2024 has been identified as a year of accelerated implementation of projects serving the province's socio -economic development. Therefore, the province has directed departments, agencies, and localities to review and clearly identify key project groups to focus on, while flexibly applying mechanisms and policies, decisively and urgently clearing land, gradually investing in and completing the infrastructure system, attracting investment, and creating momentum for rapid and sustainable economic growth.
Accelerate the implementation of the Cam Khe Industrial Park project, creating favorable conditions to attract manufacturing businesses to invest, serving socio-economic development.
Vigorous land clearance
Recognizing that land clearance is one of the crucial factors in removing bottlenecks and obstacles in improving the investment and business environment, as identified as a breakthrough area for the 2020-2025 term, the province has directed the implementation of comprehensive and decisive solutions to ensure the handover of clean land on schedule, serving the construction of projects in the area. In particular, the Provincial Party Committee has established a Steering Committee for key projects in the province and formed working groups to conduct on-site inspections in localities to understand the situation, resolve difficulties, and accelerate the land clearance process for key projects, ensuring clean land for construction units.
Under the leadership and direction of the province, relevant departments and agencies have basically completed the issuance of documents within their authority, specifying new regulations on land, compensation, and resettlement support according to the 2024 Land Law. At the same time, the Department of Natural Resources and Environment and the People's Committees of districts have been directed to review, consolidate, strengthen capacity, and reorganize land registration offices at all levels; to inspect, monitor, supervise, and promptly resolve obstacles, assigning responsibility to each level and sector in performing tasks, especially the heads of departments; and to promote administrative reform and resolutely complete the investment progress of key infrastructure projects...
In localities, land clearance work has been carried out seriously and decisively with the involvement of the entire political system. District-level People's Committees have directed the Land Clearance Compensation Council to strengthen manpower, focus on resolving outstanding issues and obstacles, and hand over land to contractors; coordinating with relevant departments and agencies to promptly and decisively resolve "bottlenecks" in land clearance work. District, city, and town People's Committees have intensified information and communication efforts, promptly publicizing land clearance information to people and organizations so that they understand their roles and responsibilities, cooperate, and comply with the guidelines and regulations.
In Thanh Ba district, to create clean land for attracting investment and implementing projects, land clearance work has always been a priority, with decisive and specific direction from the district authorities. Mr. Nguyen Trung Hoc, Head of the District's Department of Natural Resources and Environment, stated: Thanh Ba has reorganized and assigned tasks to members of the Steering Committee and the Compensation and Land Clearance Council; regularly reviewed and developed progress plans for each project and specific case; classified projects according to difficulty levels to proactively implement effective measures in land acquisition; and strictly implemented the announcement and public disclosure of planning information for projects requiring land acquisition. Currently, the district is carrying out compensation, land clearance, support, and resettlement for 25 projects, affecting nearly 1,500 land users. Compensation plans have been approved for 917 landowners, totaling over 124 billion VND. Payments have been made to approximately 1,000 landowners, amounting to over 110 billion VND, and nearly 80 hectares have been reclaimed.

Along with Thanh Ba, localities throughout the province have also made significant efforts in land clearance to implement key projects... To date, compensation and land clearance work has been focused on, with over 200 hectares handed over to key projects, including an additional 50 hectares of land for industrial zones, 65 hectares for industrial clusters, and 74 hectares for the Tam Nong 1 and 2 Golf Course projects; and approval of investment policies for 2 industrial clusters. At the same time, the province has directed the acceleration of progress for 10 key projects and resolved difficulties and obstacles for 8 projects with prolonged delays, as directed by the Provincial Party Committee.

The decisive efforts to overcome difficulties in land clearance have facilitated the province's implementation of key projects, improved the environment, and attracted investment effectively, yielding many encouraging results.
In 2024, the Investment and Construction Project Management Board of Doan Hung District implemented 80 projects (including both ongoing and new investment projects) with a total investment of nearly 300 billion VND. According to Mr. Van Tien Nam, Deputy Director of the Investment and Construction Project Management Board of the district, recognizing the significant importance of these projects to the local landscape and socio-economic development, and receiving decisive direction from provincial and district leaders, construction units, engineers, and workers have worked diligently day and night, even on holidays, ensuring the projects are completed on schedule. Currently, all projects in the district are accelerating construction and striving to complete them according to plan.
Focus on accelerating land clearance work to create a foundation for the implementation of the "Construction and Business of Infrastructure for Dong Phi Industrial Cluster" project in Xuan Ang commune, Ha Hoa district.
The effective implementation of land clearance has created a "lever" for the province to invest and accelerate the completion of key infrastructure projects. It is expected that by the end of 2024, 16 out of 20 public investment projects will be basically completed, ahead of schedule; several private investment projects have been completed and put into use, contributing to the development of various sectors and fields. In 2024, the first phase of Phu Ha Industrial Park will be completed; land clearance for Cam Khe Industrial Park will be basically completed; the investment policy for Nam Doan Hung Industrial Cluster (69 hectares) will be approved; a new Am Ha Industrial Cluster (60 hectares) will be established; the implementation of 8 industrial clusters will continue; and the Wyndham Thanh Thuy project and Tam Nong golf course (sub-areas 1 and 2) will be basically completed... Urban infrastructure will be invested in comprehensively and modernly, with the urbanization rate reaching 21.4%. Service and tourism infrastructure is developing to meet the needs of residents and tourists; distribution networks are expanding in both urban and rural areas; electricity, telecommunications, and digital infrastructure meet the requirements of digital transformation, digital economy development, digital society, and digital government.
It can be seen that the implementation of key infrastructure projects, ensuring progress and quality, has opened up more opportunities to improve the environment, attract investment and business, and promote the socio-economic development of the province. In 2025, the province will continue to accelerate progress and strive to complete key infrastructure, service, and urban projects such as: the 2.5km main inter-regional road and 6.8km/2 branch roads, the Tan Phu - Xuan Dai road (phase 2), the road connecting from DT323 to QL2; basically complete the technical infrastructure and fill the Cam Khe Industrial Park; complete the infrastructure of Trung Ha I Industrial Park; prepare and approve the zoning plan and submit documents for approval of investment policies for 4 industrial parks; strive to complete investment procedures for 4 industrial clusters, and start construction on 4 new industrial clusters...
Prioritize the allocation of investment capital to transportation projects connecting expressways with industrial zones, clusters, and tourist areas and destinations. Focus on reviewing and resolving outstanding and long-delayed projects, combating waste, and increasing state budget revenue; review and select investors with sufficient capacity and experience to implement projects...
