Accelerate the construction of new rural areas.

After three years (2021-2023) of implementing Resolution No. 74/2020/NQ-HĐND of the Provincial People's Council on the 5-year socio-economic development plan 2021-2025, the National Target Program for New Rural Development (NRD) has been effectively implemented through supportive policies and mechanisms, achieving many important results and effectively mobilizing and utilizing resources for implementation. The program has contributed to promoting the successful construction of NRD in localities, moving towards building advanced and model NRD.

Over the three years from 2021 to 2023, the province mobilized 1,505.7 billion VND to implement the Program. By the end of 2023, 2 out of 6 districts in the province had achieved the New Rural Area standard; 33 out of 47 communes (70.2%) had achieved the New Rural Area standard, including 14 communes achieving the advanced New Rural Area standard; and 50 out of 254 villages had achieved the New Rural Area village standard, including 2 villages achieving the model New Rural Area village standard. The appearance of rural areas has improved significantly; the material and spiritual lives of rural residents have been noticeably enhanced. Infrastructure serving agriculture and fisheries has been invested in comprehensively (with 1,958.3 billion VND allocated) in a multi-purpose direction. Many key, large-scale projects have been upgraded and completed, making an important contribution to providing clean water, developing agriculture and industry, and effectively addressing issues related to natural disasters.

According to Decision No. 705/QD-UBND dated December 17, 2022, of the Ninh Thuan Provincial People's Committee approving the Project on New Rural Development for the period 2021-2025, with orientation to 2030, the province has determined to implement the National Target Program on New Rural Development according to the principle of "Restructuring the agricultural sector is the driving force, new rural development is the foundation, and farmers are the main actors". Localities are focusing on implementing the Project on New Rural Development for the period 2021-2025, with orientation to 2030, in conjunction with restructuring the agricultural sector and building new rural areas in conjunction with urbanization; promoting the main role of the people and the core role of businesses, effectively achieving the goal of building "prosperous agriculture, wealthy farmers, civilized and modern rural areas". The province aims to have 4 districts meeting the new rural development standards by 2025, including 1 district meeting the advanced new rural development standards. 38 communes have met the standards for New Rural Areas, including 15 communes that have met the standards for advanced New Rural Areas; 5 communes have met the standards for model New Rural Areas, and 216 villages have met the standards for New Rural Areas, including 13 villages that have met the standards for model New Rural Areas.

To achieve the set goals, the province will focus on completing five groups of criteria related to planning; socio-economic infrastructure; economy and production organization; culture, society, environment, and political system, ensuring full compliance with the standards required by the New Rural Development criteria at all levels for the 2021-2025 period. Simultaneously, it will propose six key solutions to implement the project with a total mobilized capital of over 10,000 billion VND. The province is focusing on maximizing the mobilization of capital from national target programs for New Rural Development and other programs and projects in the area; attracting investment from businesses through public-private partnerships and social mobilization; effectively implementing investment credit policies for agriculture and rural areas; and encouraging people to continue contributing to New Rural Development in their localities to ensure the New Rural Development program is implemented with a clear focus and priorities.

The province is determined to effectively implement the 11 contents of the National Target Program for building new rural areas; and 6 key thematic programs aimed at improving the quality of life for the people and addressing pressing and existing issues. Particular attention is paid to issues related to the environment, food safety, clean water, economic development, improving the efficiency of cooperatives; supporting and promoting the development of start-up and innovative businesses; implementing the OCOP program; digital transformation and rural tourism development. To ensure that rural areas not only change in appearance but also that people's lives become increasingly prosperous, the province prioritizes production development linked to the restructuring of the agricultural sector, shifting the economic structure, and increasing people's income; focusing on developing the collective economy; and effectively implementing social security policies for policy beneficiaries, ethnic minority households, and poor and near-poor households in the area.

Maximize the role of the Fatherland Front and political-social organizations and communities to strive to complete, maintain, and improve the quality of criteria that do not require high investment resources (planning, culture, security and order, some indicators under the criteria of health, education, environment, etc.); effectively implement grassroots democracy regulations, emulation and reward work, promptly commend and encourage exemplary collectives and individuals, good models, and innovative approaches in mobilizing people to participate in building new rural areas.
