One of the groups of solutions stated in Resolution No. 43 is to promote socialist democracy, the potential and creativity of the people. Accordingly, it is necessary to build a suitable mechanism for people to participate in giving opinions in the policy-making process, deciding on major and important issues of the country, issues closely related to people's lives; promoting the spirit of openness, receptivity, responsibility for information and explanation of state agencies for recommendations and proposals of the people according to regulations; promoting democracy along with strengthening discipline and order in society; strengthening social consensus associated with raising the sense of responsibility of citizens. In the cultural field, the issues stated in the Resolution have helped those working in cultural affairs to have a clearer orientation in implementing the tasks of protecting and promoting heritage values, effectively carrying out the work of reviving and developing Vietnamese culture. Associate Professor, Dr. Le Thi Thu Hien, Director of the Department of Cultural Heritage, Ministry of Culture, Sports and Tourism said: In daily work, cultural management officers really need opinions and suggestions from the people so that the task of developing and preserving heritage goes in the right direction. Cultural officers need to always try to keep abreast of the situation, truly "work together" with the people, thereby creating consensus from officers and community members for their own heritage. By creating close relationships and grasping cultural elements from the community, the state management of heritage has promptly detected and adjusted a number of incidents that have caused public outrage, such as: Registering the Phi Yen Memorial Ceremony, bringing costumes and performing the spirit medium performance on stage, bringing reliefs and tablets of King Quang Trung to places without sufficient documents and scientific basis, and recently promptly stopping the bringing of artifacts into the Van Cat Palace relic (Nam Dinh) in violation of the Law on Cultural Heritage... Reality shows that in some units and localities, the awareness of heritage and the way to protect and promote cultural heritage values is sometimes and in some places still distorted. With relics, the State and the community have increased investment in restoration and embellishment in recent years, creating many positive changes in the material and spiritual life around the heritages and relics. But in reality, there are still many heritage violations due to cultural management being far from the cultural life of the community, or due to the subjective will of a part of cultural management staff. With intangible cultural heritage, one of the basic conservation principles emphasized is: Empowering heritage-owning communities to decide how their heritage is transformed, developed, and transmitted... this principle is sometimes not given due attention. To preserve relics and heritage well, first of all, cultural management agencies, cultural officers, and the community need to consider the values of relics and heritage as treasures that need to be cherished, protected, and then promoted, exploited, and turned into a cultural-tourism highlight. Leaders and managers in cultural management agencies need to fully and deeply understand the important role of the strength of great solidarity and consensus in the community. Cultural officials must grasp the thoughts and aspirations, promote the role of prestigious people, and work with the community to protect heritage. To strengthen social consensus, it is also necessary to promote the spirit of openness, to raise the responsibility of information and explanation of cultural management agencies, and to promptly resolve related issues, especially those that cause outrage in the community and public opinion. In his speech at the recent National Day Celebration on September 2, General Secretary and President To Lam emphasized that taking the great national unity and pure international unity as the driving force, strongly mobilizing the people's strength, closely linking the Party's will with the people's will as the foundation for Vietnam to enter a new era, an era of national development. According to comrade Le Thi Thu Hien, the concretization of the direction of the General Secretary and President aims to ensure equality, solidarity, mutual support among ethnic groups, promote internal strength, and strive for mutual development through caring for the material and spiritual life of the community, improving people's knowledge, preserving the language, writing, cultural identity and fine traditions of ethnic groups; contributing to helping people truly be creative subjects and beneficiaries in the cultural field.
