Vietnam Electricity Group (EVN) has just announced its operations in the first 9 months of the year; Goals and tasks for the fourth quarter of 2024.
Production and business results in the first 9 months of the year
In the first 9 months of 2024, due to continued economic recovery, maintaining positive growth momentum in all 3 regions (agricultural production; industrial production; trade, services)... leading to high demand for electricity, the electricity supply situation in the peak months of the dry season in 2024 faces many challenges.
In addition, the development of natural disasters such as storms and floods also greatly affects the work of ensuring power supply, especially the impact of storm No. 3 (YAGI) and post-storm flooding in 26 provinces/cities in the Northern region.
However, with the strong and regular direction of the Government, Prime Minister, ministries, branches and localities, along with the solidarity, efforts and determination of the leadership and all employees, the implementation of tasks in the first 9 months of 2024 of EVN has achieved many remarkable results.
EVN ensures electricity supply for the country's socio-economic development with the total electricity production and import output of the entire system in September reaching 24.56 billion kWh; the accumulated output in the first 9 months of the year reached 232.6 billion kWh, an increase of 10.9% over the same period.
Cumulative power transmission output in the first 9 months of 2024 reached 186.2 billion kWh, an increase of 11.5% over the same period in 2023.
The electricity growth rate of some typical components is as follows: electricity for industry - construction increased by 11.07%, electricity for trade - services increased by 12.73%, electricity for agriculture increased by 12.49%, electricity for daily life increased by 11.03%.
In the first 9 months of the year, our country experienced rains and storms with complicated developments. In particular, storm No. 3 (Yagi) made landfall in early September, causing severe damage to the power grid and greatly affecting the power supply to the northern provinces, affecting more than 6 million customers.
By the end of September 2024, EVN had completely restored the 500kV and 220kV grid failures; basically restored the medium and low voltage grid failures; restored power to all affected industrial zones, clusters, and customers. Hydropower plants ensured safe operation.
In addition, EVN and its units have donated a total of about 15 billion VND to provinces/cities affected by storm No. 3 Yagi and post-storm flooding, contributing to local authorities and people quickly restoring production and stabilizing their lives.
Construction investment work: In the first 9 months of the year, the Group and its member units have made efforts to implement the 2024 construction investment plan.
In particular, for key power source and grid projects, although there are still many problems in procedures, capital arrangement, land allocation and compensation for site clearance, conversion of forest use purposes... the construction investment work in the first 9 months of the year has achieved some outstanding results, such as: (i) Completion of the 500kV line 3 from Quang Trach to Pho Noi according to the Prime Minister's direction; (ii) A number of power source projects have achieved and exceeded the schedule such as: Hoa Binh Hydropower Plant Expansion and Ialy Hydropower Plant Expansion; (iii) A number of power supply enhancement projects have been promptly put into operation to ensure power supply during the peak months of the dry season in 2024 as well as preparing for power supply in 2025...
In 9 months, EVN and other units started construction of 68 projects and completed energizing and putting into operation 84 power grid projects from 110 kV to 500 kV.
About some other work activities:
EVN has urgently completed the assigned tasks related to separating the National Power System Dispatch Center from EVN to establish the National Power System and Market Operation Company Limited (NSMO) under the Ministry of Industry and Trade.
Currently, EVN's specialized departments and related units continue to actively coordinate and support NSMO to maintain safe, continuous, stable and reliable operation of the power system.
EVN has officially received and operated the Phu My 3 BOT Power Plant and is coordinating with the Ministry of Industry and Trade to implement the transfer and receipt of the Phu My 2.2 BOT Power Plant.
Some tasks of EVN in the fourth quarter of 2024
The fourth quarter of 2024 is forecast to continue to face many difficulties affecting the production and business results and financial situation of EVN and its units, such as: electricity consumption continues to increase with the total electricity production and import output of the entire system in the fourth quarter estimated at about 77 billion kWh; the development of storms and natural disasters in the Northern and Central regions may still be unpredictable and complicated; ensuring financial balance continues to face great challenges when being greatly affected by input factors (such as fuel prices, exchange rates, etc.).
To ensure electricity supply in the last 3 months of 2024 as well as 2025, EVN directs all units to strictly implement the directions of the Government and the Prime Minister on drastic, synchronous and effective implementation of solutions to ensure electricity supply.
- Coordinate with NSMO: Continuously monitor closely the developments of meteorology, hydrology, fuel situation, generator availability and load growth to promptly update and adjust the operating method to ensure safe and reliable operation of the power system; operate and regulate large hydropower reservoirs in the Northern region according to reservoir/inter-reservoir operation procedures and instructions of the Central Steering Committee for Flood and Storm Prevention to ensure the safety of dams and downstream areas; at the same time, operate economically as much as possible and ensure the goal of water storage by the end of 2024.
- Power Generation Corporations and power generation units coordinate with the dispatching unit to update the mobilization needs in the last months of the year to adjust the fuel supply plan in a timely manner, and prepare fuel reserve plans for power production. Strengthen inspection and supervision to ensure the availability and reliability of generators.
- Hydropower plants operate reservoirs safely, optimally exploit water resources and closely monitor and forecast the hydrological situation to have plans to store water early in the late flood season to ensure the goal of storing water to the normal water level by the end of 2024, serving power generation needs, ensuring electricity supply for the dry season of 2025.
- The National Power Transmission Corporation operates the power grid safely and reliably; prepares sufficient spare materials and equipment, and reviews and effectively implements solutions to minimize transmission grid incidents.
- Power Corporations/Power Companies prepare power supply scenarios; continue to implement Directive No. 20 on propaganda and implementation of electricity saving.
- Units strictly comply with the Group's instructions on natural disaster prevention and search and rescue; prepare plans for storm and flood prevention, ensure the safety of dams and hydroelectric works, and ensure safety for downstream areas. Focus on mobilizing all forces to complete tasks in natural disaster prevention and overcoming the consequences of storm No. 3 (YAGI) according to the Group's instructions.
Regarding investment in power source construction: focus on accelerating construction progress, ensuring the goal of completing the generation of 2 units of the Ialy Hydropower Expansion and the Phuoc Thai 2 & 3 Solar Power projects in the fourth quarter of 2024. Strive to start construction of the Tri An Hydropower Expansion and Bac Ai Pumped Storage Hydropower projects by the end of 2024 as planned.
Regarding investment in power grid construction: Units focus all resources, resolve difficulties, and ensure completion in the fourth quarter of 2024 of important projects: Dak Ooc 220kV switching station and connecting line; Nam Sum - Nong Cong 220kV line; Nghi Son EZ 220kV transformer station and connection; Monsoon - Thanh My 500kV line.
Speed up investment preparation progress to start the project of supplying electricity from the national grid to Con Dao district by the end of 2024.
For grid projects under construction to serve power connection, hydropower source clearance and electricity import: Focus on working with localities to resolve problems in site clearance compensation, and at the same time urge contractors to speed up progress.
