Building a strong human resource
First of all, the direction, leadership and close coordination between agencies play a decisive role in creating effectiveness for legal dissemination work. Therefore, the Provincial Legal Dissemination Coordination Council with 42 members, chaired by the Vice Chairman of the Provincial People's Committee, has maintained stable, orderly operations and continuous improvement.
The Department of Justice and the Justice Departments of localities have effectively promoted the role of standing agencies, promptly advised and flexibly coordinated the 7 groups of tasks specified in Decision No. 21/2021/QD-TTg. On that basis, 13 district-level Councils with an average of 30 members each have accompanied the People's Committees at all levels, creating close links and unity in direction and supervision, contributing to increasing the synchronization and spread of legal dissemination activities in the area.
To create resources for legal dissemination work, Quang Ninh has built a core force of 185 provincial-level legal reporters, 379 district-level reporters, 2,455 commune-level propagandists and 9,088 grassroots mediators.
The Department of Justice and the local Justice Office regularly organize professional training courses to ensure in-depth knowledge and effective communication skills. In addition, the participation of lawyers, legal assistants, law teachers in schools, media reporters and cadres of political and social organizations has expanded the network of law dissemination to all classes of people.
The Provincial People's Committee has paid attention to allocating and strengthening management of the budget for legal dissemination and education. In 2024 alone, the budget allocated to the Coordination Council and the Department of Justice at the provincial level is 2.38 billion VND; provincial departments, branches, sectors and organizations are allocated 9.4 billion VND; the budget for 13 districts, towns and cities is more than 2 billion VND, with an average of 200-300 million VND per district-level unit; the commune level is allocated 1.2 billion VND.
The province regularly issues directives on the drafting of detailed regulations and instructions for the implementation of laws and resolutions of the National Assembly, the National Assembly Standing Committee, and newly issued decrees of the Government and circulars of ministries and branches to facilitate the implementation and dissemination to cadres, civil servants, public employees, workers and all people in the area.
Spread propaganda and popularization
With the investment in human resources for propaganda and legal education, it has contributed to mobilizing the participation of all levels, sectors and organizations in this work. Thereby, the forms of propaganda and legal education are also increasingly diverse and rich.
From 2024 to present, the province has organized nearly 10,000 propaganda and dissemination conferences, attracting about 2 million participants; at the same time, 31 legal knowledge competitions were launched with 31,462 participants. The conferences were organized flexibly, combining in-person and online, at 191 connecting points from the province to the commune level, ensuring that all subjects, including remote areas, have the opportunity to access legal information.
Along with the conference activities, the work of compiling, printing and distributing legal dissemination documents was focused on. The whole province compiled, printed and distributed 1,807,051 documents of all kinds with vivid and easy-to-understand designs, suitable for the characteristics of each target group; at the same time, increasing the distribution of electronic documents such as infographics, video clips and electronic legal handbooks, contributing to diversifying access channels and improving propaganda effectiveness.
The application of information technology and digital transformation is an important highlight in the work of legal dissemination. The Department of Justice cooperated with the Provincial Media Center to sign a Coordination Program, thereby posting many news, articles and columns on the Center's infrastructure. The Provincial Legal Dissemination Information Page maintains continuous updates of new legal documents, creating a rich source of digital resources for people, businesses and officials to access. Online forms and interactions on social networking platforms such as Facebook and Zalo have contributed to attracting special attention, especially among young people.
Along with that, effective PBGDPL models are also vivid evidence of creativity and practicality. Typical examples include: Cam Tay Ward (Cam Pha) maintains the model "Friends Helping Friends Club", creating a friendly space for legal exchange; The Provincial Military Command deploys "Legal Radio" to bring legal content to officers and soldiers; The Provincial Police and units organize the model "Skillful propaganda and mobilization" to guide tourist boats on Ha Long Bay to ensure fire safety...
Lieutenant Colonel Dao Xuan Nguyen, Political Commissar of Tra Co Border Guard Station, Provincial Border Guard, said: In the past time, the Station has synchronously deployed and coordinated with the authorities of Tra Co and Binh Ngoc wards to carry out many measures to propagate the law, including 6 propaganda sessions on the field of Fisheries for 352 people, propaganda for 800 vehicles operating in and out of the area to help fishermen comply with legal regulations.
By improving quality, innovating methods, expanding subjects and constantly perfecting coordination mechanisms, Quang Ninh continues to promote achievements, overcome limitations and build an increasingly friendly and accessible legal environment. When people, businesses and officials and civil servants clearly understand their rights and obligations, awareness of law compliance will become a habit, contributing to building a province with sustainable development and rich cultural identity.
