Creating new momentum to develop the Vietnam-Germany Strategic Partnership deeply and effectively

Prime Minister Pham Minh Chinh and President Frank-Walter Steinmeier agreed to increase incentives for German businesses to invest in Vietnam, especially in areas where Germany has strengths.

On the morning of January 24, at the Government headquarters, Prime Minister Pham Minh Chinh had a meeting with German President Frank-Walter Steinmeier on the occasion of his State visit to Vietnam at the invitation of President Vo Van Thuong.

Welcoming President Frank-Walter Steinmeier, Prime Minister Pham Minh Chinh expressed his belief that the President's visit will create new momentum to develop the Vietnam-Germany strategic partnership more deeply and effectively in the coming time.

Prime Minister Pham Minh Chinh affirmed that in its foreign policy of independence, self-reliance, multilateralization and diversification of international relations, Vietnam always attaches importance to Germany's role and position in the region and the world and wishes to further deepen Vietnam-Germany relations in all fields.

The Prime Minister thanked the German Government for supporting Vietnam with a large number of Covid-19 vaccines, helping Vietnam to soon repel the epidemic and restore the socio-economy.

German President Frank-Walter Steinmeier expressed his gratitude for the warm and thoughtful reception of the leaders of the Party, State and Government of Vietnam; and highly appreciated Vietnam's dynamic economic development in recent years. The two leaders were pleased with the developments in bilateral relations over the past decades, especially the symbolic cooperation projects between the two countries that are operating effectively such as the Vietnam-Germany University, the German House, etc.

Prime Minister Pham Minh Chinh shared with the German President Vietnam's outstanding achievements in socio-economic development and international integration after 35 years of Doi Moi. To promote growth, Vietnam will focus on implementing strategic breakthroughs to help perfect institutions, develop infrastructure, develop human resources and restructure the economy in association with growth model innovation, prioritizing digital economy and digital transformation, green growth, circular economy; promoting science - technology, innovation; and committing to be responsible in combating climate change. These are areas in which Vietnam hopes to receive cooperation from Germany.

To further promote bilateral cooperation, the two sides agreed to increase the exchange of delegations at all levels, especially at high levels, thereby helping to increase political trust, mutual understanding and create new momentum for bilateral cooperation; continue to coordinate and support each other in multilateral forums such as the United Nations, the ASEAN-Germany cooperation framework, and ASEAN-EU.

Affirming that economic, trade and investment cooperation is the pillar of bilateral relations, Prime Minister Pham Minh Chinh and the German President agreed to increase incentives for German businesses to invest in Vietnam, especially in areas where Germany has strengths such as energy, railways, medical equipment, pharmaceuticals, infrastructure, etc.

Prime Minister Pham Minh Chinh proposed that Germany soon ratify the Vietnam-EU Investment Protection Agreement (EVIPA); continue to cooperate with Vietnam to effectively implement the Just Energy Transition Partnership (JETP) framework, in which Germany is a participant, so that Vietnam can achieve its emission reduction target as committed at COP 26, as well as effectively coordinate the implementation of development cooperation projects funded by Germany in the coming time, prioritizing the fields of infrastructure construction, sustainable development, and renewable energy.

The two leaders agreed to promote cooperation in training, develop high-quality human resources, and strengthen the development of mechanisms and frameworks for cooperation in the field of vocational training. The German President expressed his hope that Vietnamese workers will soon have the opportunity to work in Germany, actively improving the labor shortage in Germany in the coming time.

Prime Minister Pham Minh Chinh asked the German President to continue supporting and creating favorable conditions for the community of more than 200,000 Vietnamese people in Germany to successfully integrate, contribute to the socio-economic development of Germany, and serve as a bridge for the friendly relations between the two countries. The German President highly appreciated the Vietnamese community in Germany and considered it a valuable asset in the relationship between the two countries and the two peoples.

Discussing international and regional issues of mutual concern, Prime Minister Pham Minh Chinh and President Steinmeier stressed the need to maintain peace and stability and resolve disputes by peaceful means in accordance with international law. The two sides stressed their support for freedom of navigation and overflight in the East Sea on the basis of international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
