For many years, voters in Ha Tinh province have been particularly concerned about and have made recommendations regarding the Thach Khe iron mine project. The project's implementation has given rise to numerous problems that have comprehensively affected the lives of the people. Therefore, voters in the province propose a decisive decision to halt the project's exploitation so that the province can adjust its overall planning, focus on developing the marine economy , tourism, and services, exploit and maximize potential, create a breakthrough in socio-economic recovery and development, and promptly address the impacts caused by the project, especially on the environment, livelihoods, and infrastructure.

Listening to the concerns and aspirations of the voters, the Provincial National Assembly Delegation has repeatedly raised the issue of halting the Thach Khe iron mine exploitation in the National Assembly and other forums. Specifically, during the sessions of the 2021-2026 term, the delegation raised, proposed, and questioned this issue six times.
Most recently (October 24, 2023), at the group discussion session of the 6th National Assembly session, Comrade Hoang Trung Dung - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial National Assembly Delegation - continued to request the Government to soon have a plan to stop the exploitation of the Thach Khe iron mine. Following this, the Government directed central ministries and agencies to pay attention to the matter and will soon provide an official opinion on this issue.
During a group discussion session within the framework of the 6th Session of the 15th National Assembly, Comrade Hoang Trung Dung - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial Delegation of National Assembly Deputies - continued to request the Government to soon develop a plan to stop the exploitation of the Thach Khe iron mine.
The opinions of voters in Huong Son, Vu Quang, and Huong Khe districts, proposing the recognition of spotted deer as livestock, have also been considered by the Provincial National Assembly Delegation and brought to the parliamentary session. In particular, during the National Assembly's discussion of the Livestock Law project on November 7, 2018, the delegation presented arguments, evidence, and the aspirations of voters to remove this animal, which has been domesticated for approximately 300 years, from the list of forest animals.
The approved legitimate proposal has contributed to developing a herd of 50,000 deer into a key agricultural product of Ha Tinh province, while also improving the livelihoods and increasing incomes for thousands of deer farmers in other provinces.
Ngan Truoi - Cam Trang Project.
In 2019, many voters were concerned that a lack of funding would prevent the construction of the irrigation canal system for the Ngan Truoi - Cam Trang Project (phase 2), resulting in a lack of coordination and potentially failing to irrigate 30,926 hectares of agricultural land as planned.
In the context of the province lacking resources, with unfinished projects and voters' expectations, the Provincial National Assembly Delegation raised this issue in the National Assembly forum. Subsequently, the Government allocated an additional 836 billion VND from the central government's general reserve fund to support the completion of the project.
Voters have submitted many pressing issues from the grassroots level to the National Assembly representatives in Ha Tinh.
At each session, the Provincial National Assembly Delegation participated in 27-35 instances of giving opinions, discussing, and questioning on all areas of socio-economic development, national defense and security, and social welfare; including many major issues that voters in the province are waiting for and that the whole country is concerned about, such as: planning and development of citrus fruit trees, support for agricultural product consumption, policies on agriculture, farmers and rural areas, and job creation after the COVID-19 pandemic... In addition, from 2016 to the present, the delegation has compiled and reported 581 voter opinions falling under the jurisdiction of the Central Government.

Deputy Head of the Provincial National Assembly Delegation Tran Dinh Gia stated: “With thorough preparation and a high sense of responsibility, the Ha Tinh National Assembly Delegation always participates fully and seriously in all sessions and effectively contributes to the agenda and programs, making a significant contribution to the overall success of the sessions. The opinions, questions, and exchanges of the delegation members are all practical, highly constructive, and link the development of national policies and laws with the resolution of important issues in the province. In addition, to address the aspirations and proposals of voters in Ha Tinh, on the sidelines of each session, the delegation has held working meetings with ministries, agencies, and leaders of the National Assembly and the Government to resolve issues.”
Like the 28 households whose land was encroached upon in Toan Thang village, Thach Tri commune (Thach Ha district), Mr. Le Khac Kinh in Dong Van village, Thach Van commune (Thach Ha district) was extremely happy to hold in his hands the land use right certificate for his encroached plot of land.
Mr. and Mrs. Le Khac Kinh from Dong Van village (Thach Van commune) were delighted to receive the land use rights certificate for their illegally occupied plot of land in Toan Thang village, Thach Tri commune (Thach Ha district).
