Accelerating in the pivotal year of the term

The year 2025 is of utmost importance to Quang Ninh in fulfilling the goals set out in the Resolution of the 15th Provincial Party Congress for the 2020-2025 term, thereby creating breakthroughs and creating momentum for the new term, ready to join the whole country in realizing the development aspirations in the new era. To realize this goal, the whole province is determined and resolutely implementing its tasks right from the first days and months of the year.

Determined to exceed 12% growth mark

2024 is a challenging year but also a year full of proud milestones for Quang Ninh province. Facing difficulties, especially the historic storm No. 3 and unpredictable fluctuations in the socio-economic context, Quang Ninh has still maintained political - economic - social stability, maintained solidarity, unity of will and action; maintained the trust of people, businesses, cadres, and party members; maintained a peaceful, friendly, stable, cooperative, and developed border and achieved important and quite comprehensive results in all fields; basically completed the main targets set out in the Resolution of the 15th Provincial Party Congress. This is a solid foundation for Quang Ninh to enter 2025 - the final year, which is of special importance to complete the goals and targets set out in the Resolution of the 15th Provincial Party Congress, term 2020-2025, the year identified by the Central Committee and the Provincial Party Executive Committee as a year of acceleration and breakthrough to enter a new era of double-digit growth.

Based on the assessment of the situation and practical conditions, the Provincial Party Committee issued Resolution No. 31-NQ/TU dated December 2, 2024 on the direction and tasks for 2025 with the theme of the year being "Breakthrough in economic development, creating momentum for the new term". The province aims to strive for an economic growth rate (GRDP) of over 12%, to ensure that the average economic growth target for the 2021-2025 period reaches about 10%/year as determined by the Resolution of the 15th Provincial Party Congress. GRDP per capita reached over 11,000 USD. The total state budget revenue in the area exceeded the target assigned by the Central Government.

To achieve the set goals, the Party Committee of the Provincial People's Committee has set growth targets for each quarter, 6 months, 9 months and the whole year based on the assessment of growth factors and forecasts. In particular, the annual GRDP growth rate is expected to increase by 12.05%. Specifically, the added value of the agricultural, forestry and fishery sector will increase by 3%; the industrial - construction sector will increase by 12.36%; the service sector will increase by 14.12%; and product taxes will increase by 7.56%. The state budget revenue is expected to reach VND57,330 billion. The total number of tourists is estimated at 20 million; the total revenue from tourists is estimated at VND55,000 billion. Export turnover is expected to reach USD3,980 million. Total social investment capital will increase by 10%. Total retail sales of goods and consumer service revenue will increase by 14.6%...

At the regular meeting of the Provincial People's Committee in December 2024, Chairman of the Provincial People's Committee Pham Duc An emphasized: This is truly a great challenge, extremely difficult, requiring higher determination, greater efforts, innovative thinking, and breakthroughs. All levels, sectors, and localities in the province must be proactive from early on to flexibly manage the economic growth scenario (GRDP) at a growth rate of over 12% with the highest spirit of striving, greatest efforts, and common unity in the whole province. In particular, it is necessary to highlight the role of creation and action of authorities at all levels by removing difficulties and obstacles, taking people and businesses as the main subjects to innovate, improve the quality of reform, and take effective action. Proactively review and review tasks and plans of the entire term; promote decentralization of authority, attaching the roles and responsibilities of leaders in implementing specific tasks.

From the planned core targets and objectives, the Provincial People's Committee has directly assigned comrades to lead, direct and operate the implementation of tasks and solutions in each area of ​​responsibility. Assigning responsibilities to comrades of the Provincial People's Committee, leaders of departments, branches and localities to organize implementation, closely following the actual situation of each stage to have appropriate balance and adjustment. In particular, focusing on promoting the attraction of new generation foreign direct investment capital into industrial parks and economic zones; supporting and removing difficulties for businesses and investors in administrative procedures, planning, land, site clearance, filling materials... so that projects can soon come into operation.

Comrade Pham Xuan Dai, Head of the Provincial Economic Zone Management Board, said: This year, the Economic Zone Management Board will continue to focus on investment promotion, attracting investors from markets with strengths in developing processing and manufacturing industries, electronics, semiconductors and supporting industries, such as Europe, Japan, China, Taiwan (China), Singapore. The goal is to attract investment projects to increase by 10% compared to 2024. At the same time, the Board will focus on organizing the implementation and completion of planning; directing and urging to accelerate the progress of investment in industrial park infrastructure, creating a large enough land fund to meet investment attraction work; increasing support and accompanying enterprises to organize production and business activities to complete 100% of production targets for processed and manufactured industrial products in industrial parks.

