The province and related localities have always accompanied and actively participated in attracting investment and supporting enterprises in industrial zones. All levels and sectors have implemented many synchronous and effective solutions to remove obstacles, release resources and improve service quality.
In the first quarter of 2025, the Provincial Economic Zone Management Board received 31 petitions from 8 infrastructure investors. The petitions focused on the fields of land, technical infrastructure, electricity, water, planning, labor, and employment (5 contents). At the same time, 9 petitions were received from 7 enterprises in industrial parks and economic zones. All petitions, difficulties and problems of enterprises were actively and resolutely resolved by the Economic Zone Management Board, relevant departments, branches, sectors, and People's Committees of localities according to their functions, tasks, and authority.
Along with that, the province directed departments, branches and localities to strengthen the work of land clearance and leasing in economic zones and industrial parks. Typically, the People's Committee of Quang Yen town and the People's Committee of Hai Ha district have confirmed the completion of land clearance and the infrastructure investors of the industrial parks have prepared documents requesting land lease for 335 hectares. Up to now, the total area of land cleared in the industrial parks is 2,717 hectares. The Provincial People's Committee has decided to assign and lease 8/9 industrial parks with a total area of 1,941.57 hectares... Up to now, the total area of land leased in economic zones and industrial parks has reached 1,105.9 hectares, accounting for 56.06% of the industrial land fund that can be leased.
The work of supporting and supervising the implementation of projects is also carried out closely and proactively. The Economic Zone Management Board has strengthened the work of supporting enterprises throughout the investment preparation stage to project operation. Specialized teams are regularly sent to the site to monitor the progress of implementation, grasp the difficulties and problems of enterprises to have timely solutions; ensure that enterprises fulfill their commitments on progress, construction quality, environmental protection, labor safety, etc.
In the first 3 months of 2025, the Provincial Economic Zone Management Board directed the review of the implementation of a number of slow-progress projects in industrial parks and economic zones in the area and issued documents urging enterprises to implement the projects. Through the review, it has synthesized and reported on 8 projects that are slow-progress, have long-term backlogs, are ineffective, and have a risk of causing great waste and loss for projects in industrial parks and economic zones in the province to the Department of Agriculture and Environment for synthesis and reporting to the Provincial People's Committee.
The administrative reform work has been improved by the Economic Zone Management Board in the process of handling administrative procedures in a streamlined, transparent and people- and business-centered manner. In the first quarter of 2025, the Economic Zone Management Board received 116 administrative procedure records, processed 84 records, of which 68 records were processed ahead of schedule, 16 records were processed on time, and no records were processed past the deadline.
Thanks to the strengthening of solutions to create a favorable environment for enterprises in industrial parks and economic zones to operate, in the first 3 months of the year, industrial parks and economic zones in the province under the management of the Provincial Economic Zone Management Board had a total of 351 valid non-state budget investment projects, including 147 FDI projects with a total investment capital of 10.367 billion USD and 204 domestic projects with a total investment capital of 132,134 billion VND. The total number of employees in industrial parks is about 42,500 people. Total production output of industrial products in industrial parks and economic zones has met targets; of which 8/12 products completed and exceeded the plan in the first quarter of 2025.
In the coming time, the province will continue to complete synchronous technical infrastructure; promote digitalization in handling administrative procedures; support businesses in accessing market information, digital transformation, training high-quality workers; build a system of green, modern, environmentally friendly economic zones and industrial parks... Thereby contributing to realizing the goal of rapid and sustainable economic development, associated with improving the quality of life for people.
