Increase vehicle inspection prices to avoid negativity

At the 2023 Motor Vehicle Inspection Conference of the Vietnam Registering Agency ( Ministry of Transport ) on the afternoon of January 13th, Mr. Nguyen Chien Thang, Director of the Vietnam Registering Agency, stated that currently, 274 out of 292 vehicle inspection centers nationwide are operational, equivalent to over 82% of the entire system's inspection capacity.

Currently, 18 vehicle inspection centers are temporarily closed due to ongoing investigations, failure to meet requirements, or voluntary closure.

Since the end of June 2023, the nationwide vehicle inspection system has basically returned to normal operation, effectively meeting the vehicle inspection needs of individuals and businesses.

Regarding human resources for vehicle inspectors, the Vietnam Registering and Inspection Department organized 31 inspection officer assessment sessions, newly certifying 295 motor vehicle inspectors and 279 senior motor vehicle inspectors; and re-certified 217 motor vehicle inspectors and 236 senior motor vehicle inspectors.

As of now, there are 1,747 vehicle inspectors working at inspection units nationwide, including 1,002 senior inspectors and 745 motor vehicle inspectors.

In 2023, the entire system inspected 5.35 million vehicles, of which 4.18 million met the requirements (accounting for 78.1%). 1.17 million vehicles failed the first time and required maintenance, repair, and adjustment before re-inspection (accounting for 21.9%).

Vietnam Register

In late December 2023, the Minister of Transport issued Circular No. 43/2023/TT-BGTVT to amend and supplement several articles of Circular No. 85/2014, which clearly and comprehensively decentralized the design appraisal responsibilities to local Departments of Transport to carry out most current motor vehicle modification projects.

The Vietnam Registering and Inspection Department only conducts design appraisals for certain cases involving complex vehicle modifications requiring specialized expertise. Circular 43 also stipulates that design appraisals can be carried out at any Department of Transport nationwide, giving citizens and businesses more options.

In cases where a motor vehicle undergoes modifications that do not alter its characteristics or type, it is not considered a modification and will continue to be subject to technical safety and environmental protection inspections for road motor vehicles to obtain an inspection certificate and inspection sticker.

In response to the need to improve quality and prevent corruption in inspection work, the leaders of the Vietnam Register Department said they will propose adjusting inspection service prices to reflect reality and make them more attractive to investors in this field.
