Mr. Vang A Chua, from Tia Mung village (Noong U commune), is taking care of his breeding cows.

In 2020, the family of Mr. Vang A Chua, from Tia Mung village (Noong U commune), received a 50 million VND loan from the Farmers' Support Fund of Dien Bien Dong district to develop large-scale livestock farming. Mr. Chua used the loan to purchase 5 breeding cows. To date, his family's herd has grown to 10 cows. Since 2022, Mr. Chua has started selling his cows, earning nearly 60 million VND annually.

Mr. Vang A Chua said: "Previously, my family only grew corn and rice on the hillside. For a long time, I wanted to develop cattle breeding but couldn't because I lacked capital. In 2020, the District Farmers' Association implemented a production support project, and I registered to participate and was one of the six households selected to implement the project. Through the project, in addition to providing money to buy breeding stock, the District and Commune Farmers' Associations guided me in building sturdy barns; stockpiling straw and planting elephant grass as feed for the cows. To date, I have paid off all my debts and have a herd of 10 cows."

Mr. Cứ A Chá, Chairman of the People's Committee of Noong U commune, said: To concretize the potential and advantages in developing large-scale livestock farming, the People's Committee of Noong U commune has effectively utilized various sources of capital such as policy credit, the Farmers' Support Fund, the Women's Fund, the Veterans' Fund, and integrated capital from central and local programs to help people implement large-scale livestock farming development models. From the Farmers' Support Fund, in 2020, Noong U commune received nearly 200 million VND from the District Farmers' Association to implement a project supporting livestock development for 6 households. To date, 100% of the households have repaid the capital to the Farmers' Association. At the same time, all 6 households have developed their livestock herds in the direction of family farms with a total herd of 8-12 animals per household. Currently, the People's Committee of the commune is continuing to review and implement the project for 6 other households.

From 2018 to the present, using funds from the Farmers' Support Fund, Dien Bien Dong district has implemented 11 projects supporting the development of large-scale livestock farming with a total capital of nearly 3 billion VND. 100% of the models and projects have yielded high economic efficiency, helping members find stable employment, gradually reduce poverty sustainably, and achieve legitimate wealth.

In parallel with providing preferential capital support, over the years, Dien Bien Dong district has effectively integrated and implemented programs and projects of the Central Government and the province, such as: the National Target Program for the period 2021 - 2025; and the provincial agricultural and rural development program.

Using funds from the 2023 agricultural development budget, in May of this year, the Dien Bien Dong District Agricultural Services Center implemented 14 projects to support the development of high-quality rice products in 14 communes and towns. The total scale of the projects is 274.6 hectares, with 1,031 households participating. Farmers received support in terms of seeds and agricultural supplies, and were guided on planting and caring techniques for the 97 glutinous rice variety by staff from the Agricultural Services Center.

Mr. Pham Quang Thanh, Director of the Dien Bien Dong District Agricultural Services Center, said: "The projects have received the consensus and enthusiastic participation of the people. Currently, the high-quality rice models are in the flowering stage, preparing for harvest. The average rice yield is expected to reach 72.5 quintals/hectare. The model with the lowest yield is about 63 quintals/hectare; the model with the highest yield is 82 quintals/hectare."

Muong Luan is one of the major rice-producing areas in Dien Bien Dong district. In recent years, the district has actively invested in projects applying scientific and technological advancements; and introduced new, high-yield, and high-quality rice varieties in the fields of Muong Luan commune. As a result, the rice cultivation skills of the local people have been steadily improving.

Mr. Lo Van Quyet, Vice Chairman of the People's Committee of Muong Luan commune, said: "Models and projects developing high-quality rice products have helped people change their production mindset, gradually replacing local rice varieties with high-quality purebred varieties; farming skills are increasingly improved thanks to the application of mechanization in production. This year's crop season, Muong Luan commune has 20 hectares developing the high-quality rice variety - sticky rice 97, implemented by the District Agricultural Service Center. To date, 100% of the rice area is in the flowering stage, with an estimated yield of 70 quintals/hectare."