Mr. Kinh shared: “More than 1,700 square meters of land that my family has been occupying illegally for a long time has not been granted a land title, lacking legal validity. These difficulties faced by my family have been listened to by the Provincial National Assembly Delegation and the Provincial People's Council representatives. We are very happy that the representatives understood and resolved our issues. Not only do we now officially own our land, but we also have the right to mortgage it with the bank to borrow capital for our children to go abroad for work.”
Mr. Kinh's case is proof that the voice of the voters has truly resonated with the concerns of the National Assembly deputies and provincial People's Council representatives. Immediately after the meetings, the elected representatives researched and studied the regulations of the Central Government and the province to find ways to resolve the issue.
Land administration officials in Thach Tri commune are working closely with officials in Dong Van village (Thach Van commune) to thoroughly review cases of land allocation for encroachment.
Regarding land issues, Resolution No. 162/NQ-HĐND dated August 20, 2019, "On adjusting administrative boundaries and rearranging commune-level administrative units, and updating changes in land use right certificates" for people in 34 merged communes, has been implemented with focused efforts from the entire political system.
In addition, the Provincial People's Council issued Resolution No. 175/NQ-HĐND dated December 15, 2019, "On the implementation of updating and revising cadastral maps and records in the province for the period 2020-2025 and subsequent years".
These resolutions have been implemented synchronously and effectively, and to date, more than 40,000 land use right certificates have undergone registration of changes.

Along with macro-level issues, the Provincial National Assembly Delegation and the Provincial People's Council representatives have also left many marks through updating, researching, and proposing solutions to many problems and cases in the province to ensure the rights of voters, such as: clarifying the responsibilities of organizations and individuals involved in the delay in resolving the widow's benefits for Ms. Duong Thi Hong Lan (Ha Tinh City); allocating residential land to Ms. Tran Thi Lieu (widow of a fallen soldier in Nghi Xuan district); reviewing the handling of violations related to the Phong Lan Hotel eco-tourism project in Nghi Xuan; and the allowance system for village and hamlet officials...
To effectively address the people's concerns, elected representatives of the National Assembly and the Provincial People's Council have continuously innovated and improved the quality of their interactions with constituents.
The delegation of National Assembly deputies from Ha Tinh province held a meeting with voters in Thach Ha district on the morning of September 27th, prior to the 6th session of the 15th National Assembly.
Mr. Pham Xuan Phu, Chief of the Office of the Delegation of National Assembly Deputies and the Provincial People's Council, stated: “All the concerns, aspirations, suggestions, and proposals of the voters are basically received, informed, and fully explained by the elected representatives right at the meeting. Issues with many opinions and pressing concerns are compiled, categorized, and sent to relevant levels and sectors for consideration and resolution, or raised for questioning at subsequent sessions, with follow-up and supervision of the resolution process by these levels and sectors... This not only helps ensure the rights of the people and meets the aspirations of the voters, but also contributes to improving the quality and effectiveness of the activities of elected bodies, stabilizing the political situation, promoting socio-economic development, and ensuring national defense and security in the province...”.
Over the past few months, during regular public consultation sessions, several citizens in Ky Anh district have petitioned regarding the delay in compensation for land clearance for the Rao Tro water reservoir project. This is one of the outstanding issues concerning compensation, land clearance, and resettlement support in Ky Anh district. Provincial People's Committee Chairman Vo Trong Hai, along with the Standing Committee of the Provincial People's Council, directly inspected and assessed the situation, clarified the causes, and directed relevant departments to develop a plan for submission to the Provincial People's Council for approval. On September 22, 2023, the Provincial People's Council issued Resolution No. 128/NQ-HĐND “On compensation, support, resettlement, and land clearance for the project to build a water supply system for the Vung Ang Economic Zone” (Resolution 128) to ensure the rights of the people.
Chairman of the Provincial People's Committee Vo Trong Hai directly answered and clarified citizens' concerns related to the Rao Tro water reservoir project.
Chairman of the Provincial People's Committee Vo Trong Hai requested that people contact the hotline if they encounter any problems during the compensation process.
To create mechanisms and funding to definitively resolve outstanding issues, Resolution 128 approved compensation and resettlement support in 4 villages of Ky Tay commune, including compensation for an additional 12 hectares flooded at the Lac Tien dam; support for vocational retraining, job search, and stabilization of production and livelihoods for the remaining villages of Ky Tay commune, and additional support in 5 communes: Ky Thuong, Ky Lac, Ky Son, Lam Hop, and Ky Tan.
On the morning of November 21st, 166 households in Lam Hop commune (Ky Anh district) affected by the Vung Ang Economic Zone water supply system construction project received 10.8 billion VND in compensation.
