At the end of December 2023, the Minister of Transport issued Circular No. 43/2023/TT-BGTVT to amend and supplement a number of articles of Circular No. 85/2014, which clearly and comprehensively decentralized the design appraisal contents to local Departments of Transport to carry out most of the current motor vehicle renovation contents.

The Vietnam Register only conducts design appraisals for some cases of complex vehicle modifications that require specialized expertise. Circular 43 also stipulates that design appraisals can be carried out at any Department of Transportation nationwide, giving people and businesses more options to choose from.

In case a motor vehicle has changes but does not change the characteristics or type of vehicle, it is not considered a renovation, and the technical safety and environmental protection of road motor vehicles must continue to be inspected to be granted an inspection certificate and inspection stamp.

In response to the need to improve quality and prevent negativity in inspection work, the leader of the Vietnam Register said that he will propose adjusting the price of inspection services to suit reality, creating attractiveness for investors in this field.
