Facilitate registration and implementation of high school graduation exams

According to Professor, Dr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training), the 2025 high school graduation exam will be organized into three sessions: Literature, Math and an optional exam.

Compared to previous years, the 2025 exam will have one less exam session with two subjects, thereby reducing pressure and social costs. Along with that, increasing the rate of using learning assessment scores (report cards) from 30% to 50% will more closely assess learners' abilities according to the 2018 General Education Program.

Foreign language certificates will continue to be used for exam exemption but will not be converted into 10 points in the high school graduation recognition as before. This year's exam will be implemented in the direction of assessing capacity, except for the Literature subject, which can use materials other than textbooks.

The Ministry of Education and Training continues to promote digital transformation in the organization of exams, ensuring that all candidates can register for the exam online. Therefore, the Ministry notes that during the process of registering for the exam, registering for preliminary selection, registering for university and college admission, candidates must use a unified type of identification document, which is an ID card, or citizen identification, personal identification, passport number.

During the registration period, candidates must declare on the software complete and correct information with evidence to enjoy priority in admission according to regulations.

Candidates who are grade 12 students will fill out the online registration information using the account provided on the Exam Management Software System. The high school where the candidate is studying will print the form and stamp to confirm the candidate's identity.

For independent candidates, the information must be declared and signed and stamped by the police of the commune or ward where the independent candidate resides to confirm the candidate's identity. In case of errors in the registration information or loss of the exam notice, the candidate must bring the registration form directly to the exam location during the meeting to disseminate the regulations to request correction of errors and complete the exam procedures.

The Ministry of Education and Training also noted that in 2025, because it will organize exams for candidates registering for the 2006 General Education Program and exams for candidates registering for the 2018 General Education Program, the Departments of Education and Training and high schools need to guide candidates to check and cross-check exam registration information; candidates must choose the exam program and localities do not arrange two groups at the same exam location.

Not only the Ministry of Education and Training, but also localities across the country have identified the importance of the exam and increased responsibility, ensuring the best conditions for candidates right from the exam preparation and registration stages.

According to a representative of the Department of Education and Training of Binh Duong province, this year's exam will have about 18,000 candidates taking the exam at 30 exam locations in the province. Therefore, the provincial education sector has sought the best exam preparation solutions, not spreading out; at the same time, immediately organizing training for schools and preparing well the human resources and facilities to organize the exam seriously and safely right from the beginning, when candidates register for the exam.

Meanwhile, according to Deputy Director of the Department of Education and Training of Hoa Binh, Nguyen Duc Luong, the province has arranged 59 locations to receive applications for high school graduation exams for candidates.

In order for candidates to register for the exam accurately and effectively and carry out the next steps to take the exam, the Department of Education and Training requires heads of high schools to fully prepare facilities, computers, and internet to serve candidates' exam registration; arrange teachers and staff to guide candidates to register for the exam online, not allowing any candidate to fail to register for the exam.

High school education institutions develop plans and take specific measures to coordinate with all levels and sectors in the area to actively prepare all aspects for the organization of the exam to ensure seriousness, honesty, objectivity, fairness and compliance with regulations.

According to Deputy Minister of Education and Training Pham Ngoc Thuong, through the practical implementation of the steps of the high school graduation exam, it is necessary to prepare thoroughly and comprehensively from facilities, human resources, to backup plans... to best serve the exam.

Localities and schools need to continue to implement the "4 rights" and "3 no's" as in previous years' exams, including: following the exam regulations and instructions, following the correct and complete procedures, following the assigned positions and responsibilities, and following the right time to promptly handle unusual situations and incidents; not being negligent, not being overly stressed, and not arbitrarily handling unusual situations and incidents.

Localities and schools need to continue to implement the "4 rights" and "3 no's" as in previous years' exams, including: following the exam regulations and instructions, following the correct and complete procedures, following the assigned positions and responsibilities, and following the right time to promptly handle unusual situations and incidents; not being negligent, not being overly stressed, and not arbitrarily handling unusual situations and incidents.

Along with that, the 2025 exam needs to carry out "2 promotions": Promoting the sense of responsibility and professional expertise of the steering force, the force participating in organizing the exam and promoting the self-awareness and compliance with regulations of the candidates.

According to Deputy Minister Pham Ngoc Thuong, in order to organize the high school graduation exam well, the education sector needs to focus on implementing close, comprehensive, and key directions, while coordinating smoothly between sectors and localities. In particular, the education sector proactively proposes coordination; forecasts difficult and complicated issues, issues that are most prone to errors and risks, in order to have appropriate plans to organize the 2025 high school graduation exam with the best results.
