The Ministry of Justice has just announced the appraisal dossier of the draft Decree regulating the support level for people working full-time on digital transformation, network information security, and network security, which was developed by the Ministry of Home Affairs.
Create incentive mechanisms to attract high-quality human resources in information technology
According to the Ministry of Home Affairs, the construction of e-Government, towards digital Government, has been vigorously implemented and initially achieved many positive results. However, the national digital transformation process is still slow and lacks initiative due to limited service infrastructure; many businesses are still passive, the capacity to access, apply and develop modern technology is still low; the digital economy is still small in scale; the fight against crime and ensuring network security still face many challenges.
To accelerate the implementation of digital transformation, the need for highly qualified human resources in information technology, along with raising awareness of the entire political system and increasing financial resources, is urgent. However, highly qualified human resources in information technology are increasingly shifting from the public sector to the private sector, mainly due to inadequate policies on wages, incomes and working environment for this group.
Therefore, during the period of not yet implementing salary policy reform according to Resolution No. 27-NQ/TW, the issuance of a Decree regulating the support level for these subjects is necessary, in order to create a mechanism to encourage and attract human resources to serve the work of digital transformation, network information security, and network security to promote and give preferential treatment to cadres, civil servants, and public employees with high professional qualifications and experience in performing tasks of digital transformation, network information security, and network security.
Propose 2 levels of support
The draft Decree consists of 8 articles regulating the level of support for people working full-time on digital transformation, network information security, and network security in agencies of the Communist Party of Vietnam, the State, the Vietnam Fatherland Front, socio-political organizations from central to communal levels, and armed forces (army, police, cryptography).
Based on the nature, characteristics and complexity of the work, the draft Decree proposes two levels of support as follows:
Level 1: 5,500,000 VND/month applies to people working full-time in network information security and network security (equivalent to the basic salary of a level 1 specialist of 2.34 x 2,340,000 VND/month).
Level 2: 3,500,000 VND/month applies to people working full-time in information technology management and electronic transactions (equal to 60% of the basic salary of level 1 specialists).
According to the draft, this support level is paid with the monthly salary and is not used to calculate social insurance and health insurance contributions and benefits.
The number of people working in digital transformation, network information security, and network security is expected to be about 13,000. Accordingly, the estimated budget from the state budget to support is about 696 billion VND/year.
1. Cadres, civil servants, public employees.
2. Officers and non-commissioned officers: professional and technical expertise of the People's Public Security.
3. Officers, professional soldiers, defense workers and civil servants of the People's Army.
4. People doing secretarial work.
