On the morning of October 10, on the occasion of attending the 44th and 45th ASEAN Summits and related Summits in Vientiane, Laos, Prime Minister Pham Minh Chinh met with President of the Republic of Korea Yoon Suk Yeol.
At the meeting, Prime Minister Pham Minh Chinh expressed his delight at the success of the phone call between General Secretary and President To Lam and President Yoon Suk Yeol (September 3, 2024), thereby contributing to building close relations between the two countries' senior leaders and creating a solid foundation for comprehensive and effective cooperation between Vietnam and the Republic of Korea in the coming time. Prime Minister Pham Minh Chinh also expressed his sincere thanks to the Government and people of the Republic of Korea for supporting Vietnam with 2 million USD to overcome the consequences of Typhoon Yagi, considering this a symbol of friendship and solidarity between the two countries. Regarding the direction of cooperation in the coming time, the two leaders expressed their determination to continue to develop the Vietnam-RoK Comprehensive Strategic Partnership more strongly and extensively. The two sides agreed to increase high-level exchanges and contacts; promote defense and security cooperation; promote economic and trade cooperation, remove barriers, facilitate goods entering each other's markets, as well as cooperate in new, potential areas such as science and technology, innovation, research and development.

Prime Minister Pham Minh Chinh affirmed that Vietnam will continue to create favorable conditions for Korean investors to do long-term business in Vietnam; proposed that Korea continue to open its market for Vietnamese goods, especially agricultural products, to be imported into the Korean market; and provide preferential loans for Vietnam to implement large-scale, symbolic infrastructure projects such as railways and expressways. The Prime Minister also welcomed Korea's initiative on training young talents for ASEAN countries, expressing his hope that Korea will actively support Vietnam within the framework of this initiative. President Yoon Suk Yeol affirmed that he attached importance to the relationship with Vietnam; wished to continue to deepen cooperation between the two countries in all fields; proposed that Vietnam create favorable conditions for Korean investors to participate in infrastructure projects, urban development, energy, and liquefied natural gas (LNG) in Vietnam; affirmed that it will continue to create favorable conditions for Vietnamese goods to access the Korean market. The President of the Republic of Korea also highly appreciated Vietnam's role as the coordinator of ASEAN-Korea relations (2021-2024) and its active support for upgrading ASEAN-Korea relations to a comprehensive strategic partnership.

The two leaders agreed to continue to coordinate closely at multilateral forums and make active and responsible contributions to addressing common regional and global issues. The President of the Republic of Korea emphasized his support for the views and stance of Vietnam and ASEAN on the East Sea issue, especially compliance with international law and the settlement of disputes by peaceful means in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS). Prime Minister Pham Minh Chinh affirmed that Vietnam consistently supports the peace process and denuclearization of the Korean Peninsula, and is ready to play a bridging role in promoting dialogue between the parties, contributing to peace, stability and cooperation in the region. On this occasion, Prime Minister Pham Minh Chinh also extended an invitation to Prime Minister of the Republic of Korea Han Duck Soo to pay an official visit to Vietnam and attend the Partnership for Green Growth and the Global Goals 2030 (P4G) Summit in 2025.
