Since the beginning of the year, when assigned the task of digitizing administrative procedure settlement records of the ward, Ms. Nguyen Thi Bich Tram, a civil servant of the People's Committee of Ward 4, District 5, has had almost no lunch break, and rarely has a day off on weekends. "Right from the start, we set a goal of working quickly, ahead of schedule to move on to other tasks," Ms. Tram shared. To ensure progress, in addition to digitizing records during breaks and holidays, Ms. Tram also proposed that the Ward People's Committee mobilize union members and youth to support. Thanks to her efforts at work, the ward's administrative procedure settlement records have been digitized, completing the target more than 5 months ahead of schedule.

Chairman of Ward 4 People's Committee, District 5 Diec Tuyet Mai said that by the end of May 2024, the Ward People's Committee had completed 100% of digitization of administrative procedure settlement records in the second, third, and fourth quarters of 2023 and the first quarter of 2024; completed digitizing 50% of administrative procedure settlement records in the first quarter of 2023. Currently, Ward 4 People's Committee is speeding up the digitization of records in the first quarter of 2023 and has proposed that the District People's Committee provide guidance to continue digitizing records in 2022.
Improve data reuse rate
According to the Department of Information and Communications of Ho Chi Minh City, since the Ho Chi Minh City Administrative Procedures Information System officially came into operation, the city's officials and civil servants have been receiving and digitizing records and results of administrative procedures of the people. The results of administrative procedures are transferred to the people's data warehouse and reused for the next use of online public services.
From the beginning of 2024 to now, Thu Duc City People's Committee has digitized nearly 82% of administrative procedure settlement records (records in 2024). To accelerate the digitization of records, Thu Duc City People's Committee has invested in equipment, currently piloting at the Department of receiving and returning administrative records for land, environment, and household registration records; deployed to the People's Committees of 34 wards.
Permanent Vice Chairman of District 7 People's Committee Le Van Thanh informed that the district has digitized 62% of records and results of administrative procedure settlement since the beginning of 2024 and reached 60% of records and results of administrative procedure settlement in 2023. In addition, District 7 has built a database for the fields of economy, urban, environmental resources, health, culture and society.
Providing information on the city-wide situation, Director of the Ho Chi Minh City Digital Transformation Center Vo Thi Trung Trinh shared that Ho Chi Minh City has assigned the target of digitizing the components of records and results of handling administrative procedures to departments, branches, sectors, People's Committees of districts, and Thu Duc City to reach at least 80%. To ensure the implementation of the above target, the city has built and put into use a tool to digitize records during the processing process, integrating the Information System for handling administrative procedures. At the same time, it has organized the configuration of electronic forms for 450 administrative procedures to reuse people's information after authenticating VNeID identification, reducing people's data entry when using online public services. The city is ready to connect and share specialized data through the city's LGSP data interconnection axis (data integration and sharing platform), such as: business database; online criminal record certificate issuance database; civil status registration and management database; shared electronic catalog management database of state agencies serving the development of Vietnam's e-Government; database of resources - environment - tax...
However, according to Ms. Vo Thi Trung Trinh, the city's rate of digitization and data reuse is low compared to the set target. The reason is that there is no connection between business and household data to serve data reuse in handling procedures for granting business registration certificates and business operation licenses; data to support the process of document appraisal; household registration data to serve data reuse in handling procedures for granting criminal records and related groups of interconnected procedures. Therefore, in addition to perfecting the features on the Ho Chi Minh City Administrative Procedure Settlement System, the city continues to recommend ministries and branches to interconnect and connect specialized data to serve data reuse, improving the quality of administrative procedure settlement in the city.