Mr. Nguyen Thanh Hai, Vice Chairman of the Ky Anh District People's Committee, shared: “As soon as Resolution 128 came into effect and was regularly directed and urged by the Standing Committee of the Provincial People's Council and the Provincial People's Committee, we closely coordinated with relevant departments and agencies to do a good job of surveying, developing pricing plans, and organizing compensation for people in a fair, transparent, and compliant manner. Accordingly, 1,256 affected households in the communes of Ky Thuong, Ky Tay, Lam Hop, Ky Son, Ky Lac, and Ky Tan received compensation totaling over 268 billion VND; the district strives to complete all compensation payments, resettlement support, and land clearance according to Resolution 128 before June 30, 2024. This will create conditions for people to stabilize their lives and production.”
On a monthly basis, in addition to regularly receiving citizens at the office, the Deputy Head of the Provincial National Assembly Delegation and the Standing Committee of the Provincial People's Council also participate in receiving citizens at the provincial citizen reception office.
To effectively address pressing issues and promptly handle citizens' requests through direct meetings, in addition to regular monthly citizen reception at the office, the Deputy Head of the Provincial National Assembly Delegation and the Standing Committee of the Provincial People's Council also participate in citizen reception at the provincial citizen reception office and coordinate with the Provincial Citizen Reception Board to organize citizen reception for the Chairman of the Provincial People's Council as stipulated by law. The Standing Committee of the Provincial People's Council has also developed and promulgated regulations on citizen reception and handling of complaints, denunciations, petitions, and feedback from citizens. Through citizen reception activities, the Provincial National Assembly Delegation and the Provincial People's Council have received complaints, denunciations, and petitions from citizens.
Through this process, from 2016 to the present, the Provincial National Assembly Delegation and the Standing Committee of the Provincial People's Council have received over 900 visits from citizens filing complaints, denunciations, petitions, and feedback on approximately 550 cases. In addition, the Provincial National Assembly Delegation received 867 petitions, classifying and forwarding them to competent authorities for consideration and resolution, achieving a 95% success rate; the Standing Committee of the Provincial People's Council received and processed approximately 1,500 petitions and forwarded them to relevant People's Committees at all levels and sectors for response and resolution, achieving a 90% success rate.
Provincial Party Secretary Hoang Trung Dung - Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation - received the presentation from Ms. Nguyen Thi Huy (Ha Linh commune, Huong Khe district) regarding her request for the competent authority to consider granting a land use right certificate to her family.
The Provincial National Assembly Delegation and the Standing Committee of the Provincial People's Council also closely monitored the resolution of several long-standing petitions, complaints, and denunciations from citizens, such as: resolving the petition of Truong Phu Co., Ltd. regarding the payment of compensation and support for the company's shrimp farming investment project in Ky Anh town; handling the issue of stone mining at Nam Gioi mountain in Thach Ha district; resolving outstanding issues of land allocation and granting to citizens during the 1992-1994 period in the Ben Thuy bridge area of Nghi Xuan district; and compensation for preserved seafood after the marine environmental incident in Loc Ha...
The citizen reception activities of the Provincial National Assembly Delegation and the Provincial People's Council have been improved, becoming more systematic and effective. Elected representatives have dedicated more time to directly meeting and engaging in dialogue with citizens, listening to their concerns and aspirations in order to provide timely guidance, explanations, answers, and solutions in accordance with policies and laws; at the same time, they have proactively engaged in dialogue, persuasion, and negotiation with citizens to resolve cases definitively and minimize the emergence of new complex issues.

Director of the Department of Labor, War Invalids and Social Affairs Nguyen Tri Lac - a representative of the Provincial People's Council - explained to Mr. Nguyen Hoanh Ba (Tan Lam Huong commune, Thach Ha district) about the one-time allowance for those who participated in the civilian labor force during wartime.
Ms. Nguyen Thi Nhuan, Head of the Legal Affairs Committee of the Provincial People's Council, assessed: "Looking directly and truthfully at issues, without avoiding or shirking responsibility, is the overarching spirit of the delegates and elected bodies of Ha Tinh in receiving citizens and handling their petitions and letters. Through the implementation of citizen petition work, many issues have been researched and proposed to the National Assembly and the Provincial People's Council for consideration, and recommendations have been made to competent State agencies to incorporate them in order to improve policies and laws and ensure the legitimate rights and interests of voters and the people. This contributes to affirming the position, role, and prestige of the Provincial People's Council, creating closeness, affection, and trust among voters and the people."
