Creating consensus to implement the 2-level local government model

Authorized by the Standing Committee of the Provincial Party Committee, on March 28, the Organizing Committee of the Hai Duong Provincial Party Committee issued Official Dispatch No. 2707-CV/BTCTU on the implementation of contents related to the arrangement of administrative units according to the 2-level local model , sent to the Standing Committees of the District Party Committees, Town Party Committees, and City Party Committees.

According to the content of the dispatch, on March 14, 2025, the Politburo and the Secretariat issued Conclusion No. 130-KL/TW on the policy of rearranging and reorganizing administrative units at all levels and building a model of organizing two-level local governments (provincial and communal levels). At the same time, the Central Government also has a draft to seek opinions from relevant agencies on the principles and criteria for implementing the plan to organize two-level local governments.

To ensure that the implementation of the two-level local government organization model is in accordance with the goals and instructions of the Central Government, the Standing Committee of Hai Duong Provincial Party Committee requires district, town and city Party Committees to do a good job of propaganda, mobilization, ideological orientation and public opinion, ensuring national solidarity, creating high consensus and unity among cadres, party members, civil servants, public employees and people of all walks of life on the policy of implementing the two-level local government organization model.

Correctly implement the contents stated in Official Dispatch No. 03-CV/BCĐ, dated March 21, 2025 of the Provincial Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW on continuing to reorganize the political system of the province.

Do not implement work related to staff arrangement (issue principles, standards, criteria for staff evaluation...) without direction from the Central and the province. If any locality is implementing, it is requested to temporarily stop implementation.
