Building a healthy and civilized cultural environment is not only important for the perfection and development of each individual, community and national culture; but also contributes to promoting the comprehensive development of the homeland and country in the process of integration and development. Determining that, all levels, sectors and localities in the province always focus on implementing many solutions to create a healthy and civilized cultural environment.

Currently, the cultural and social environment is facing many challenges, negative impacts from social evils or the degradation of moral values. Even some cultural spaces that are considered to be places to nurture good human values such as family, school... have been and are showing signs of "pollution". In the face of this situation, building a safe and healthy cultural environment is becoming an urgent task, contributing to preserving traditional cultural values and making culture truly become the spiritual foundation, the driving force for socio-economic development.
To build a healthy and rich cultural environment, Thanh Hoa province has determined to synchronously implement solutions and movements in the aspects of family, school and community. Because these are environments that nurture not only knowledge, experience and life skills for each person but also a place to send love, nurture spirit, emotions and cultural and ethical values. A healthy cultural environment will cultivate and form good qualities and virtues in people; at the same time, contribute to pushing back backwardness and bad things. Therefore, in recent times, sectors and localities in the province have promoted the implementation of the movement "All people unite to build a cultural life" (TDĐKXDĐSVH), associated with the campaign "All people unite to build new rural areas, civilized urban areas", the title "Model village, hamlet, residential group". The contents of the movement for physical training and building a civilized society are widely deployed to individuals, families, residential areas, agencies, units and businesses.
In the implementation of the movement for building a cultural family, the content of building a cultural family is of special interest. Because the family is the cradle that nurtures and forms the personality and morality of each person. A warm, happy and safe family will provide each individual with a good environment to develop and perfect their personality, morality and lifestyle. Closely following the content of the movement, units and localities in the province have built and expanded many typical cultural family models, exemplary grandparents and parents, harmonious couples, united siblings, filial children and grandchildren, promoting the good values of the family and clan. At the same time, many models of preventing and combating domestic violence, building sustainable families have been expanded and operated effectively, contributing to curbing domestic violence. Thanks to that, the construction of a cultural family has achieved quite comprehensive results, attracting the attention and response of the people. Up to now, the whole province has an estimated 83% of households recognized as "Cultural Family" (an increase of 9% compared to 2014); there are 470 models of preventing and combating domestic violence (according to the standards of the Ministry of Culture, Sports and Tourism); 2,350 sustainable family development clubs; 2,350 groups preventing and combating domestic violence.
The increase in the rate of cultural families not only contributes to building a cultural environment in the family but also contributes to promoting the movement to build cultural residential areas, cultural agencies and units. Up to now, the whole province has 82.3% of villages, hamlets and residential groups recognized as "Cultural Villages and Residential Groups" (an increase of 7.3% compared to 2014) and 10% of communes, wards and towns have achieved the title of "Typical Communes, Wards and Towns", about 200 agencies, units, enterprises, schools and hospitals have met cultural standards in the period of 2020-2024.
The implementation of civility in weddings, funerals, festivals and civilized behavior in the community has been focused on and has had many positive changes. 100% of villages and residential groups have established village covenants and conventions in accordance with current laws and local customs. The village covenants and conventions have become a framework for regulating the behavior of many people. Thanks to that, many traditional cultural values have been preserved and promoted; some bad customs in organizing funerals, festivals, and religious activities have been pushed back and eliminated; legal discipline has been maintained; village and neighborhood relationships have been consolidated.
A healthy and civilized cultural environment is also reflected in the quality of cultural activities in the community. Up to now, the whole province has 567 cultural and sports institutions and works, basically meeting the cultural and sports needs of the people. Along with that, localities have mobilized people to establish cultural - artistic, physical training - sports clubs and actively participate in local cultural and sports activities. Thereby, creating a vibrant competitive atmosphere and solidarity in the community; people actively participate in activities of "Repaying gratitude", "When drinking water, remember its source", charity, humanity; negative manifestations, superstition, violence are actively criticized and promptly fought against and prevented by the government and people.
Building a healthy and civilized cultural environment is the responsibility of the entire political system and the consensus of all classes of people. At the same time, along with the solutions that have been and are being implemented, first of all, each individual needs to be proactive and active in training themselves, creating a healthy cultural environment around them. From there, everyone joins hands and contributes to creating a safe, healthy and beautiful living and cultural environment.
