To maximize the potential and advantages, build this place into a stronghold for businesses, technology projects, environmentally friendly, creating high added value, right from the time the investment policy was approved, Vina - CPK Joint Stock Company had specific and methodical investment strategies with standards like a model industrial park.
On a total project area of over 308 hectares, divided into 2 investment phases, the Industrial Park is designed with full auxiliary infrastructure, clear traffic roads, standard wastewater treatment system, synchronous green infrastructure, creating an attractive production environment for domestic and foreign investors.
Up to now, after more than 13 years of operation, Ba Thien II Industrial Park has attracted more than 80 projects with a total investment capital of nearly 1 billion USD, creating jobs for more than 23 thousand workers. In particular, the enterprises are mainly foreign direct investment (FDI) enterprises with modern production technology, coming from developed countries such as: Nippon Paint Vinh Phuc (Japan); Vina Union, Sekonix Vina (Korea), Datatronic (Korea); Weldex Vina, Proctec, Polaris (USA), Assa Abloy (Sweden) ...
On the usable land area of phase 1, enterprises have filled and put into stable production. To meet the needs of investors, the company has coordinated with the Binh Xuyen district government to speed up the construction progress of the project's infrastructure in phase 2.
However, there are still about 50 hectares where infrastructure cannot be constructed, because some areas in Ba Hien town and Trung My commune are still stuck in compensation and site clearance work.
A representative of Vina - CPK Joint Stock Company said: The obstacles in land acquisition and clearance are affecting the infrastructure business activities of the unit. In the past, many potential investors have been interested in and come to learn about the investment environment in Ba Thien II Industrial Park, but the land acquisition and clearance work has been prolonged, there is a lack of clean land, and the opportunities have passed one by one, which is very regrettable.
In Ba Hien town, the total land area is still stuck at about 80 thousand square meters related to 12 households, most of which are farms built on forestry land. The reason for the slow progress of land acquisition is that some households have not accepted the compensation price, some households request to exchange land for residential land while there is no policy mechanism to support resettlement for forestry land, in particular, there are households that do not cooperate, are indifferent to the work requirements from local authorities and the unit implementing land acquisition.
Vice Chairman of Ba Hien Town People's Committee Nguyen Phan Tuy said: With a sense of responsibility, the town government has coordinated with officials of the Binh Xuyen District Construction Investment Project Management Board to visit each household many times to propagate and mobilize, but most households have not changed their views, leading to a prolongation of the project implementation time.
These are thorny issues that require stronger policy mechanisms. To resolve the problems as soon as possible, the town will coordinate with the land acquisition unit to increase propaganda and mobilization to households whose land is subject to recovery, speeding up the project implementation progress.
To be ready to welcome the wave of FDI investment to attract enterprises with technology and environmental friendliness according to the province's orientation, the province needs to speed up the progress of site clearance to help investors in industrial park infrastructure in the area quickly deploy infrastructure construction, ensuring a business environment with all the necessary factors for investors to feel secure in production.
In particular, with Ba Thien II Industrial Park Phase 2, the Binh Xuyen district government and departments and branches need to take more drastic action, actively dialogue with households to resolve difficulties. In case households do not cooperate, stronger measures need to be taken to facilitate businesses to exploit land potential, attract more projects, and create jobs for workers.
