Create conditions for people to settle down

The Provincial People's Committee issued Plan No. 162/KH-UBND dated June 21, 2023 to implement the Project "Investing in the construction of at least 1 million social housing units for low-income earners and industrial park workers in the period of 2021-2030" according to Decision No. 338/QD-TTg dated April 3, 2023 of the Prime Minister. Accordingly, Quang Ninh must complete at least 8,250 units in the period of 2021-2025 and 9,750 units in the period of 2026-2030.

Implementing Decision No. 444/QD-TTg dated February 27, 2025 of the Prime Minister assigning the province the target of 17,588 social housing units in the 2025-2030 period, the Provincial People's Committee promptly adjusted and supplemented the social housing development plan in Ha Long City in the 2021-2025 period, adding 3 more projects with nearly 14,400 units, raising the total scale to about 20,200 apartments.

Up to now, in the province, there have been 5 social housing projects implemented with a total scale of about 2,900 apartments, including: Social housing project in the residential area of ​​Ngan Bang hill; Workers housing project serving Song Khoai Industrial Park; Workers housing project for Dong Mai Industrial Park; Sunhome social housing area at the airport in Doan Ket commune (Van Don district); Social housing project in Kim Son ward, Dong Trieu city. At the same time, 12 other projects with about 20,200 houses are in the planning stage.

Along with developing social housing, Quang Ninh pays special attention to eliminating temporary and dilapidated houses for poor, near-poor households and people with meritorious services. In 2024, the province will still complete supporting 410 poor, near-poor and disadvantaged households, reaching 100% of the set plan.

Immediately after storm No. 3 (Yagi) made landfall on September 23, 2024, the Provincial People's Council issued Resolution No. 42, stipulating support of 100 million VND/household for collapsed houses that could not be restored, and 50 million VND/household for repairing severely damaged houses. Accordingly, by the end of 2024, 67/88 households had received support to remove temporary and dilapidated houses with a cost of nearly 3.6 billion VND and 210/391 households had repaired houses with a total cost of over 12.2 billion VND. Localities are urgently completing procedures and disbursing funds on schedule to stabilize people's lives after the storm.

In addition, Quang Ninh also focuses on housing policies for people with revolutionary contributions. In the 2023-2024 period alone, 628 households of people with revolutionary contributions and martyrs' relatives have received support to build new and repair houses with a total cost of 32,880 billion VND from the provincial budget.

With the spirit of "Breakthrough in economic development, creating momentum for the new term", Quang Ninh province aims to eliminate 100% of newly-emerged temporary and dilapidated houses for poor households, near-poor households and people with meritorious services by the end of 2025. The Provincial People's Committee has issued Decision No. 2228/QD-UBND on the Plan to implement the Emulation Movement "Joining hands to eliminate temporary and dilapidated houses in Quang Ninh province in 2025"; Plan No. 10/KH-UBND dated January 10, 2025 on implementing the elimination of temporary and dilapidated houses in the province in 2025, with the goal of striving to complete support for 135 poor and near-poor households in October 2025. The Provincial People's Committee has also just issued a Project to support housing for people with meritorious services to the revolution and relatives of martyrs in the province in 2025 with about 360 households eligible for support; Total project implementation cost is 17,205.6 million VND; project completion in 2025.

Implementing this plan, by the end of March 2025, 107 poor and near-poor households eligible for support have been and are implementing construction (including: 3 households have completed construction; 22 households are implementing construction; 82 households are implementing construction procedures). At the same time, the Provincial People's Committee is considering approving the Housing Support Project for people with revolutionary contributions and martyrs' relatives in Quang Ninh province in 2025. Along with that, Quang Ninh continues to call for investors; guide businesses to access preferential loan policies to build social housing. The province has planned 663 hectares of land for social housing development and 55.5 hectares of land for industrial park worker housing. The province also widely publicizes programs and land funds in the area.

The above results show the determination of the entire political system, authorities at all levels and the business community in Quang Ninh. The acceleration of social housing projects, support for the elimination of temporary and dilapidated houses, and care for people with meritorious services not only improve material conditions but also stem from deep sentiment, demonstrating humanistic values ​​and responsibility for the community.