Along with that, the province will focus on innovating, improving the quality and competitiveness of existing tourism products and services and continue to exploit new tourism products to increase spending, revenue and tourism economic efficiency; promote the development of marine economy, logistics services and multimodal transport, import and export, e-commerce, digital economy, green economy, circular economy... Develop ecological agriculture, modern countryside, civilized farmers. Quickly restructure, restore production, improve agricultural economic efficiency after storm No. 3, especially in the fields of forestry and fisheries.

During the implementation process, Quang Ninh closely links rapid and sustainable economic development with cultural and human development, building a culture rich in Quang Ninh identity; continuing to promote sustainable poverty reduction programs, improving the quality of education, health care and cultural life.

Firmly step into the new era

General Secretary To Lam has repeatedly emphasized that the practical requirements are to resolutely carry out the revolution in building a truly streamlined political system that operates effectively and efficiently; creating new momentum, new resources, new motivations, new endogenous strength of the Party, the political system and the whole society, enhancing the strength, fighting power, leadership and governing capacity of the Party organization, meeting the requirements of tasks in the new era.

Implementing this policy of the Central Government, the top priority of the province since the beginning of this year is to organize and arrange the apparatus of the political system to be "streamlined - compact - strong - effective - efficient - effective" associated with building a team of cadres with sufficient qualities, capacity, prestige, equal to the tasks according to the policy of the Central Government. The province's viewpoint is that the implementation process must closely follow the requirements of the Central Government and ensure compliance with the requirements of the practical situation of the locality. Party committees, Party organizations, agencies, units, levels, sectors, first of all, leaders and heads, need to be exemplary, proactive in implementing with the highest determination, the most drastic in performing assigned tasks; identify priority work contents and coordinate smoothly in implementation.

The province has completed the merger plan and proposed a streamlining of the organizational structure to submit to the Provincial Party Standing Committee and the Provincial Party Executive Committee for consideration, approval and report to the Central Steering Committee ahead of schedule. Once the plan is approved, implementation will begin immediately.

During the implementation process, the province also identified the need for careful and thorough preparation in personnel work to ensure synchronous and effective implementation plans. Along with that, it is necessary to promote propaganda and political and ideological education to create unity of perception and action within the entire Party, creating consensus in society; allocating sufficient resources and having appropriate mechanisms and policies for cadres, civil servants, public employees and workers affected in the process of rearranging and restructuring the entire apparatus in the political system.

Along with streamlining the organizational apparatus, one of the particularly important political tasks in 2025 is to organize Party congresses at all levels, the 16th Provincial Party Congress towards the 14th National Party Congress. Determining this as a political event of extremely important significance in planning socio-economic development strategies, ensuring national defense and security, building and rectifying the Party and the political system, and entering a new era with the whole country, Quang Ninh province has been making the highest efforts in leadership and direction in implementing in accordance with the spirit of Directive No. 35-CT/TW dated June 14, 2024 of the Politburo.

According to the Provincial Party Committee's Organizing Committee, the entire province is currently focusing on preparing congress documents to ensure progress, quality, scientificity, brevity, ease of understanding, ease of implementation, and to meet people's expectations. Along with the document work, the congress personnel work at all levels is also being well implemented. In particular, the highest goal of the congress personnel work is to have a team of cadres with political mettle, intelligence, qualities, ethics, lifestyle, capacity, and prestige.

Party committees and organizations at all levels also focus on internal political protection work; focus on reviewing and thoroughly resolving complaints, denunciations and outstanding, pressing issues that are pending. At the same time, grasp the ideological situation of cadres, party members, and public opinion; combine information and propaganda work with the fight against hostile and erroneous viewpoints, protect the Party's ideological foundation; promote information and propaganda work before, during and after the congress, create an atmosphere of competition to strive to fulfill targets and tasks for the 2020-2025 term, in conjunction with launching patriotic emulation movements, and make achievements to welcome the Party congresses at all levels for the 2025-2030 term.

Up to now, 392 party cells under grassroots party committees have completed their congresses for the 2025-2027 term. The party cell secretaries directly elected at the congresses have basically achieved 100% of the votes. It is expected that the party cell congresses under grassroots party committees will be completed in February 2025. In particular, the party cell congresses of villages, hamlets, and neighborhoods will be completed before January 15, 2025. The successful organization of the party cell congresses will be an important premise for organizing grassroots party congresses and party congresses at higher levels, towards the 16th Provincial Party Congress, term 2025-2030.

The work ahead is very busy and urgent, but with the spirit of solidarity and strong aspirations to rise up, we are confident that Quang Ninh province will successfully complete the tasks of 2025, creating an important premise for Quang Ninh to firmly enter the new term with a new momentum and spirit, contributing with the entire Party, the entire people and the entire army to bring the country into a new era - the era of the Vietnamese nation's rise.
