The Ministry of Information and Communications has implemented many measures to rectify and handle the situation of "newspaperization" of general electronic information sites and social networks.
To concretize the resolution, the Ministry of Information and Communications issued Plan No. 1050/KH-BTTTT dated March 25, 2024, focusing on rectifying the "newspaperization" situation and strictly managing press and media activities in cyberspace.
Implementing the plan of the Ministry of Information and Communications, the Department of Radio, Television and Electronic Information (PTTH&TTDT) has deployed key solutions including:
(1) Disseminate the "Criteria for identifying "newspaperization" of magazines, "newspaperization" of general electronic information sites, "newspaperization" of social networks and manifestations of "privatization" of newspapers" issued in Decision No. 1418/QD-BTTTT dated July 22, 2022 of the Minister of Information and Communications so that the assessment and identification of "newspaperization" of general electronic information sites and social networks are clear and public, serving as a basis for effectively handling this situation.
(2) Strengthen the scanning and listing of general information websites and social networks with many signs of "newspaperization" for monitoring and supervision.
(3) Conduct work, inspection, and examination of general electronic information sites and social networks that show many signs of "newspaperization" in the list of "newspaperization".
(4) Tighten licensing of general electronic information sites and social networks.
(5) Send documents to press agencies, organizations and businesses operating general electronic information websites and social networks to request enhanced management, help organizations and businesses operating general electronic information websites and social networks to recognize and not violate legal regulations, especially regulations related to "newspaperization"; Guide and urge the Departments of Information and Communications to strengthen the management, licensing and rectification of general electronic information websites and social networks.
The Department of Broadcasting and Electronic Information has reviewed, evaluated, and compiled a list of 60 general electronic information sites and social networks showing signs of "newspaperization" for close monitoring, correction, and handling. Accordingly, the Department of Broadcasting and Electronic Information has coordinated with units of the Ministry and the Department of Information and Communications to handle and correct 55/60 cases. Revoked 03 licenses to establish general electronic information sites and social networks.
As of October 20, 2024, the Department of Radio, Television and Electronic Information has inspected and rectified 05 enterprises in the field of electronic information and social network activities; administratively sanctioned 14 cases, with a fine of VND 545,000,000 (Five hundred and forty-five million VND). Of which, 02 cases applied the additional penalty of forced domain name revocation; 05 cases applied the additional penalty of revoking the right to use the License for a limited period. The main violations are: Establishing a general electronic information page without a license; Not implementing the provisions of the License to establish a general electronic information page; Not fully implementing the registration, storage and management of personal information of the person establishing the personal electronic information page on social networks; Not implementing the periodic reporting regime; Providing services not in accordance with the provisions of the License to establish a social network; No citation of sources as required.
In addition, the Department of Radio, Television and Electronic Information has transferred 54 cases to the Department of Information Security, Vietnam Internet Center, and Departments of Information and Communications in provinces and cities to prevent and handle violations in the operation of general electronic information sites and social networks.
With close coordination between the Ministry of Information and Communications, the Departments of Information and Communications and relevant agencies, the management and handling of the "newspaperization" situation has achieved remarkable results, contributing to building a healthy and transparent information environment. The Ministry of Information and Communications will continue to deploy synchronous solutions to ensure effectiveness and sustainability in managing information activities on the network.
