From July 1, allowances for part-time workers at commune, village and residential group levels will also be adjusted to match the new basic salary level.

According to Clause 1, Article 3 of Resolution 69/2022/QH15 dated November 11, 2022 of the National Assembly, from July 1, 2023, the basic salary will increase to VND 1,800,000/month (currently VND 1,490,000/month). Therefore, the allowance for non-professional workers at the commune, village and residential group levels will also be adjusted to increase in accordance with the new basic salary level. Specifically as follows:
1. Allowances and funding for part-time commune-level workers
Pursuant to Clause 5, Article 2 of Decree 34/2019/ND-CP, part-time workers at the commune level are entitled to allowances, social insurance and health insurance. The state budget shall allocate allowance funds, including social insurance and health insurance support, to make monthly payments to part-time workers at the commune level according to the Decision on classifying administrative units of communes, wards and towns as follows:
- Type 1 is allocated an allowance fund equal to 16.0 times the basic salary (currently 23,840,000 VND, from July 1, 2023 it will be 28,800,000 VND).
- Type 2 is allocated an allowance fund equal to 13.7 times the basic salary (currently 20,413,000 VND, from July 1, 2023 it will be 24,660,000 VND).
- Type 3 is allocated an allowance fund equal to 11.4 times the basic salary (currently 16,986,000 VND, from July 1, 2023 it will be 20,520,000 VND).
Based on the above-mentioned allowance fund and based on the characteristics of each commune level, management requirements, regular expenditure ratio of the commune level, and funding sources for reforming local salary policies, the Provincial People's Committee shall submit to the People's Council of the same level for specific regulations on the following contents:
- Regulate the titles and arrange the number of non-professional workers at the commune level equal to or lower than the regulations in Article 13 of Decree 92/2009/ND-CP (amended and supplemented by Decree 29/2013/ND-CP, Decree 34/2019/ND-CP).
- Specific regulations on allowance levels for each position and allowance levels for holding concurrent positions for non-professional workers at the commune level.
- Specify the level of operating budget for socio-political organizations at the commune level in accordance with the actual situation of the locality.
2. Allowance for part-time workers in villages and residential groups
Pursuant to Clause 6, Article 2 of Decree 34/2019/ND-CP, no more than 03 non-professional workers in villages and residential groups are entitled to monthly allowances from the state budget and only apply to the following positions: Party Cell Secretary; Village Head or Head of Residential Group; Head of the Front Work Committee. People participating in work in villages and residential groups other than the 03 positions mentioned above do not receive monthly allowances but are entitled to compensation when directly participating in the work of villages and residential groups from union fees, contracted membership fees for unions and from other fund sources (if any).
The state budget allocates an allowance fund equal to 3.0 times the basic salary (currently 4,470,000 VND, from July 1, 2023 it is 5,400,000 VND) to pay monthly for non-professional workers in each village and residential group. Particularly for villages with 350 households or more, villages in key communes, complicated in terms of security and order according to the decision of competent authorities; villages in border or island communes are allocated an allowance fund equal to 5.0 times the basic salary (currently 7,450,000 VND, from July 1, 2023 it is 9,000,000 VND).
Based on the allowance fund prescribed in this clause and based on the characteristics of each commune level, management requirements, regular expenditure ratio of the commune level and local budget revenue, the Provincial People's Committee shall submit to the People's Council of the same level to prescribe the allowance level for each position, the allowance level for holding concurrent positions for non-professional workers and the allowance level for people directly participating in the work of villages and residential groups.
