparing for the 2025 grassroots inventory appraisal; regulations on the management of greenhouse gas control substances in the production process; information on projects, Carbon credits, JCM credit projects.

The training session took place in the morning of April 22, 2025, led by Associate Professor, Dr. Nguyen Cong Thuan - Deputy Head of the Department of Environmental Science , Faculty of Environment and Natural Resources, Can Tho University. Participants included delegates from: 11 departments, branches, sectors, and mass organizations of the province; 9 districts and cities in the province; and 38 companies operating in the province.

The training content includes 3 parts: part 1 Greenhouse gas inventory, part 2 Greenhouse gas control management, part 3 Carbon credits and JCM credit project.

Associate Professor, Dr. Nguyen Cong Thuan ( Can Tho University) is in charge of training content.

It is known that in the period of 2024 - 2025, Ben Tre province does not have a waste treatment facility under Decision No. 13/2024/QD-TTg dated August 13, 2024 of the Prime Minister promulgating the list of sectors and facilities emitting greenhouse gases that must conduct greenhouse gas inventories. However, in the waste sector, the current status of methane emissions, especially from waste treatment areas and landfills, has not been controlled and measures have not been implemented to reduce emissions.

In the context of Vietnam determining to participate in the global trend of low-carbon development, mobilizing resources, innovating technology to shift the growth model, restructure the economy, contribute to efforts to respond to global climate change; energy transition to fulfill the national commitment to achieve net zero emissions by 2050.

The Provincial People's Committee issued a plan to reduce greenhouse gas emissions in the waste management sector of Ben Tre province by 2030, on April 5, 2025, with the following goals: Conduct inventory and build greenhouse gas emission boundaries in the province's waste sector. Complete and synchronously implement waste classification at source in the province, reaching 90%.

Implement according to national targets in Decision No. 4405/QD-BTNMT dated December 31, 2024: combustible solid waste with high calorific value such as textiles, sanitary waste, plastic, rubber, wood, etc. will be treated by incineration or electricity generation at a rate of 60%; recyclable solid waste such as plastic, paper, metal will be recycled at a rate of 80%; solid food waste will be treated into compost at a rate of 80%.

Building a database on provincial solid waste management to serve greenhouse gas inventory. Completing and putting into operation a waste-to-energy plant.

Speaking at the training session, Deputy Director of the Department of Agriculture and Environment Vo Van Ngoan said: Climate change is a global issue that humanity will have to face in the future. According to the climate change scenario, by the end of the 21st century, the earth's temperature may increase by 1.5 to 2 degrees Celsius, ice will melt and sea levels will rise, low-lying areas will be greatly affected. The Government has issued policies and plans to respond to climate change. Government agencies, organizations, localities, businesses and communities need to coordinate closely to implement response solutions. At the same time, it is necessary to strengthen monitoring, inspection and evaluation of the effectiveness of response activities.
